2 PRESIDENT S MESSAGE Dear Liberals, At the 2016 Biennial Convention of the Liberal Party of Canada in Winnipeg this May, a major effort was undertaken to modernize, strengthen, and open up the Liberal movement for the 21st century. Up until the Convention, the LPC had been governed by a lengthy and complicated national constitution, and affected by more than 18 other constitutions from different regions of the country. A new Liberal Party of Canada constitution has been established, with the goal of opening up membership to the party, opening up the process of policy development, and unifying the entire party under one streamlined constitution. In Newfoundland and Labrador, the Provincial and Federal wings of the Liberal Party had been governed by a shared constitution. In practice, this has meant that we have held joint federal-provincial Conventions and Annual General Meetings, during which we have elected party executives for each wing. Under the new LPC constitution, we are required to unblend the federal and provincial wings of the party. The Liberal Party of Newfoundland and Labrador will continue to be governed by its existing constitution, while the federal electoral districts from Newfoundland and Labrador will be governed by the Liberal Party of Canada s new national constitution, along with every other electoral district in Canada. The status quo will be preserved for staffing, organizing, and cooperation in our province between the two branches of the Party. The 2016 AGM and Convention in Gander on November 4 and 5 will be the final joint federal-provincial convention held in Newfoundland and Labrador. Under the new LPC constitution, the Newfoundland and Labrador districts of the LPC will hold their own annual conventions going forward. During the 2016 AGM, a new Executive Board will be selected for both branches of the party. The LPC Provincial Board will be elected by the Registered Liberals residing in Newfoundland and Labrador. We are very much looking forward to a productive 2016 Convention and Annual General Meeting, and to continued cooperation between the provincial party and the federal one. This Board will be composed of: a. The Director elected for Newfoundland and Labrador, who shall serve as Chair of the Provincial Board; b. a Vice-Chair, c. a Secretary, d. an Organization Chair, e. a Policy Chair, f. one Director-at-Large, g. one representative from each Commission established by the National Board, to be selected by the Newfoundland and Labrador section of such Commission. 5 ALTERNATE DELEGATE FORM Use when Executive Officers are unable to attend the 2016 Convention and Annual General Meeting. If an Executive Officer of a Provincial District Association, Federal Riding Association or Commission is unable to attend the Annual General Meeting, the executive of that organization may meet and appoint in writing, a member of the organization who is registered with the party, as an alternate delegate for any such executive office, upon such appointment and notification to the Party office at least ninety-six (96) hours prior to the commencement of the Convention, and that member shall become the delegate qualified to attend the Convention. Written notification must be received at the Liberal Party office at least ninety-six (96) hours prior to the commencement of the Annual General Meeting.
