Enterprises - members of the RSPP, producing a total of more than 60% of Russian GDP.

3 OBJECTIVES OF RSPP S COMMITTEE ON TECHNICAL REGULATION, STANDARDIZATION AND CONFORMITY ASSESSMENT The Committee was established in July In the work of the Committee of the RSPP are involved more than 2,000 experts from all industries. The main objectives: Pumpyanskiy D.A. 12 PROPOSALS FOR THE DRAFT OF THE RUSSIAN FEDERAL LAW "ON STANDARDIZATION" 1. Documents for standardization must apply directly or by linking to them in the legislative and normative legal acts of the Russian Federation and other normative instruments. 2. Compliance with the requirements of documents for standardisation or their individual provisions should become obligatory: -for all economic entities, if this is set into the legislative and normative legal acts of the Russian Federation, normative documents of executive federal bodies and technical regulations; -for the parties to the agreement (contract) for the development, production or supply of goods, delivery of services, if the reference is made to the documents for standardization; -for a manufacturer or supplier of goods (works, services) when it adopted Declaration of the conformity of products (works, services) that references to documents for standardization applied to the marking or other documentation; -for a manufacturer or supplier if the products (works, services) are certificated for compliance with standardized documents. 12

13 OBLIGATIONS OF THE RUSSIAN FEDERATION AFTER ACCESSION TO WTO 1. Recognition of results of conformity assessment procedures carried out in any WTO member countries without concluding mutual recognition agreements 2. The creation of the single national accreditation body and its membership in ILAC and IAF targeting to mutual recognition of Russian conformity assessment results. 13

16 IRT/TF 8 RESULTS In 2012 year by IRT/TF 8 was done the following work: Were prepared recommendations on the approximation of regulatory systems of Russia and the EU on 16 industry and common areas. The recommendations were for 230 pages. In the drafting of recommendations participated 90 experts from Russia and the EU countries. More than 40 documents have been translated from Russian to English and from English to Russian. Total sum of translations is amounted more than 3500 pages. 40 bilateral meetings were held between Russian and European experts.. 16

17 RESULTS OF THE ACTIVITIES OF IRT /TF 8 The Recommendations on the approximation of technical legislation of Russia, the Customs Union and the EU have been done taking into account the interests of the industry. The Mutual recognition Agreement between CEN/CENELEC and Rosstandart has been prepared taking into account the proposals of the Russian and European industries and opening the way for joint work on standards. Union of industrialists and entrepreneurs of Russia, Kazakhstan and Belarus were supported by European industry to establish jointly with ORGALIME Council for standardization. 18 COOPERATION AGREEMENT BETWEEN ROSSTANDART AND CEN/CENELEC September 17, 2013 in St. Petersburg hosted the signing of a cooperation agreement between CEN/CENELEC and Rosstandart. The new agreement will allow to: 1. Russian and European industry jointly develop standards that take into account climatic, geographical conditions and technological features. 2. Make European standards more useful by Russian industry, which will facilitate the access of European companies on the domestic Russian market. 3. Use European standards upon their acceptance as national in Russia as evidence of technical regulations of the Customs Union. 18

19 COUNCIL ON TECHNICAL REGULATION BETWEEN "BUSINESS DIALOGUE«and ORGALIME Initiative by SIEMENS AG and Schneider Electric to establish a Council on technical regulation in order to continue the work begun within IRT/TF 8 and expansion of the initiative to the territory of the Customs Union, was supported by the RSPP BELAPP and Union Atameken. To continue work on harmonizing of the legislation of the Customs Union and EU begun under IRT/TF Establish new ties and expand cooperation on the development, coordination and harmonization of standards and conformity assessment procedures. 3. To ensure the participation of industry in the implementation of the CEN/CENELEC-Rosstandard agreement. 1. Synchronization and simplification of the procedures for exports and imports of goods between the two economic unions. 20
