1 8th ASEAN-Plus-Three Leadership Programme on Sustainable Production and Consumption and SWITCH-Asia Workshop on ASEAN and SCP Governance in the 2030 Agenda for Sustainable Development October 2015 Kuala Lumpur, Malaysia Programme Concept Note 1. Background The United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS), the United Nations Environment Programme (UNEP), the United Nations Industrial Development Organization (UNIDO), the ASEAN Secretariat, and the ASEAN Environment Ministries, together with partner organisations, have over the years collaborated in the offering of the ASEAN-Plus- Three (ASEAN+3) Leadership Programmes on Sustainable Production and Consumption under the framework of the ASEAN Environmental Education Action Plan (AEEAP & ) endorsed by the Governments of ASEAN Member States. One of the strategic actions of the plan is on institutional and human resources capacity-building, which is to provide leadership training programmes for key target groups, amongst them government officials. The 8 th ASEAN+3 Leadership Programme will be held in conjunction with the SWITCH-Asia Workshop on ASEAN and SCP Governance in the 2030 Agenda for Sustainable Development. 2 In 2008 the European Commission launched the SWITCH-Asia Programme to support the Asia region s consumers, businesses and their supporting associations switch to more sustainable production and consumption paradigms. The goal of the European Commission s SWITCH-Asia Programme is to promote economic prosperity and help reduce poverty in Asia by encouraging sustainable growth with low environmental impact from industries and consumers, in line with international environmental agreements and processes. As such, the SWITCH-Asia Programme portion of the workshop incorporates cases of current SCP project in the ASEAN+3 countries to encourage harmonization and policy action for ensuring SCP as a means to an end for sustainable development in these countries. The ASEAN+3 LP is an important regional platform, which annually brings together policymakers and relevant stakeholders from ASEAN+3 countries to promote the development and effective implementation of SCP policies in the ASEAN region. 2. Aims The aim of the 8 th ASEAN+3 LP is to enhance the knowledge and skills of policy makers, focusing on policy development and implementation, for upscaling and mainstreaming sustainable consumption and production practices, and ensuring their effective uptake through improved governance. It intends to expose policy makers to practical learning cases that each demonstrate a change process from a business-as-usual scenario to one which effectuates, or can potentially influence, change in behaviour, practice and systems, as well as in policy making. Each of the annual Leadership Programmes has particular priority focus areas, derived from the discussions with representatives of ASEAN countries and endorsed by ASOEN. This year s priority is ASEAN governance and coordination approaches that enable and facilitate the achievement of the Post-2015 Development Agenda, especially among national sectors with transformative potential such as through Small and Medium size Enterprises (SMEs). These approaches include mechanisms and strategies (e.g. policies and policy instruments) to empower SMEs and resultant consumers through innovative instruments and frameworks for investment, while also building the capacity of SMEs and other stakeholders towards creating more favourable D.pdf

3 investment climate for resource efficient and cleaner production. In addition, special focus will be placed on other topics and areas which can achieve transformative change in ASEAN in the context of the Post-2015 Development Agenda, focusing on areas of energy, green growth, inclusive and sustainable industrialization, SCP, tourism and other sectors. Set in this context, the overall objective of the first 1.5 days of the event, as the SWITCH-Asia Programme workshop, is to enable ASEAN policy makers to learn about the progress and practice of SCP in governance and policy agendas across global, regional and national levels. Focus will be placed on the opportunities SCP can offer to specific sectors as mentioned above. The goal is to encourage a harmonised approach to SCP governance across ASEAN+3 countries, assessing how SCP can bring benefits to specific economic sectors in line with an enabling regional policy framework. 3. Target Audience Inter-ministerial Delegations of at least 2-3 delegates per country The target participants for the Leadership Programme are mainly government policy makers from the ASEAN Member States and three ASEAN dialogue partner countries - China, Japan, and the Republic of Korea. This year s ASEAN+3 LP is also requesting the participation of mixed inter-ministerial delegations of two to three delegates from each ASEAN Member State, to highlight the crosscutting nature of SCP in national governance. These participants are: ASEAN Senior Officials on Environment (ASOEN) National Focal Points or their representatives; and ASOEN counterparts or their representatives from China, Japan and Republic of Korea Members of the ASEAN Working Group on Environmental Education National Focal Points in Southeast Asia of the SWITCH-Asia Programme s Regional Policy Component on Sustainable Consumption and Production National counterparts and PSC teams from the NPSCs Designated Ministerial counterparts with interest in SCP from Ministries of Finance, Ministries of Education, Ministries of Planning, Ministries of Industry and Trade, Ministries of Local Government or Urbanisation, Government programmes for SMEs, or other Ministries with special interest in SCP. It would be particularly beneficial to engage delegates who work with questions of SMEs development, financing of SCP and/or SMEs, regional governance. In addition, the following participants will also be invited to attend the SWITCH-Asia facilitated workshop:

4 Representatives from two to three SWITCH-Asia grant projects with a particular SCP policy relevance Representatives from EU Delegations to ASEAN countries. 4. Learning Content and Learning Objectives Learning Content In this year s ASEAN+3 LP, participants will discuss issues critical for development of more sustainable consumption and production systems, in particular policy and decision making tools for enabling financing and other forms of support for ensuring SCP in the SME sector. Collective learning and innovation will be facilitated by learning cases that engage participants in analysing, understanding, synthesising and generating policy options. The ASEAN+3 LP Learning Content will primarily focus on Learning Cases that: Critically examine policies and practices to enable SCP actions of SMEs, highlighting the important transformative potential of green SMEs, taking into account their respective challenges and solutions through SME capacity development, green financing, innovative investment schemes, sustainable public procurement, and other instruments and integrated policy measures for SCP in SMEs that can ensure this sector s transformative contribution to competitiveness, job creation, and economic growth and development of ASEAN+3 countries. Learning Objectives The 8 th ASEAN+3 Leadership Programme will enable participants to: 1. Define key SCP terms in their country s national and regional development context, including Green SME, Resource and Energy Efficiency, Behaviorally informed policies, Sustainable Public Procurement, Consumer Information, and more. 2. Review relevant SCP policies in the context of ASEAN and national realities and aspiration, to meet the Post-2015 Development Agenda, including Sustainable Development Goals, with respect to SCP. 3. Compare and contrast sub-regional progress on SCP and Resource Efficiency and the benefits of these in the context of ASEAN integration and topic priorities related to SMEs, finance, sustainable public procurement, and more. 4. Examine policies and practices for strengthening existing policies for strengthening SCP of SMEs or the development of new policies that ensure implementation across national to local governance in ASEAN contexts.
