2 The Corporation of the Township of Brock Municipal Administration Building Public Works Committee Session Seven Monday, September 11, 2017 The Seventh Meeting of the Public Works Committee of the Township of Brock, in the Regional Municipality of Durham, was held on Monday, September 11, 2017, in the Municipal Administration Building Council Chamber. Gettinby (recording the minutes) Clerk s Assistant Deena Hunt Director of Public Works Nick Colucci I. Call to Order Chair Lynn Campbell called the meeting to order at 10:00 a.m. II. Declaration of Pecuniary Interest N I L III. Confirmation of Minutes 6th meeting June 5/17 Resolution No. 1-7 MOVED BY W.E. Ted Smith that the minutes of the 6th meeting of the Public Works Committee as held on June 5, 2017, be adopted as typed and circulated. MOTION CARRIED IV. Deputations - N I L V. Communications Referred or Submitted to Committee Referred from Council July 31/ Ministry of Transportation Road Talk Spring Durham Region Works Department 2018 Regional Capital Road Program and Nine Year Forecast Regional Councillor Smith enquired with respect to comments to the Region to which the Director of Public Works advised that he apprises the Region of the capital road projects scheduled for the Township. Councillor Miller enquired as to a deadline to submit Council recommendations to which the CAO and Municipal Clerk advised that Council does not typically comment on the Regional Capital Road Program only submitting comments for a specific road concern. She enquired with respect to the continuation of work on Regional Road 12 to Durham Road 23 and the roundabout to which Mayor Grant advised that the nine year capital forecast identifies all issues in Brock and will include the roundabout and Regional Road 13 redesign. 3 Session Seven Monday, September 11, 2017 Councillor Lodwick advised that he attended this meeting noting that concerns were raised with respect to 2 weeks of garbage pick up left off the calendar to which the Director of Public Works advised he will follow up. Councillor Miller enquired whether the wash down of the decking at the harbour is complete to which the Director of Public Works advised it was performed in the Spring with more drain holes installed Lake Simcoe Region Conservation Authority Emerald Ash Borer Mayor Grant requested further information to which the Director of Public Works advised that the previous Council received a report indicating that the treatment cost per tree was $1,000 and is an annual expense, indefinitely. He advised that a tree inventory would be required to identify which trees are infected noting that the previous Council decided on status-quo and to cut down the tree if it died replanting as per the municipal tree planting program Gamebridge Bridge Environmental Assessment feedback and recommendation 1525 Durham Region Works Department Public Notice of Road Reconstruction, 12th Concession Region (Regional Road 12) Councillor Parliament advised that a resident enquired with respect to the application of grindings for Sideroad 17 to which the Director of Public Works advised that none were planned and Sideroad 17 was gravelled Durham Region Health Department West Nile Virus Positive Mosquitoes Identified in Whitby and Oshawa as of August 24, Enbridge Gas Distribution Inc. Ontario Energy Board File No.: EB , Fenelon Falls Pipeline Project Notice of Application 1546 Ministry of Transportation Speed Zoning and Traffic Signals at Highway 12 and Thorah Concession 6 Councillor Lodwick expressed concern with the traffic count advising that the study be performed in summer months to reflect increased traffic. Mayor Grant expressed agreement with Councillor Lodwick advising that counts should occur Thursday through Sunday during the summer Durham Region Planning Division Region of Durham Tree By-law, Five Year Review Councillor Miller requested clarification to which the CAO and Municipal Clerk advised that Brock has no tree by-law but is subject to the Region of Durham Tree By-law, the Region is requesting it be reviewed, and amendments will be provided in the fall for Township response. Regional Councillor Smith enquired whether the tree planting program applies to parks and urban areas only to which the Director of Public Works advised in the affirmative. Resolution No. 2-7 MOVED BY John Grant that communication nos. 1179, 1254, 1436, 1437, 1441, 1525, 1527, 1528, 1546, and 1558 be received for information. MOTION CARRIED 1582 Ms. Ellen Andrulat - Request for street lighting on Thorah Park Blvd. The CAO and Municipal Clerk advised that the responsibility for the capital cost of street lighting would fall to the benefitting ratepayers as per policy and

4 Session Seven Monday, September 11, 2017 cautioned that the last report prepared for Maple Beach indicated it would be cost prohibitive. Resolution No. 3-7 MOVED BY Therese Miller that staff investigate and report back on the cost and feasibility of street lighting for illumination between B24000 to B24940 Thorah Park Boulevard as per communication no Tom Gifford, Scott Armstrong and Steve Hobberlin Harbour Recommendations MOTION CARRIED Councillor Schaffer requested that waiving dock fees for residents be a consideration of the 2018 budget. Resolution No. 4-7 MOVED BY Cyndi Schaffer that staff refer waiving dock launch fees at Beaverton Harbour to the 2018 Budget for local residents. Regional Councillor Smith requested that the report for the budget include an increase in staff at the harbour. Staff to investigate costing of 2 staff at harbour dock as identified in communication no Mayor Grant advised that there is a loss every year on the launch fees and expressed concern that it may prove difficult to address residents vs. nonresidents. Regional Councillor Smith advised that, while he does not agree with increased costs, he requested that staff costs be identified in the report for consideration. Resolution No. 4-7 MOVED BY Cyndi Schaffer that staff refer waiving dock launch fees at Beaverton Harbour to the 2018 Budget. Staff to investigate costing of 2 staff at harbour dock as identified in communication no Linda Holmes Shoreline at B25390 Maple Beach Road Mayor Grant advised that he has no objections to the request. MOTION CARRIED Regional Councillor Smith enquired as to a response from LSRCA to which the CAO and Municipal Clerk advised that the resident is seeking Township approval prior to submitting a permit application to the LSRCA. Regional Councillor Smith expressed the importance of the resident waiting for LSRCA approval prior to commencing work. 5 Session Seven Monday, September 11, 2017 VII. General Items and Enquiries (1) Date for Road Tour The Director of Public Works enquired as to an early October date for the road tour. Councillor Parliament enquired as to the mode of transportation to which the Director of Public Works advised bus noting that the intention of the tour is to assess proposed 2018 Capital projects and review the completed 2017 projects. The Committee agreed upon October 12, (2) Councillor Mike Parliament Councillor Parliament expressed condolences to the families in Ward 3 who have recently lost loved ones. Councillor Parliament expressed appreciation in receiving a copy of Lake Simcoe Living which advertised the Cannington Haunted Trail and noted that the organization still requires help with building on Sundays at MacLeod Park. (3) Councillor Therese Miller Councillor Miller advised that the Wilfrid Hall Board expressed concern with the speed of traffic in Wilfrid Fridays through Sundays requesting that the DRPS speed board be posted on Regional Road 12. Mayor Grant advised that, with the construction on Regional Road 12, placement of the board would be better following construction. Resolution No. 6-7 MOVED BY Therese Miller that staff be directed to contact Durham Regional Police Services and install a temporary speed board on Regional Road 12 in Wilfrid, post construction. MOTION CARRIED Councillor Miller enquired as to washroom renovations at the Wilfrid Hall to which the Director of Public Works advised that the work is scheduled for the month of November noting that the Hall Board has been notified. Councillor Miller enquired as to the paving of Brock Road to which the Director of Public Works advised that it has been deferred to the 2018 budget to include the entire section. Councillor Miller enquired whether the ditch work is complete on Concession 7 to which the Director of Public Works advised it is ongoing. (4) Mayor John Grant Mayor Grant enquired as to the difference between the outstanding item from Public Works on June 5 and Parks & Recreation December 7 to which the CAO and Municipal Clerk advised that the Parks & Recreation resolution requested a flashing light whereas the Public Works resolution requested a streetlight noting that these are under the jurisdiction of Kawartha Lakes and staff are following up. Mayor Grant advised that staff are assisting Tim Horton s with their Smile Cookie Campaign which supports the animal shelter. (5) Councillor Cyndi Schaffer Councillor Schaffer expressed concern with the overflowing garbage containers located at Beaverton s north harbour to which Mayor Grant advised that Thorah

6 Session Seven Monday, September 11, 2017 Island had a special garbage pick up on the weekend. The Director of Public Works advised that he will follow up with the Region. (6) Councillor Gord Lodwick Councillor Lodwick enquired whether the abandoned cars were removed from Thorah Island to which Mayor Grant advised that there is no barge noting that the work boat last year made numerous trips to complete the task. The Director of Public Works advised that TIRA is attempting to get a barge for gravel delivery and the cars. (7) Regional Councillor W.E. Ted Smith Regional Councillor Smith reminded all that the Sunderland Fair is this Tuesday and Wednesday. Regional Councillor Smith enquired as to the outstanding item with respect to speed limits on all roads in the Township (Resolution no. 6-3) to which the Director of Public Works advised that he is preparing a report. Councillor Miller enquired whether funds should be allocated in the 2018 budget for speed limit signage to which the CAO and Municipal Clerk advised that signage is included in the annual budget. (8) Director of Public Works The Director of Public Works provided an update on the following capital projects: there are no grindings available from Highway 48 work bridges Gibbs no. 1 - have permits but delayed to 2018 and will assess the condition of the bridge. All other bridges to be at 50% design completion by October HL2 application commencing in Sunderland today, then Beaverton, and Cannington Double surface treatment within the next 2 weeks noting the gravelling preparation is completed for Concessions 4 and 6 - Thorah Gravel application to be finished mid-week with Thorah Island delayed due to barge issue Equipment for plow being placed on new tandem Quotes are expected for the GPS system Works yard expansion - tenders for well and septic upgrades are in process. Electrical items to be finalized with Hydro. Mara Road sidewalk is completed as well as Albert Street south of Water Street Beaverton Harbour parking lot working with ReWilding, will repair broken areas after chevrons are in place Regional Councillor Smith requested clarification with respect to Sunderland paving projects to which the Director of Public Works advised 2 sections of Church and 1 on Maple Street. He enquired as to further sidewalk work on Albert Street to which the Director of Public Works advised it will be deferred to (9) Councillor Lynn Campbell Chair/Councillor Campbell expressed appreciation to staff for the assistance with the Sunderland Fair. (10) Public Questions and Clarification Mr. Bill Hodgins, Brock Citizen, advised that some residents have expressed concern for erosion due to cedar tree removal at the Beaverton harbour to which the Director of Public Works advised that the stumps will be removed, a pathway will be laid, and plantings will prevent erosion.

7 Session Seven Monday, September 11, 2017 Mr. Bill Hodgins enquired whether more benches are to be removed from the Harbour Park to which the Director of Public Works advised not and that 6 benches and 5 planters were removed noting that the open space will have interlocking bricks. He enquired as to further public meetings to which the Director of Public Works advised not and that the partners have been consulted with respect to Phase 2 and modifications to Phase 1. VIII.
