Seconded by Councillor Hickey That Consent Agenda Items 1 through 7 be received for information purposes. 1. General Government and Finance - Councillor L. Andrews 1.1. Staff Reports: Deputy Clerk regarding Provincial Offences Act Court (POA) 2016 Lease Agreement Renewal with the County of Northumberland. Moved by Councillor Lees Seconded by Councillor Polutnik That the Staff Report by the Deputy Clerk be received and that a By-law be prepared for presentation to Council on December 15, 2015 to authorize the execution of a lease agreement with the Corporation of the County of Page 3 of 11

4 Northumberland to use the upstairs Court Room/Council Chambers, Court Office and Judge s Chambers of the Town Hall for Provincial Offences Act (POA) Court Sessions for Business Referred: 1.3. New Business: Deputy Mayor Burns regarding Notice of Motion - Opposition to Incineration and the Banning of Energy from Waste Facilities. Seconded by Councillor Ferrie-Blecher Recommend WHEREAS Council of the Municipality of Port Hope passed Resolution 95/2014 to deny an Official Plan and Zoning By-law Amendment application from a company wishing to locate a power generation facility utilizing the incineration of waste due to numerous concerns including associated health risks; NOW THEREFORE BE IT RESOLVED THAT the Municipality of Port Hope requests that the Ontario Minister of Environment and Climate Change and the Ontario Minister of Energy prohibit incineration and related means of waste disposal, including "Energy from Waste" facilities, as these facilities result in significant release of toxic substances and greenhouse gases, and thus their use is in conflict with the Province s goal of reducing greenhouse gases; AND BE IT FURTHER RESOLVED THAT the Municipality of Port Hope submits to the Minister of Environment and Climate Change and the Minister of Energy the attached document prepared by Dr. Stan R. Blecher, which addresses his review of the Environmental Screening Report process, his critique of this process, and his suggestions for improvements to this process to protect communities from harmful and dirty industries; AND BE IT FURTHER RESOLVED THAT the Municipality of Port Hope request a meeting together with the Minister of the Environment and Climate Change and the Minister of Energy to discuss issues surrounding our opposition to incineration facilities; to discuss the opposing positions being taken by these Ministries with respect to Energy From Waste facilities; to discuss the promotion of clean waste management practices with emphasis on recycling; and to discuss our interest in exploring the Page 4 of 11

5 establishment in the Municipality of Port Hope, of a Centre of Excellence in Recycling, with focus on attracting recycling industries to the area, and establishing, in collaboration with neighbouring institutions, a Learning and Research Hub in Recycling Technologies; AND BE IT FURTHER RESOLVED THAT this motion be presented to Northumberland County Council to seek their support in opposing incineration and the banning of Energy From Waste facilities in the waste management strategies of Northumberland County; AND BE IT FURTHER RESOLVED THAT this motion be circulated to all Municipalities in the Province of Ontario for their support; AND BE IT FURTHER RESOLVED THAT this motion be forwarded to the Association of Municipalities of Ontario to inform them of the Municipality of Port Hope s opposition to incineration, and to request that the AMO advise the Standing Committee on Social Policy (currently reviewing Bill 73) that the Municipality of Port Hope does not support the AMO s position on supporting Energy From Waste facilities, but does support expanding options to improve on strategies to divert waste from landfills by reducing, reusing, and recycling Town of Oakville and Municipality of Clarington regarding Darlington Refurbishment Drives $14-Billion in Local Economic Investment. Moved by Councillor Lees Seconded by Councillor Polutnik That the correspondence from the Town of Oakville and the Municipality of Clarington regarding Darlington Refurbishment Drives $14-Bill in Local Economic Investment be deferred to the Committee of the Whole meeting on December 15, Question period Matthew Clayton, 24 Bruton Street on behalf of Port Hope Residents for Managing Waste Responsibly regarding agenda item pertaining to Opposition to Incineration and the Banning of Energy from Waste Facilities. Moved by Councillor Andrews Seconded by Mayor Sanderson That the Staff Report from the Municipal Planner regarding Scheduling of a Statutory Public Meeting for January 20, Temporary Use By-law - Garden Suite (ZB ) 9451 Woodvale School Road. APPLICANT: Edith and Dan Gray be received as information and directed Staff to proceed with a Public Meeting, in accordance with the notification requirements of the Planning Act Municipal Planner regarding Performance Guarantee - Site Plan Agreement (2.F.154) 414 Croft Street - Viceroy Homes Limited. Seconded by Councillor Lees That the Staff Report from the Municipal Planner be received and that a Resolution be prepared for presentation to Council on December 15, 2015 to authorize Staff to use the Performance Guarantee for the installation of backflow prevention devises; and that location of the preventers will be 1 meter inside the private property on the 8 inch watermain Business Referred: 3.3. Moved by Councillor Polutnik Seconded by Councillor Hickey That the Staff Report from the Director of Parks, Recreation and Culture regarding a natural ice skating rink to be located in Memorial Park for the 2015/2016 winter season be received and that the matter be referred back to Staff for further consideration of another option relevant to a larger skating path, including opportunities for funding/sponsorship and volunteer support with a Staff report back to the Committee of the Whole meeting on December 15, Director of Parks, Recreation and Culture regarding Artist Mural Town Park Recreation Centre.
