1 CITY OF PITT MEADOWS Minutes of the REGULAR MEETING of Pitt Meadows City Council held on Tuesday, October 4, 2011 at 7:00 p.m. in the Council Chamber of the Pitt Meadows City Hall, Harris Road, Pitt Meadows, British Columbia. Minutes of the September 20, 2011 Regular Meeting of Council. MOVED by Councillor Bing, SECONDED by Councillor Miyashita, THAT the Minutes of the Regular Meeting of Council held on September 20, 2011, be adopted. D. ANNOUNCEMENTS

National Seniors Day October 1, communication from the Government of Canada dated September 21, Metro Vancouver s 6 th Annual Homelessness Action Week (HAW) October 10 to 16, Communication from Metro Vancouver dated August 31, Waste Reduction Week October 17 to 23, Communication from the Recycling Council of British Columbia dated August 26, E. DELEGATIONS AND PRESENTATIONS 1. Pitt Meadows Community Foundation Update. Michael Hayes, Foundation President, updated Council on the activities of the Foundation and upcoming events; this is included as Attachment 1 and forms part of these minutes. Mr. Hayes also noted that a charitable night of shopping at Coquitlam Centre ( Unwrapped ) will take place on November 22, 2011, 7 pm to 10:30 pm. The tickets are $10 each and are available at or at contact@pmcfoundation.org. There will be $16,000 in prizes. F. PUBLIC HEARING There were no items received for this Meeting. G. 3 2 1.1 Draft minutes of the Parks & Leisure Services meeting held on September 8, Draft minutes of the Maple Ridge/Pitt Meadows Bicycle Advisory Committee (BAC) meeting held on September 19, REPORTS There were no items received for this Meeting. 3. CORRESPONDENCE Items for information: 3.1 Communication from the Youth Parliament of British Columbia dated September 11, 2011, regarding the 83 rd Youth Parliament scheduled for December 27 to 31, Communication addressed to the Minister of Community, Sport and Cultural Development from the City of Langley dated September 12, 2011, regarding the establishment of a Municipal Auditor General office. 3.3 Communication from the Land Title and Survey Authority of British Columbia dated September 13, 2011, regarding the 2010/11 Annual Report for the Land Title and Survey Authority of British Columbia.(Report is available from the Corporate Services Department.) 3.4 Communication addressed to the City of Richmond from the Ministry of Public Safety and Solicitor General dated September 14, 2011, regarding the proposed new Local Government RCMP Contract Advisory Committee s Terms of Reference (response to their letter dated June 14, 2011 which is included). 3.5 Communication addressed to the Union of British Columbia Municipalities (UBCM) from the City of New Westminster dated September 15, 2011, regarding mechanical insulation resolution. 3.6 Communication from the Lower Mainland Treaty Advisory Committee (LMTAC) dated September 16, 2011, regarding LMTAC Discussion Paper Local Government Agreements with First Nations: Recommendations and Considerations 2011 Updated Edition. 3.7 Communication from the Ministry of Public Safety and Solicitor General dated September 21, 2011, regarding Municipal Police Service Agreement and Rising Policing Costs (response to our letter July 4, 2011 which is included).

4 Communication from the Corporation of the City of North Vancouver City Clerk s Department dated September 22, 2011, regarding Support for Deposit-Refund on Milk and Milk Substitute Containers Resolution. MOVED by Councillor Bing, SECONDED by Councillor O Connell, THAT Council direct staff to write to the Minister of Environment, expressing support for the resolution from the City of North Vancouver regarding Deposit-Refund on Milk and Milk Substitute Containers Communication from Metro Vancouver received September 27, 2011, regarding their Board in Brief for meetings held on September 23, Items for potential action: There were no items received for this Meeting. H. ITEMS FROM COUNCIL IN COMMITTEE 1. REPORTS Metro Vancouver Drinking Water Management Plan. ( /GVRD/DWMP. (Refer to October 4, 2011 CIC Agenda Package Page 123) MOVED by Councillor Becker, SECONDED by Councillor Miyashita, THAT Council, upon the recommendation of the Council in Committee, Adopt the municipal actions contained in the Drinking Water Management Plan for the GVWD and Member Municipalities as adopted by the GVWD Board July 29, 2011.

5 4 1.2 Metro Vancouver Regional Growth Strategy Notification of Proposed Amendments. MOVED by Councillor Miyashita, SECONDED by Councillor Walters, THAT Council: A. Receive into the record the communication from Metro Vancouver dated September 23, 2011; AND B. Advise Metro Vancouver that Council has no additional comments to submit regarding the Regional Growth Strategy Amendments Permissive Property Tax Exemptions. ( ) MOVED by Councillor Walters, SECONDED by Councillor O Connell, THAT Council, upon the recommendation of the Council in Committee: C. Direct staff to prepare the appropriate public notices and bylaw to permissively exempt from 2012 property taxation, consistent with the prior year s approach, the qualifying property owned by the following organizations: C.1 Community of Christ Meadow Ridge Congregation Church, Advent Road; C.2 Grace Community Evangelical Free Church, Harris Road; C.3 Pitt Meadows Airport Society, Airport Way; AND D. Direct Staff to prepare the appropriate public notices and bylaw to permissively exempt for five years from 2012 to 2016 property taxation, consistent with the prior approach in 2006 for the years 2007 to 2011, the qualifying property owned by the following organizations: D.1 Pitt Meadows Lions Hall Society, Harris Road; D.2 Pitt Meadows Athletic Association, Harris Park (Allocated Portion); Permissive Property Tax Exemptions Cont d. There was an opportunity for public input, but no representations were made by the public. ( /11)(Refer to October 4, 2011 CIC Agenda Package Page 173) MOVED by Councillor O Connell, SECONDED by Councillor Bell, THAT Council Grant First, Second, and Third Readings to Bylaw Notice Enforcement Amendment Bylaw No. 2419, Development Cost Charge (DCC) Amendment Bylaw No. 2520, (Refer to October 4, 2011 CIC Agenda Package Page 157) MOVED by Councillor Miyashita, SECONDED by Councillor O Connell, THAT Council Grant First, Second, and Third Readings to the Development Cost Charge (DCC) Amendment Bylaw No. 2520, I. COUNCIL REPORTS Councillor Miyashita, attended the Union of BC Municipalities (UBCM) Convention enjoyed the address by Prof. Dave Foote on Demographics; attended the 50 th Anniversary of the Pitt Meadows Secondary School attended the awards ceremony many talented students in Pitt Meadows; the Arts Council celebrated its 40 th anniversary on September 21 thanked Mayor MacLean for representing Pitt Meadows; the Art Gallery has an exhibition, women who work with metal. Councillor Becker, attended UBCM enjoyed the talk by the Auditor General and the presentation by David Crombie from Toronto; the Chamber of Commerce nominating process is underway, with the Annual General Meeting slated for December also the Business Excellence Awards are coming soon. Councillor Bell, attended UBCM enjoyed Prof. David Foote s presentation on Boom, Bust & Echo emphasized the importance of having affordable daycare for children; attended the Great Canadian Shoreline Cleanup very successful with more volunteers participating than in previous years. Councillor Walters, noted that the police want to remind everyone that if you see something suspicious happening in your neighbourhood, call it in as they would rather have many calls rather than none to respond to; noted that ICBC will be promoting Designated Driver Programs over the next few months leading up to the Grey Cup and the Holiday Season; thanked Laurie Darcus and the Green Team for organizing the Great Canadian Shoreline Clean Up; attended the UBCM enjoyed the discussions around the appointment of the Municipal Auditor General and the Forum on Smart Meters for further information go to smartmeters@bchydro.com including the BC Hydro Regeneration report.

8 7 Councillor Bing, attended UBCM particularly enjoyed the tour of the Port Metro Operations Centre with all the up to date technology also enjoyed the keynote presentation by Prof. David Foote. Councillor O Connell, attended the Pitt Meadows Seniors Secondary 50 th anniversary celebration and had an opportunity to visit with past teachers. Mayor MacLean, attended UBCM enjoyed sessions on Smart Meters and the Municipal Auditor General also attended the Insurance Association Annual General Meeting; attended the Arts Council Annual General Meeting new Board will be a very good one; paid tribute to George Wilsdon who retired in September. Chief Jolley, said Maple Ridge and Pitt Meadows were jointly presented with the Excellence of Preparedness Award he recognized all the people who were involved in preparing the application (Ceri Marlo, Brad Perrie, Barb Morgan, GIS (Gord Gillespie/David Cook), and both Planning and Engineering Departments).
