19 Capacity Building Scheme II Scheme Duration : 9 th January st March 2017 Objective To provide professional resources to States and training to political and policy level decision makers for all States/UTs and Central Line Ministries and to build the in-house capacity for implementation of various e-governance initiatives. The scheme is also required for supporting implementation of vision of Digital India including e-governance and e-kranti.

20 1. Empowered Committee Implementation Arrangement i. To provide policy, vision and direction for overall CB scheme implementation. ii. To monitor the fund utilization and approve fund re-allocation or re-appropriation within the overall approved budget. 2. National e-governance Division (NeGD) i. NeGD through its Capacity Building Management Cell, will be the implementing agency for the scheme and will coordinate with DeitY, State/UT Governments and Central line Ministries. 3. IT Department of States/UTs i. State IT Department headed by the Secretary IT - responsible for coordinating the activities under the scheme at the State/UT level and leveraging the SeMTs and Training initiatives in the most effective manner. ii. Coordinate with line departments for training and capacity building of functionaries at all levels and with the DeitY/ CBM Cell in NeGD for implementation of the scheme.

36 States Role of Stakeholders Leveraging SeMTs and their day to day management in close coordination with NeGD. Identifying the training needs for the State with the support of the CBMC. Developing a Training Calendar based on the training needs of its officials. Spreading awareness of the training programmes amongst the line departments and obtaining nomination of officers. Conducting training programmes with the help of agencies identified/ empanelled CBMC or through its own selected agencies. Building its own infrastructure for training either through strengthening of ATIs and other State institutions. Participating in the development the trainers pool through the Training of Trainers programme to be organized by the CBMC. Participating in the National Knowledge Management System for e-governance through contributing to the system.

37 Nodal Agencies Every State Government has designated a Nodal Agency as its commercial arm for work related to e- Governance. The Nodal Agencies are responsible for managing the funds placed with the States. State e-governance Mission Teams (SeMTs) The SeMTs support the State/UT in programme management of NeGP and development and management of other State projects. The SeMTs assist the Line departments in resolving technical and project related issues and look after the capacity building initiatives for e-governance of the State/UT. The SeMTs have been playing an important role for various CB initiatives such as organizing training programs etc. in the States. Create State CB roadmap. Identify best practices in e-gov projects. Central Line Ministries Role of Stakeholders (Contd.) The training component of the Capacity Building Scheme will be extended to the Central Line Ministries in Phase II of the Scheme. The Central Line Ministries would participate with the CBMC in the assessment of the training needs of its officials for e-governance and would be partnering in designing the curriculum and course content. CBMC in collaboration with the Line Ministries will draw up the profile of officials for different programmes and would seek the support of the Central Line Ministries for nomination of officials for the training programmes.
