Invitation to the Grand Opening of the Smith Mills Trail 039/24/01/17 MOVED BY Councillor Kamieniecki to acknowledge receipt of the Invitation to the Grand Opening of the Smith Mills Trail by the Peace Valley Snow Riders; and accept it for information Delegations A. Donald Lee, Treasurer and Lynden Waites, President Peace River Misery Mountain Ski Hill at 9:06 a.m. Deputy Reeve Brenda Yasinski welcomes delegation and makes introductions. Misery Mountain has skiers that come from all over the region. The organization is looking for ongoing operational financial support for five years. Delegation A exits at 9:37 a.m. B. Continuing the Conversation changes to the MGA 040/24/01/17 MOVED BY Councillor Ungarian to acknowledge receipt of the Continuing the Conservation further topics for discussion on the MGA; and have Administration write another letter to Municipal affairs stating Councils concerns. C. Oil and Gas Awareness Day (Canadian Association of Oilwell Drilling Contractors (CAODC) 041/24/01/17 MOVED BY Councillor Loogman to acknowledge receipt of the Canadian Association of Oilwell Drilling Contractors support letter for Oil and Gas Awareness Day; and declare February 13 th, 2017, as Oil and Gas Awareness Day Administration A. CAO Report 042/24/01/17 MOVED BY Councillor Reese to have Councillor Halabisky be the second member and Councillor Brent Reese be the alternate on the Lower Peace Regional Stewardship Committee. 043/24/01/17 MOVED BY Councillor Ungarian to write and send a letter to MP s Chris Warkentin and Arnold Viersen outlining Council s concern with the caribou recovery plan and cumulative effects of the various species at risk plans; and cc our MLA, Debbie Jabbour. 044/24/01/17 MOVED BY Councillor Halabisky to acknowledge receipt of the CAO Report and accept it for information. Grimshaw Municipal Library annual update: Linda Chmilar & Vivianne Gayton at 10:31 a.m. Linda and Vivianne gave Council an update on the Grimshaw library and their upcoming move to the new building and how they see it all working together. He stated it involves his son, but he did not believe both sides would be presented and remained at table to discuss. Keg River Landfill Hours of Operation Councillor Reese exits at 11:50 a.m. Councillor Reese enters at 11:52 a.m. 047/24/01/17 MOVED BY Councillor Loogman to acknowledge receipt of the Keg River Landfill Hours of Operation Report; and have the Keg River Landfill be closed on Statutory Holidays. 048/24/01/17 MOVED BY Councillor Halabisky to table the decision on operating hours at the Keg River Landfill to the next Council meeting. Councillor Kamieniecki declares conflict and exits at 11:53 a.m Environmental Development Development [Planning/Zoning] A. Please See Blue Package a) Subdivisions i) 16NL17 Kamieniecki, Hank NW W5M Farmstead Separation 1 Lot 049/24/01/17 MOVED BY Councillor Ungarian to approve subdivision 16NL17, subject to the following six (6) conditions: 1. That the applicant/owner dedicate a 5.0 m road widening by caveat along the proposed lot and the west boundary of NW W5M adjacent to Range Road 225, pursuant to Section 661 of the Municipal Government; 2. That the applicant/owner relocate the existing approach to Range Road 225 so that it is not straddling the quarter section line between NW W5M and SW W5M. If the existing approach is not relocated a cross lot access easement will be required; 3. That the applicant/owner enter into a development agreement with the County of Northern Lights to include, but not be limited to, the construction an approach to the balance of the quarter section; 4. That the applicant/owner carry forward and/or provide agreements, caveats, easements and/or rights-of-way in accordance with municipal requirements, agency and/or utility company requirements; 5. That the applicant/owner pay all outstanding property taxes on the land proposed to be subdivided or arrangements made which are satisfactory to the County of Northern Lights; and 6. That the applicant/owner contact an Alberta Land Surveyor for the preparation of a Plan of Subdivision suitable for registration at the Alberta Land Titles Office to obtain title(s) under this decision. Alberta Pond Hockey Association request for funding 050/24/01/17 MOVED BY Councillor Halabisky to acknowledge receipt of the Alberta Pond Hockey Associations request for funding; and provide Silver Sponsorship in the amount of $1000 from Council grants for the 2017 Alberta Pond Hockey Championships March 10 to 12, Page 4
