13 The CSC Scheme: A Critical Component of the NeGP Critical component of NeGP : aims to provide a network of service points across the country. However, role goes beyond that of a delivery vehicle for e-government Aim is to enable access to a large number of government & private services like e-government, education, health, credit, entertainment etc.

14 The Experience so far Approximately 15,000 IT-enabled centers exist : CIC, Bhoomi, e-seva, e-choupal, Drishtee, Grasso, etc. Mission 2007 has been propagating Village Knowledge Centers (VKCs) with very similar objectives CSC Scheme formulated after extensive discussions with various stakeholders to allow for capture of their inputs, experiences and challenges

15 The Experience so far Experience shows that a center based on limited category of services viable only in certain environments, mostly urban. Such models difficult to scale up & sustain in rural areas Critical mass is essential to optimize Sustainable scaled up implementation could be achieved in a collaborative framework, through: an innovative combination of structured environments; rural entrepreneurship and market mechanisms government policy and support The proposed CSC Scheme aims to achieve these objectives through a Public Private Partnership (PPP)

16 The Services Model Value-adds Data Collection, Rural BPOs, etc. Quality of Life Entertainment Social Development Education, Healthcare, Agricultural Extension, etc Create Income Opportunities Market Linkages Save Costs E-Government Services The power of the CSC would lie its focus on content customization and multi-lingual delivery of End-to-End Services

17 Restructuring Service Delivery A simple AIDS Awareness poster could be delivered to 100,000 villages quickly, by using the CSC network The channel needs to be exploited by all Government departments like Health, Education, Agriculture, etc. CSCs could be used for agriculture extension As access points for the AGMARKNET & AGRISNET for farmers CSCs already being looked at by banks like ICICI to push micro credit, insurance etc. Being looked at as points of delivery of e posts by Deptt of Posts. Deptts have to relook at their delivery process taking into account the CSC.. NOW.

22 The Challenge: Building 100,000 Rural Businesses The CSC Scheme is NOT about rolling out hardware The CSC Scheme encourages private sector & local community participation Looks beyond the physical infrastructure. Focus on how to involve local communities, seed and nurture the rural entrepreneurs, Government support perspective Shift away from a Capital Subsidy model to a revenue support model.

24 Strategy for Government Support Finance for basic CSC infrastructure available through lending agencies Real challenge is in running & sustaining CSCs Strategy is to provide revenue support to the Opex Revenue support ensures commitment towards sustainability, minimizes risks. Allows Government to optimize its funds by back ending the support. Support estimated at 33% of operating expenses (Guarantee) To be provided through a price discovery method
