5 Structure Process of development of Tanzania can not be left to Government alone and neither the private sector alone even though the private sector is the engine of growth. The government and private sector need each other. They have to work together. In the past the government has had ad- hock dialogue with the private sector, the result of which decisions were sometimes not followed-up.

6 Structure created as agent of change, the Tanzania National Business Council (TNBC) was established under Presidential Circular No. 1 of 2001 as an institution providing forum for public and private sector dialogue for change. purpose of dialogue is to reach consensus and mutual understanding on strategic issues relating to the efficient management of resources in the promotion of social economic development in Tanzania

8 Recognition of TNBC TNBC is now an accepted institution for consultative activities providing an effective avenue for private public partnership particularly in policy formulation, policy implementation and monitoring of reforms. Similarly, Zanzibar Business Council (ZBC) was established and launched in October 2005.

9 Similar Structure for RBCs Regional Business Councils (RBCs) emulate the structure of TNBC at Regional level (so is for the DBCs), providing the opportunity to work at the bottom of the pyramid Regional and District Commissioners are Chairpersons of RBCs and DBCs as they represent the President at Regional and District level,

10 IRT and RBCs IRT, a forum for Government officials with leading local and international CEOs under the Chairmanship of the President was established to tap advice on reforms and initiatives to promote a better investment climate for inward investments. IRT is the first Working Committee of TNBC with two groups namely Local Investors Round Table (LIRT) and International Investors Round Table (IIRT). The Council has held ten IRT meetings.

12 IRT and RBCs RBCs are expected to establish IRTs particularly for planning and managing Regional Investment Forums. These will be chaired by RCs Experience has proved that it is wise to form and operationalise IRTs ahead of INVESTMENT FORUM so as to dialogue on BUSINESS ENVIRONMENT and INVESTMENT CLIMATE at length for retention of investors

13 Working Groups All preparatory work for dialogue is done by specialized Working Groups operating between TNBC and IRT meetings. Intention is to create dynamic groups to address contemporary issues particularly those enshrined in the Five Year Development Plans and Tanzania Vision Champions and Members of the Working Groups are drawn from both the public and private sectors supported by experts in the respective field.

14 Working Groups RBCs are expected to establish demand driven working groups of their choice, Championed locally For rapid results, working groups should be turned into monitoring and evaluation units in their respective fields, tasked to field quarterly reports so as to keep reform tempo on track. Working Groups are backed by capability to ensure professionalism. research

15 TNBC ACHIVEMENTS The consultative process has greatly promoted mutual trust and confidence between the public and the private sector; The consultative process has contributed to Government policy reform initiatives and legislative processes. Recommendations from TNBC, IRT and the Working Groups have constituted major inputs in the on-going reform process in Tanzania

Kilimo Kwanza initiative for promoting a Tanzanian Green Revolution National Dialogue on Economic Empowerment Sub National Cost of Doing Business Survey for improved business environment.

17 Progress: All regions in the Tanzania Mainland, save a few new regions, have RBCs in place though several of them need re-activation. H.E. Jakaya Mrisho Kikwete, President of the United Republic of Tanzania launched the DBCs in December, 2008 during the climax of the National Economic Empowerment Dialogue.

21 RBC Recognition and Acceptability Regions with well operating Councils are also tackling their regional business environment issues such as red-tape, bureaucracy, smuggling, corruption, mindset, judicial system, tax collection, tax evasion, environment degradation, utilities, security, infrastructure, education, HIV/AIDS, gender and culture and are drawing action plans to be supported by working groups.
