2 Overview The Best in the West Competition will be held on August 24-26, 2018 at 4200 Spruance Road, San Diego, California. We wanted to first start by congratulating Brian A. Terry Station for dominating last year s event and placing overall first in the competition. The competition is designed to be very demanding on the physical and mental capabilities of each Explorer. Events are designed to test the strengths and limitations of a person s intelligence, personality, demeanor and physical abilities, as well as dedication and conviction to the Explorer Program. Explorers are given the opportunity to test their skills in real life situations including Felony Stops, DUI Stops, Building Searches and a Domestic Violence situation, just to name a few. The competition will test the Explorers physical abilities and teamwork through an obstacle course, and a 5k run. Mental abilities are tested through a variety of events. Trophies are awarded for 1st through 3rd place in each event. Overall First Place will be awarded a trophy and 50% off next year s entry fees. We are only accepting 20 teams this year for competition, register early to avoid being waitlisted!

3 Events Felony Hot Stop: 4 Explorers- 2 vehicle team, 15 minute time limit. Explorers will be performing patrol duties when they encounter a suspicious vehicle. Explorers must evaluate and proceed. In the event of a tie, time will Active shooter: 8 Explorers, time limit 20 minutes. Team will receive briefing at event, enter scenario, assess and proceed. In the event of a tie, time will 459 in Progress: 6 Explorers, 15 minute time limit. Explorers will respond to a burglary alarm. Tactical entry, teamwork and communication will all be necessary to complete this scenario. In the event of a tie, time will decide the winner Scenario: 4 Explorers, 15 minute time limit. Officers will respond to a call for assistance in a local neighborhood. Limited information was received from caller and unknown threat level. Officers must respond, assess and proceed. In the event of a tie, time will USBP Traffic Checkpoint: 6 Explorers, 20 minute time limit. Agents are tasked with enforcing immigration and narcotics violations and protecting the United States of America from terrorists and terrorist weapons. Agents are on duty at primary inspection at a well equipped checkpoint. It is located in the eastbound lanes of Interstate 8, 25 miles north of the U.S./Mexican Border and 25 miles east of San Diego. Numerous vehicles and numerous scenarios. Secondary inspection area is available. Agents will continue until all scenarios have been completed or until time is up. Officer Down Rescue: 6 Explorers, 15 minute time limit. Officers receive a radio call of a possible downed officer. Officers will respond to the scene, assess, and proceed. In the event of a tied score, time will Felony Foot Pursuit: 2 Explorers, one male, one female, 15 minute time limit. Officers will respond to a citizen call out in a local neighborhood.. Officers will need to maintain awareness of surrounding areas and public interference. In the event of a tie, time will

4 Border Patrol Traffic stop: 4 Explorers, 15 minute time limit. Explorers will respond to a suspicious vehicle idling in an area known for illegal alien smuggling. Explorers will respond, assess and proceed. Interview skills will also be necessary to complete this scenario. In the event of a tie, time will DUI Stop: 2 Explorers, 15 minute time limit. Explorers are on scene to a traffic stop with a possible drunk driver. The Explorers will need to assess the situation and evaluate the subject(s). In the event of a tie, time will decide the winner. Crime Scene Search: 4 Explorers, 20 minute time limit. Explorers will respond to a call out for crime scene technicians, assess and procced with evidence collection. In the event of a tie, time will Medical Response: 4 Explorers, 20 minute time limit. Explorers must assess a traumatic injury scene and proceed. Stay aware of surrounding areas and public interference. In the event of a tie, time will Domestic Encounter: 4 Explorers, 15 minute time limit. Explorers will respond to a call out to a residential area regarding a possible domestic dispute. Interview skills will be necessary in order to complete this scenario. In the event of a tie, time will OODA Loop Drills: Max of 6 Explorers per post (Walk up Scenario). Observe, Orient, Decide, Act. Several quick scenarios utilizing OODA loop drills. This is an individually graded scenario. 1st through 3rd will be awarded. Score based off appropriate decisions/acts and time. Use of Force: 2 Explorers, 15 minute time limit. Explorers will respond to a scenario, assess the situation, and use force if necessary. In the event of a tie, time will Confined Space: 4 Explorers, 15 minute time limit. Explorers will respond to a location that requires tactical movement through confined quarters. Explorers will assess a situation and respond accordingly. In the event of a tie, time will Report Writing: 25 minute time limit. The 2 Explorers that competed in the Use of Force Scenario, will be required to write a detailed report regarding the situation during that scenario. ONLY the 2 explorers involved will be allowed to write the report.

5 Vehicle Search: 4 Explorers, 15 minute time limit. Explorers will search a vehicle, left abandoned at the San Ysidro, California Port of Entry. The vehicle was suspected of possibly being used for narcotic smuggling. In the event of a tie, time will be Tubular Assault: 8 Explorers, 20 minute time limit. Explorers will respond to a unknown situation on a bus/train/airplane. In the event of a tie, time will Team Recon: 4 explorers, 20 minute time limit. Explorers will experience a rigorous physical training session and be required to tactically move, assess, and act as a team through a situation. In the event of a tie, time will decide the winner. Traffic Citation: 2 Explorers, 20 minute time limit. Explorers will need to assess all laws broken (if any) on a vehicle stop. Explorers will write a traffic citation if needed on the subject/vehicle. In the event of a tie, time will decide the winner. 5k Partner Run: One Male and one female. Teams must start and finish together. PT Clothes recommended. Obstacle Course Team Event: Max of 6 Explorers per post. Explorers will complete the SDPD Obstacle course. Rough duty uniform. (Walk up event). Time will Pistol Competition: 4 Explorers. Explorers will go through a pistol qualification and an combat shooting scenario.
