Election of Chairman. 2. Minutes of the meeting held on 21 March (Pages 1 to 14) Purpose: To determine whether the Minutes are an accurate record. 3. Election of Vice-Chairman. 4. Public Questions or Statements. Members of the public may ask questions or make statements at this meeting if they have given notice to Ruth Gladstone of ic Services (contact details below) by midday on Monday 3 June. Each speaker should limit themselves to 3 minutes on any item. Members of the public who have given notice will be invited to speak:- at this point in the meeting if their questions/statements relate to matters which are not otherwise on the Agenda (subject to an overall time limit of 30 minutes); when the relevant Agenda item is being considered if they wish to speak on a matter which is on the Agenda for this meeting. 2 5. Introductory Information about the Area Committee - Report of the Assistant Chief Executive (Legal and ic Services). (Pages 15 to 19) Purpose of the report: To provide information about the Area Committee s role and how it has previously operated. 6. North Yorkshire Police Current Issues Report of Superintendent Aubrey Smith (Harrogate District Safer Neighbourhood Commander). (Pages 20 to 22) Purpose of the report: To give an overview of the end of year performance across the Harrogate District for the financial year 2012/13 and operations that have been carried out or are currently on-going. 7. North Yorkshire Fire and Rescue Service Community Safety Update for Harrogate Report of Group Manager Mal Austwick. (Pages 23 to 27) Purpose of the report: To advise the Area Committee of Community Safety activities involving North Yorkshire Fire and Rescue Service which have occurred between January and May 2013 and to provide an update regarding other issues from within the Harrogate District. 8. Harrogate Borough Council Civil Parking Enforcement On-Street Surplus Report of the Corporate Director Business and Environmental Services. (Pages 28 to 40) Purpose of the report: To seek Members views on potential options for use of the available Harrogate Borough Civil Parking Enforcement on-street surplus. 9. Harrogate and Knaresborough Local Sustainable Transport Fund Determining the Programme of Schemes Report of the Corporate Director Business and Environmental Services. (Pages 41 to 146) Purpose of the report: To inform Members of the outcome of the Local Sustainable Transport Fund bidding process and provide details of the programme for the Harrogate and Knaresborough package of schemes and to seek Members views on the proposed cycling and pedestrian infrastructure improvement schemes. The following item will be considered at am, or as soon as possible thereafter 10. Bond End, Knaresborough Air Quality Action Plan Report of the Corporate Director Business and Environmental Services. (Pages 147 to 150) Purpose of the report: To update Members on the latest position with regards to the Air Quality Management Area at Bond End, Knaresborough and to recommend that a further report on the Borough Council s Air Quality Action Plan, and the potential impacts of a Bond End weight restriction on Air Quality, be brought to the meeting of this Committee to be held on 5 September NYCC County Area Committee for the Harrogate District /2

3 The following item will be considered at am, or as soon as possible thereafter 11. Ripon HGV Routing Report of the Corporate Director Business and Environmental Services. (Pages 151 to 159) Purpose of the report: To inform Members of the outcome of a study of HGV movements through the Ripon Air Quality Management Area. 12. Issue to be raised orally by County Councillor Peter Horton - Request for Comprehensive Traffic Survey for Ripon. (Background document at pages 160 to 161) This item enables Members to give an oral statement on an issue of interest or to request that a full report be submitted to a future meeting, subject to:- (a) a maximum of two issues being included on each Agenda, to be determined on a first come first served basis; and (b) to a Member who has placed an issue on the Agenda speaking for no more than 3 minutes and the total time allowed at the meeting for discussion of both issues not exceeding 10 minutes. 13. Leeds Bradford International Airport Consultative Committee Recent Meeting Oral report of County Councillor Cliff Trotter. Purpose of the Report: To report on discussion at the recent meeting of Leeds Bradford International Airport Consultative Committee. 14. Nidderdale AONB Joint Advisory Committee Minutes of the meeting held on 28 March (Pages 162 to 166) Purpose of the Minutes: To note the recent discussions of the Joint Advisory Committee. The following item will be considered at am, or as soon as possible thereafter 15. Healthwatch Report of the Scrutiny Team Leader. (Pages 167 to 168) Purpose of the report: To summarise the progress made in establishing Healthwatch across North Yorkshire. (Healthwatch replaced Local Involvement Networks (LINks) from 1 April 2013 as the independent consumer champion for service users, citizens, carers and patients.) 16. Membership of the Area Committee Appointment of Co-opted Members Report of the Assistant Chief Executive (Legal and ic Services). (Pages 169 to 173) Purpose of the report: To invite the Committee to identify organisations from whom it wishes to seek nominations for appointment as Co-opted Members of this Committee. 4 17. Appointments to Outside Bodies Report of the Assistant Chief Executive (Legal and ic Services). (Each appointment is an Executive Decision. See note (b) at the end of this Agenda sheet.) (Pages 174 to 178) Purpose of the report: To identify the appointments to outside bodies which fall to be made by this Area Committee under the County Council s Constitution and to provide an opportunity for appointments to be made. 18. Appointments to Local Strategic Partnerships and Community Safety Partnerships Report of the Assistant Director (Policy and Partnerships). (Each appointment is an Executive Decision. See note (b) at the end of this Agenda sheet.) (Pages 179 to 183) 19. Future Meetings:- Purpose of the report: To update Members on the developments regarding Local Strategic Partnerships and Community Safety Partnerships; to secure the Area Committee s appointment of a County Council Member to sit on the Harrogate District Partnership Forum; and to secure the Area Committee s appointment of a County Council Member to sit on the Harrogate District Community Safety Partnership. (a) Work Programme Report of the Assistant Chief Executive (Legal and ic Services). (Pages 184 to 187) Purpose of the report: To present the Work Programme and invite Members comments. (b) Next meeting Members are asked to notify Ruth Gladstone (ic Services), by Thursday 15 August 2013, of issues on which they wish to report orally at the next meeting. (The next meeting will be held on Thursday 5 September 2013 at 9.30 am at The Cairn Hotel.) 20. Other business which the Chairman agrees should be considered as a matter of urgency because of special circumstances. 5 Notes: (a) Members are reminded of the need to consider whether they have any interests to declare on any of the items on this agenda and, if so, of the need to explain the reason(s) why they have any interest when making a declaration. The relevant ic Services Officer or the Monitoring Officer will be pleased to advise on interest issues. Ideally their views should be sought as soon as possible and preferably prior to the day of the meeting, so that time is available to explore adequately any issues that might arise. (b) Where the Committee makes an Executive Decision, it shall be published within two days of being made. It may be implemented on the expiry of five days after publication unless any six Members of that Committee (or of another Area Committee if they are of the view that it will have an adverse effect on their area - Overview and Scrutiny Procedure Rule 16h) object to the decision and call it in by notice in writing to the Assistant Chief Executive (Legal and ic Services).
