3 3 ABOUT THE EVENT It is essential for government organisations to cultivate trust to deliver core organisational responsibilities. Low trust negatively affects the spectrum of Public Service work, including public policy, service delivery law making, finance, regulation and communications, and government led reform and innovation encounters roadblocks in gaining public support. The Trust in Government Summit, hosted by the Australian Government Institute, will feature lessons from Secretaries and leaders of major government organisations across Australia in how they are seeking to increase trust in their organisations and in Australian governments. The summit will also feature lessons from major international governmental organisations with an interest in enhancing trust in government, as well as well respected Not- For-Profits. Their will also be the opportunity to hear from influential community groups discussing community expectations of government organisations. The OECD lists six key factors relating to trust in government: reliability, responsiveness, openness, regulation, integrity and fairness, and inclusive policy making. All Australian governments and government agencies are seeking to increase citizen and stakeholder trust. This summit provides the knowledge and skills necessary for the practical, whole-of-organisation enhancement of trust in government organisations. Recent years have seen breaches in public data security that negatively affect public trust in government institutions and a willingness to engage with institutions. The Australian Electoral Commissioner will share lessons in how the AEC is ensuring the integrity of the electoral system through effective data management and security, and how this drives public trust. In this keynote, Tony Jones will present his insights in building trust in a media environment of declining trust, lessons of relevance to building government trust. TONY JONES HOST Q&A 11:50AM: Establishing public and stakeholder trust through accountability and anti-corruption measures Since being established in 1988 NSW ICAC has been a major tool for establishing public trust through ensuring accountability in the public administration of New South Wales. Attendees will learn how anti-corruption measures enhance public trust, understand specific case studies of accountability and learn methods to limit corruption and ensure accountability in your organisation. 7 7 DAY TWO 20 TH NOVEMBER CONTINUED... 1:40PM: Enhancing trust and ethical behaviour through Public Sector leadership In this session, Damon Rees, the CEO of Service NSW will discuss the importance of collaboration across jurisdictions and levels and government and the role of open data in enhancing trust in government organisations. This session will also feature a case study of Service NSW as a multi-channel, whole-of-government access point for the NSW government. 2:30PM: INTERNATIONAL KEYNOTE: DAMON REES SERVICE NSW CEO Lessons from Finland and the OECD in enhancing trust in government According to the OECD there are six factors that, when effective, ensure trust in government. These are: minimising uncertainty, ensuring responsiveness to citizens, open government, proper regulation, ensuring integrity and fairness and inclusive policy making. In this session, Mari Kiviniemi will discuss how to ensure these are effective, and lessons from her time as a Cabinet Minister and Prime Minister of Finland during a tumultuous time for the country. 3:20PM AFTERNOON TEA BREAK 3:40PM: PENDING SPEAKER: MARI KIVINIEMI DEPUTY- SECRETARY GENERAL, OECD, FORMER PRIME MINISTER, FINLAND Increasing citizen trust through promoting government transparency and ethics The creation and enforcement of organisational ethical standards, and the promotion of government transparency, is important to the promotion of trust. In this session, attendees will learn how to most effectively promote whole-of-organisation ethics and transparency, and understand the link between ethics, transparency and trust. The session will consider the unique position of the ABC in Australian democracy as a national broadcaster independent of government, and how this informs strategies for ensuring public trust. Hear how the NSW Small Business Commissioner ensures trust in the Commission, allowing the commission to effectively serve as a mediator between small businesses, small business and big business, and government. This can be overcome through anticipating and activating transparent, quality citizen and stakeholder involvement in decision-making. Deliberative methodologies offer an alternative approach to traditional methods. Quality citizens juries and deliberative forums require planning, investment and a commitment to purposeful social learning. Annie ran the first citizens jury in Victoria, and has gone on to run citizens juries that have addressed tough issues requiring informed public input, such as public drug use, water management, infrastructure investment and maintenance, planning and rating strategies. 1:30PM: DATA SECURITY AND PRIVACY FOR GOVERNMENT Data and privacy breaches are major concerns for government organisations that have had a hugely negative impact on trust in government and public perceptions of government organisations. It is important that government agencies, including those handling sensitive citizen information, have best practice in data security and privacy. This hands-on workshop will give attendees the knowledge need to ensure data security and privacy in their organisation. Security Code CANCELLATION POLICY The following cancellation policies apply to all Konnect Learning events. Whilst Konnect Learning is sympathetic to the inevitability of changing circumstances, Konnect Learning incurs costs for each cancelled registration.
