1 Page No. 173 RECOMMENDATIONS In this sixth chapter recommendations are given for successful implementation of integrated e-governance in progress oriented regions (eg. bikaner division) of a progressive state (eg. Rajasthan) within available resources. This chapter also explores the future scope for the research. 6.1 KEY RECOMMENDATIONS FROM NISG: Following key recommendation [145] is given by NATIONAL INSTITUE FOR SMART GOVERNMENT (NISG) in annexure-4 of its e-governance leadership meet for state of Rajasthan held in September Recommendation 1: Change of Mindset: 1. Realize importance of e-governance in brining about better service and efficiency in Government processes 2. Have more such meets and workshops at department level Recommendation 2: Institutional Strengthening 1. Various projects need to be monitored regularly by the Empowered Committee. 2. SeMT (State e-governance Mission Team) has been established. Various departments should take advantage of them for advisory services. 3. Department ownership of e-gov projects: Should have a strong PeMT within the department with dedicated senior officers at addl. Director/equivalent level 4. Impact Study: An assessment study to be carried out to take mid-course corrections, if needed, and to learn for future projects. Already around 30 projects are going on in Rajasthan.

2 Page No Recommendation 3: Capacity Building 1. Identify young employees with 5-10 years experience from line departments for a one-year egpx course. 2. Computer Literacy All existing staff should be trained on computer usage and Internet etc., At least people with significant service left. Promotions and increments could be linked to this. 3. For new recruits, this could be added as minimum qualification criteria. 4. STeP training for specific skill enhancement 5. Ensure continuity of e-gov team for sufficient time Recommendation 4: Service Delivery 1. Strengthen CSC network for delivering service as one stop shop and at citizen doorstep. Have more services to make them viable. 2. Evaluate a SPV to look at their concerns

3 Page No COLLECTIVE RECOMMENDATIONS Due to various factors such as fewer infrastructures, lack of awareness, funding assessment, limited thinking of associated persons in public sector and sustainability problem to work within the public-private-partnership relating to ICT in implementation of integrated system is developed to address structural problem in each level such as from initial planning level to administrative level and administrative level to actual end user. And a big gap is developed between planned policies and realities at the implantation level. So, proper planning/strategy is needed towards implementation or execution with the focusing on predicted problems & their solutions. Some recommendations are given as following in implementation of integrated e-governance. Because of a large number of services to the citizens on one stop basis though the Integrated e-governance model can be suffer from inefficient and ineffective implementation as many of the participating Departments will not fully prepared to implement the integration concept. However this proposed integrated architecture of e-governance extended many benefits but there should be ensure for disaster management, change management or monitoring and supervision mechanism to deliver services to the citizen. There are several recommendations for implementation of integrated e-governance within the division (Bikaner) or developing area of the state surrounded by a practical experience and study: So that, we would not be suffer from various future integral difficulties and transactions: i. Make strategies for collaboration with a large se of stakeholders and society at initial level. ii. Make proper assessment of common cost-effective-services before making decision on execution. iii. After every certain interval of time or days conduct centralized awareness camp towards e-governance, Integration, fiscal benefits, time saving advantage, and suitable accessibility of services in time saving manner for general public.

4 Page No. 176 iv. Trying to encourage private sector organizations for work with public partnership with sustainability. v. Carefully determine connectivity solution of project with geographically difficulty to providing access. vi. Boring working environment should be transformed into active learning & attractive environments. vii. Impact Advancement: All interference plans should be deliberate to contain an impact progress and their implementation should begin with a bottom parade evaluation. viii. Develop and apply a proper re-engineering process form the Government of state before atomisation and integration for initiatives. ix. Main focus should be citizen in integration and implementation process Essential to first redesign government processes with a citizen focus. x. Instead of gathering applications and grievances on physical document from citizen, the same may be submitted online, to be forwarded to the concerned officer in the concerned department on the same day. xi. The District integrated e-governance Societies should inspect LSPs/Kiosks on regular basis to make sure that appropriate services are provided by the LSPs/Kiosks. xii. Evaluation should be conducted by the State Government to review the benefits accruing to the public and desired steps needed for effective use in e-governance.

5 Page No FUTURE SCOPE This study has been done to present groundwork for studying causes and outcome of e-governance projects in Rajasthan and Bikaner divisional area. There is limitation for external strength and simplification of study. Some further issues for further research include integrate quality as fit as project characteristics, working structural integration can be an additional dimension for various related risk factors which comes in future. 6 Page No RESEARCH QUESTIONS NEEDED TO FURTHER RESEARCH: Throughout our observation and studied following research questions needed to further investigation: 1. How to measure complexity that results from weaving process? 2. How can develop a strong ICT based economical infrastructure in a regional area? 3. How can measure the level of integration for various departments? In a planning of integrated e-governance research model following aspects must be considerable: i. Cost effective & controlling towards citizen ii. Prioritization for maximum benefit iii. Citizen service interfaces iv. Reduced dependence on a particular platform v. Departmental personnel 6.5 FURTHER RESEARCH Cooperation with the {9 e Universities and Research Institutes should be developed to formulate research problems and establish their feasibility. Cooperation with industry on research agendas of mutual interest e.g. infrastructure development, is advised for cost and benefit sharing. A dedicated department or unit should carry out coordination and execution of research projects. While peculiar problems require local research actions, cooperation could be sought with other governments with similar research interests. Today s local governments are striving to improve the delivery of their services to their constituents. A major force in the delivery of these services is through the web. Local governments are going through great growing pains to make the delivery of these electronic services more user friendly and interactive. At the current state the delivery of these services are in their infancy when

7 Page No. 179 compared to the delivery of e-services in the private sector. Users of these government e-services are used to more interactive and useful service delivery. They are demanding that their local government can provide the same level of quality and interaction on the delivery of these services. Research in the area of e-services delivery should among other things study the effects of personal opinions and regional differences when implementing interactive e-services. While today most research focuses on the delivery of the technology not everyone is ready to accept big rapid changes no matter how well intended the change is. The adoption of new changes is still dependent on the individuals using and providing the services. Careful consideration must be taken to understand their sensibilities and attitudes. Future research into local e-government e-services should continue the examination of local governments that have adopted e-government. While at the same time examine local governments that have not adopted to learn what has kept them from adopting and implementing interactive e-services. The data for this analysis came from the responses of the local governmental officials directly responsible for the delivery of e-services. It would also be important in future research to examine citizen uptake and use of e-government. How and why do they come to the website? What are their needs and desires? And why do some people not use the e-services already provided? Finally, future research should work to understand the maturity and sophistication of e-government offerings (not all services are equal or equally desired). Each of these added research areas will further our understanding of e-government and e-services delivery in significant ways.

8 Page No SUGGESTIONS FOR FURTHER RESEARCH Now, time has been came to transform our approach as whole and all citizen groups to take advanced benefits form technology to get better living standards, sustainability with suitable results and enhancement of cost-effective prospect in developing countries. So integration, governance and service delivery transactions with public-private-citizen partnership can be see in different approach to viable every level of society so that equality of citizen can comes at every where such as rural, urban, state and country height. Researches on various topics on e-governance are still going on and play a tremendous role in research transition. It is not possible to quantify their impact. This research focuses on managing the implementation of integrated e-governance and accepted wisdom of e-governance become necessity of citizens with time saving concept and independent. A single unified model that can be used in both areas is still a research field After conducting this study several issues for further research has been found that could be of interest. One interesting aspect could be: Use of ICT to reduce digital differences in developing countries. Further research can be conducted on: How corruption can be reduced by using ICT or by implementing e-governments. Another interesting topic for further research is: The main challenges of e-government implementation in a developing country.
