YES NO DUTIES AND RESPONSIBILITIES Within limits of delegated authority and under the supervision of the Head of the Civil Affairs Unit, the incumbent is required to demonstrate competencies in the following areas: Programme/Project Management, Conflict Management, Peace Building and Support to State Institutions. The P3 Civil Affairs Officer will be responsible for the following duties: 1. Provide analytical information on political, socio-economic issues as they relate to the mandate of the United Nations Political Office for Somalia (UNPOS) specifically addressing issues relating to conflict dynamics, reconciliation and elections in the different regions of Somalia. 2. Collaborate with Civil Society Organisations, namely, the women, youths, elders (traditional and religious) and the general grassroots community, ensuring that their views, concerns and perceptions are communicated to the Mission leadership, the United Nations Country Team (UNCT) and other actors for appropriate actions. 3. Prepare draft project proposals that support the Somali Government and Regional/District/Local Authorities on conflict resolutions, reconciliation and peace building initiatives. 4. Contribute to the formulation of recommendations concerning the Mission actions and approaches required at grassroots level. 5. Contribute to the overall mission planning and monitoring as and when required, in line with the mandate/strategy of the mission. 6. Facilitate dialogue between groups that are in conflict, through structured meetings and similar activities. 7. Promotes and protect the interests of marginalized, minority and disadvantaged groups through advocacy in full respect of humanitarian and international law. 8. Support initiatives that promote a culture of peace and reconciliation through Civil Society Groups, credible institutions and the grassroots community. 9. Facilitate trainings, workshops and civic education programmes on elections, good governance for civil society groups and local authorities. 10. Contribute to the preparation of project documents and assist in the implementation and evaluation of the project activities. 11. Support the Gender Affairs unit, putting into perspective adequate representation of women in various committees and other Civil Affairs related activities. 12. The work implies regular interaction with UNPOS staff, UNCT, AMISOM the Somali Government counterparts representatives from Civil Society Organisations and the grassroots community. Expected results: Provide consistently high level analysis and information about the socio political and economic situation at the local grassroots level, with an understanding of the concerns and perceptions of the local population.

3 For Managerial Positions: QUALIFICATIONS Experience: A minimum of five years of progressively responsible experience in Civil Affairs-related work with UN Peacekeeping Operations, UN funds or programmes, National or International NGOs, or community based organizations. Of these five years, a minimum of eighteen months should be in at least one of the specialised areas: CONFLICT MANAGEMENT AND RECONCILIATION: A minimum of eighteen months of experience in a position requiring conflict management, facilitation, mediation or negotiation skills; experience in facilitating structured dialogue events between different parties, and reconciliation activities and processes. SUPPORT TO STATE INSTITUTIONS: A minimum of eighteen months in working in public administration or related areas. Experience in liaising with institutions on sensitive issues, such as excluded and threatened groups. Experience in institutionbuilding in post-conflict transition countries would be an asset. PROGRAMME MANAGEMENT: A minimum of eighteen months of experience in programme/project management working with international governmental or non-governmental organizations, including relevant experience in monitoring and evaluation of projects. Experience in budgeting and financial reporting. Education: Advanced university degree (Master s degree or equivalent) in Political Science, Social Sciences, Political Economy, International Relations, International Law, Public Administration, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
