4 3.0 DECLARATION OF INTEREST Pursuant to our Code of Conduct, Members must declare to the Chairman any potential conflict of interest they have in a matter before the Zone as soon as they become aware of it. Members and Deputies may be directly or indirectly associated with some recommendations of the Zone and State Council. If you are affected by these recommendations, please excuse yourself from the meeting and do not participate in deliberations. 4.0 ANNOUNCEMENTS Nil 5.0 GUEST SPEAKERS / DEPUTATIONS 5.1 State Heritage Office (Callum Crofton, Manager) Overview of the support and assistance that the Local Government Services Team can provide to Local Governments in managing their heritage places; for example providing advice, resources and support on local planning schemes, municipal inventories, planning frameworks, community engagement, heritage incentives and other issues affecting Local Government. Also provided an update on the new Planning Regulations and how this impacts heritage places. (Presentation at Attachment 5.1) 5.2 Gifts Presentation (Brenton Oakley, Kott Gunning Lawyers) Presentation providing the overview of receiving and declaring gifts within Local Government. This presentation looked more specifically at Section 5.82 of Local Government Act 1995 Gifts over $200 and with relation to significant person. (Presentation at Attachment 5.2.1, additional Summary at Attachment 5.2.2). WALGAs advocacy position is that the gift provisions should be comprehensively reviewed and should align with the WA Ministerial Code of Conduct. This requires amendment of the Local Government Act and regulations to provide elected members and officers with exemptions for: Gifts provided in a genuine personal capacity; Business involving Local Government Associations and Organisations such as WALGA, ALGA, LGMA and Regional Local Governments; Attendance at community events and functions provided by community groups; and Attendance at Government related functions and events (local, State and Federal) that are principally sponsored or organised by Government. 6.0 MINUTES 6.1 Confirmation of Minutes Peel Zone Meeting held on 25 August 2016 That the minutes of the meeting of the Peel Zone held on 25 August 2016 be confirmed as a true and accurate record of the proceedings. 5 7.0 ZONE BUSINESS 7.1 WALGA Peel Country Zone Status Report (Attachment 7.1) 7.2 Correspondence Listing (Attachment 7.2) 7.3 Peel Zone Actions Report That the WALGA Peel Country Zone Status Report, Correspondence Listing and Peel Zone Actions Report be received. Moved: Seconded: Cr Dave Gossage Cr Noel Dew 7.4 Other Peel Zone Business Carried Unanimously Perth and 3.5 Million Zone response, and seeking and urgent meeting from the Minister. Letter was received 9 September 2016, it has since been stated that the Perth and Million they won t be considered until 2017, this will give the Peel Zone another chance to make a submission Peel Zone Meeting Schedule 2017 (attachment 7.4.2) Zone dates and location were agreed upon. That the Peel Country Zone meeting dates and locations for the 2017 year be accepted. Moved Seconded Mark Newman Cr Dave Gossage Moved Unanimously Funding for Level 1 and 2 incidents through ESL As per attached. Needs to be a strong opposition to this objective. WALGA to investigate further and report back at the next Peel Zone meeting Western Australian Natural Disaster Relief Arrangements (WANDRA) Funding System Page 236 for the State Agenda provides an update to this. That a letter from the Peel Country Zone be addressed to Mr Andrew Hastie requesting the opportunity to have meaningful addition to the Western Australian Natural Disaster Relief Arrangements. Further review of the 3.5 Million: Perth Transport Plan should consider: A more ambitious and aspirational modal shift for public transport, cycling and walking; Prioritising and sequencing of public transport investments; Increased focus on public transport that connects strategic activity centres ad significant industrial areas; Development of a more cohesive network of light and heavy rail infrastructure; and More public transport routes in the Peel Region.
