2 PRESENTATIONS PRESENTATION OF A PROCLAMATION DECLARING APRIL 8-14, 2018 AS NATIONAL LIBRARY WEEK. (BERLIN) PRESENTATION OF A PROCLAMATION HONORING MAY 3, 2018 AS THE BIG DAY OF GIVING. (BERLIN) PRESENTATION OF A PROCLAMATION HONORING THE RIVER CITY HIGH SCHOOL VARSITY GIRLS SOCCER TEAM FOR THE BEST SEASON IN PROGRAM HISTORY AND WINNING THE DIVISION II CIF SAC-JOAQUIN SECTION CHAMPIONSHIP. (BERLIN) - - CONSE~T AGENDA - 5. ADMINISTRATIVE SERVICES/FINANCE CONSIDERATION OF ACCEPTANCE OF THE COMPREHENSIVE ANNUAL FINANCIAL REPORT, COMPLIANCE REPORTS, APPROPRIATIONS LIMIT, AND LETTER TO THE CITY COUNCIL AND MANAGEMENT FOR FISCAL YEAR ENDING JUNE 30, (RAPER) Comment: Federal and State law require that the City prepare and publish an annual financial report. This year's reports were audited by Richardson and Company, an independent public accounting firm. 6. COMMUNITY DEVELOPMENT/PLANNING CONSIDERATION OF EXTENSION AUTHORIZING THE MAYOR TO EXECUTE THE DEVELOPMENT AGREEMENTS WITH EH TECH, INC. OBA NATURE'S MARKET. (HAMILTON) Comment: This extension would give Core One Properties until May 31, 2018 to close on the property and lease 2424 Del Monte Street to Nature's Market. Until that occurs the development agreements adopted via Ordinances 17-20, 17-21, and 17-22, cannot be signed by the Mayor and recorded. 7. ECONOMIC DEVELOPMENT & HOUSING CONSIDERATION OF PROPOSED REVISIONS TO GUIDELINES FOR USE OF CITY SEWER CREDITS FOR REGIONAL SANITATION DISTRICT IMPACT FEES. (LAUREL) Comment: In June 2013, the City Council approved Guidelines for use of the City's remaining sewer credits towards treatment connection fees charged by Sacramento Regional Sewer District. Credits assigned by the City reduce connection fees charged to businesses for wastewater treatment. This item requests City Council approval of proposed revisions to the guidelines for use of sewer credits. 8. FIRE CONSIDERATION OF RESOLUTION DECLARING LISTED LOTS A HAZARD AND SCHEDULING A PUBLIC HEARING TO CONSIDER OBJECTIONS TO WEED ABATEMENT. (HEILMANN) Comment: The Weed Abatement program is a proactive approach to reducing the risk of vegetation fires. This year the program provides for weed abatement by the contractor to commence on May 17 th. The total annual contract has historically been under $30,000. This item adopts a resolution declaring the listed lots a hazard and sets a public hearing at the May 9, 2018 City Council meeting to consider objections to the proposed removal of weeds. 9. POLICE CONSIDERATION OF ORDINANCE 18-3 AMENDING CHAPTER 8.11 OF THE MUNICIPAL CODE RELATED TO ALARM PERMIT FEES. (MCDONALD) Comment: In 2013 the City adopted Ordinance 12-8 regarding the alarm permit program and associated fees. Under that fee structure, there was no cost for obtaining an annual alarm permit. On November 15, 2017, the Book of Fees was updated to include a revised fee structure for alarm permits. The proposed action would revise the ordinance to reflect the changes made to the Book of Fees PUBLIC WORKS/ENGINEERING CONSIDERATION OF RESOLUTION TO INCORPORATE A LIST OF FISCAL YEAR 18/19 PROJECTS FUNDED BY SENATE BILL 1: THE ROAD AND REPAIR ACCOUNTABILITY ACT. (ANBIAH) Comment: The purpose of this resolution is to identify projects in fiscal year 2018/2019 that will be funded partly or in whole by Senate Bill 1, Road Repair and Accountability Act.

PUBLIC WORKS/ENGINEERING CONSIDERATION OF APPROVAL OF CONTRACT FOR PROFESSIONAL ENGINEERING SERVICES WITH MARK THOMAS FOR THE WEST CAPITOL AVENUE ROAD REHABILITATION AND SAFETY ENHANCEMENT PROJECT. (ANBIAH) Comment: The purpose of this consultant contract with Mark Thomas is to provide the professional engineering services for improvements along West Capitol Avenue from Jefferson Blvd to Enterprise Avenue. 12. CITY MANAGER/HUMAN RESOURCES CONSIDERATION OF AMENDED CLASSIFICATION PLAN (SALARY SCHEDULE) FOR FISCAL YEAR 2017/2018 AND BENEFITS SUMMARY FOR THE WEST SACRAMENTO FIREFIGHTERS' ASSOCIATION - LOCAL 522 FOR APRIL 1, 2017 THROUGH MAY 31, (BERLIN) Comment: The successor Memorandum of Understanding (MOU) between the City of West Sacramento and the West Sacramento Firefighters' Association-Local 522 was approved by Council on March 23, Staff now requests City Council approval to incorporate the approved changes from the successor Memorandum of Understanding (MOU) into the City of West Sacramento 2017/2018 Classification Plan (salary schedule) and the West Sacramento Firefighters' Association Benefits Summary. 13. CITY MANAGER UPDATE ON AND CONSIDERATION OF CHANGES TO PROGRAM FEATURES FOR THE WEST SACRAMENTO HOME RUN COLLEGE SAVINGS ACCOUNT PROGRAM. (BERLIN) Comment: Staff attended a College Savings Account (CSA) Information Systems summit hosted by the national CSA convener, Prosperity Now, on March 15, 2018 allowing staff to speak with other CSA administrators from around the country about the cost associated with administering CSA's. Staff is seeking Council approval to change some of the program features in order to successfully launch the CSA program of the West Sacramento Home Run initiative. 14. CITY MANAGER/CITY CLERK CONSIDERATION OF APPROVAL OF THE MINUTES OF THE MARCH 21, 2018 REGULAR CITY COUNCIL MEETING. (RANKIN) TIME SET AGENDA (approximately 7:30 pm) 15. ADMINISTRATIVE SERVICES/FINANCE CONTINUED PUBLIC HEARING AND CONSIDERATION OF RESOLUTION 18-8 AMENDING THE BOOK OF FEES FOR VARIOUS REGULATORY ACTIVITIES, PRODUCTS, AND SERVICES. (RAPER) Comment: Resolution 18-8 details proposed Book of Fee amendments being brought to Council in a public hearing. Proposed changes come from the Administrative Services Department, Community Development Department, Parks & Recreation Department, and Public Works Department. Recommendation: Staff respectfully recommends that the City Council conduct a public hearing and adopt Resolution 18-8 amending the Book of Fees to adopt charges for various regulatory activities, products and services. REGULAR AGENDA 16. ECONOMIC DEVELOPMENT & HOUSING CONSIDERATION OF WORKSHOP ON PROPOSED DOWNTOWN STREETS TEAM PROGRAM. (LAUREL) Comment: Downtown Streets Team (DST) is a non-profit organization that operates a unique homeless services program that combines community beautification and cleanup with work experience, employment readiness, and case management for homeless individuals. DST has proposed a West Sacramento-based program. This item is a workshop to provide information about DST's proposal to the City Council and to solicit feedback on the proposed program. Recommendation: Staff respectfully recommends that the City Council: 1) conduct the workshop on the proposed West Sacramento Downtown Streets Team program; and 2) direct staff to negotiate an agreement for a one-year pilot program with Downtown Streets and return to Council at an upcoming meeting for consideration of the agreement.

4 17. CITY MANAGER WORKSHOP ON CAREER READY INTERNSHIP AND DIGITAL BADGE PROGRAMS OF THE WEST SACRAMENTO HOME RUN INITIATIVE. (BERLIN) Comment: A workshop is being brought to council for consideration of program features and key performance indicators of the career ready internship and digital badge programs of the West Sacramento Home Run initiative. The council direction will be incorporated in a West Sacramento Home Run universal policy document, incorporating program features and key performance indicators from all programs of the West Sacramento Home Run that will be presented to council at a later date for consideration. Recommendation: Staff respectfully recommends that the City hear staff's presentation, conduct a discussion, and provide direction on potential concepts for inclusion in the career ready internship and digital badge programs of the West Sacramento Home Run initiative.
