3 Common Service Centre Scheme Government of India under NeGP (National egovernance Plan program proposed to setup 1 lakhs Common Services Centers (CSC) in rural parts across the country in PPP mode NeGP envisions web-enabled Anytime, Anywhere access to information and services in rural India, through three infrastructure pillars STATE DATA CENTRE COMMON SERVICE CENTRES (CSC) STATE WIDE AREA NETWORK (SWAN) CSC ecosystem is world s largest network of telecentres THREE INFRASTRUCTURE PILLARS OF NATIONAL EGOVERNANCE PLAN CSC is the front-end online service delivery points for Government, private and social sector services to rural citizens of India Expansion of CSC service area to urban regions on a pan-india basis. 3

10 CSC Transaction Analysis 1. Connectivity - If the connectivity is poor then only low bandwidth services, i.e- recharge, form submission etc services are given and if the connectivity is good than all kind of services including banking, e-kyc, telemedicine etc are given. 2. Entrepreneurship skills and training - If the connectivity is from moderate to good condition then entrepreneurship of VLEs comes into picture. The no. of transacting VLEs (mainly from 1000 to 5000) transactions, which is 681 and just got doubled from the previous category of (500 to 1000 Transactions) shows the repeated no. of G2C services, like e-nagrik, e-district etc. With the help of training their skills can get enhanced and they can become consistently good performing VLEs and can enter into the category of (5000 to transactions) category. 3.Area of operation - In large volume G2C services, this plays a vital role, as the VLEs, falling under (5000 to 20000) category, mostly (more than 60%) are from urban area or block level CSCs. As the population in these areas is good as well as connectivity. 4. Quality of services - There are many CSCs, mostly in rural areas, which do less no. of transactions, but the transactional value is high as well as mainly focuses for social purposes. For example, in e-inclusion ST beneficiary project, 80% of VLEs are from rural area and most of them have trained 100 to 200 students and conducted their exams. 5. Camp mode services - There are many services like UID, Govt. schemes, etc, which a VLE does by organizing camps. These services have options like offline entry and then uploading the data through connectivity. Many VLEs, who does not have good connectivity, they prefer to give these services as the time span is short, location is of mobile type and their expectation is good earning.

35 DIGITAL LOCKER What is Digital Locker: Initiative of Government of India, DeitY. Digital locker is a Dedicated personal storage space, linked to each resident s Aadhaar number. It can be used to securely store e-documents, i.e; ID Proof, certificates, etc. How to create it: Only Aadhar number is required. Visit your nearest Pragya Kendra who will create your digital locker using OTP or fingerprint. Birth certificate PAN card Driving license BENEFITS: IT WILL MINIMIZE THE USE OF PHYSICAL DOCUMENTS AND WILL PROVIDE AUTHENTICITY OF THE E-DOCUMENTS. IT WILL ALSO PROVIDE SECURE ACCESS TO GOVT.
