THAT Council: 1. 4 Page No. 4 #2 Page 138 THAT Council endorse policy 135 be amended by staff to specify that Canada Day, Remembrance Day and Christmas / New Year s Day always receive strategic messaging, and that seven (7) additional events receive messaging; the events to be named by the seven (7) members of Council, with full Council approval. #3 THAT Council endorse the following policies as circulated: Human Resources 401 City Employee Recognition Program; Page 143 Human Resources 403 Exempt Compensation; Page 145 Recreation and Culture 704 Beer Garden / Public Function Liquor Licences; Page 149 Recreation and Culture 705 Museum / Archives; Page 151 Recreation and Culture 706 Pier (Special Events); Page 153 Recreation and Culture 707 Fee Waiver Policy; and Page 155 Recreation and Culture 708 Public Art. Page 157 #4 Clerk s Note: At the July 13, 2015 Governance and Legislation Committee meeting, Council directed staff to report back on the following? Staff are seeking clarification of Council s intent in regard to the Council Remuneration and Expenses Policy Section 2.6 Expenses Incurred (wording in question has been highlighted in red) at the July 13, 2015 Governance and Legislative Committee meeting. At that time, staff were given direction to bring this item forward to the July 27 th regular meeting with a definition for Council to consider: That the Mayor be allocated $8,000 for the four-year term for discretional education conferences or education materials That the Councillors be allocated $5,400 for the four -year term for discretional education conferences or education materials. That a member of Council who is elected via by-election, Sections and 2.6.5, as applicable, these amounts would be prorated. The following wording of definitions is presented for the committee consideration: Discretional: Not requiring the prior approval of Council. Notwithstanding, the expenditure is still subject to scrutiny by Council. If, in the opinion of the Council, it is determined the expenditure does not comply with the intent of the policy, the expenditure may be disapproved, or if already paid, will be recovered. Education Conferences: A short course, seminar, or conference on subject matter directly relevant to the duties of a member of Council. It is not intended to include accredited courses leading to certification in a trade or profession, or courses leading to a degree or diploma.

It has been placed on the regular agenda for final consideration (with any required amendments from the earlier Governance and Legislation Committee meeting) due to time constraints. 6 Page No BYLAWS BYLAW WHITE ROCK SIGN BYLAW, 2010, NO. 1923, AMENDMENT NO. 3, BYLAW, 2015, NO Page 187 Bylaw No proposes to amend the City s sign bylaw to allow fascia signs on two sides of a building on a corner lot. This bylaw received first, second, and third reading at the July 13, 2015 regular Council meeting and is now presented for consideration of final reading. THAT Council gives final reading to White Rock Sign Bylaw, 2010, No. 1923, Amendment No. 3, Bylaw, 2015, No BYLAW 2094 WHITE ROCK ZONING BYLAW, 2012, NO. 2000, AMENDMENT (RS RUSSELL AVENUE AND VINE AVENUE) BYLAW, 2015, NO Page 188 Bylaw No proposes to rezone Russell Avenue and Vine Avenue from RS-1 One Unit Residential Zone and RT-1 Two Unit (Duplex) Residential Zone, to RS-4 One Unit (12.1m lot width) Residential Zone to allow the subdivision of the properties into four new lots. This Bylaw is presented for consideration of first and second readings and endorsement of the public hearing to be scheduled. THAT Council: 1. Give first and second readings to White Rock Zoning Bylaw, 2012, No. 2000, Amendment (RS Russell Avenue and Vine Avenue) Bylaw, 2015, No. 2094; and 2. Direct staff to schedule the public hearing for White Rock Zoning Bylaw, 2012, No. 2000, Amendment (RS Russell Avenue and Vine Avenue) Bylaw, 2015, No Clerk s Note: This Bylaw was considered by the Land Use and Planning Committee at their July 13, 2015 and the corporate report presented at the meeting is attached for reference purposes WATER UTILITY ACQUISITION ADVANCE PAYMENT LOAN AUTHORIZATION BYLAW, 2015, NO Page 204 Bylaw No proposes to authorize the borrowing of the estimated advance payment on the cost of acquiring the water utility. This bylaw received first, second, and third reading at the July 13, 2015 Regular Meeting of Council and is now presented for consideration of final reading. THAT Council gives the Water Utility Acquisition Advance Payment Loan Authorization Bylaw, 2015, No be given final reading.

7 Page No PERMITS DEVELOPMENT PERMIT NO JOHNSTON ROAD (MJP ) Page 205 Development Permit No. 380 is an application for a major development permit for the regulation of the form and character of a four (4) unit townhouse development at 1148 Johnston Road. The proposed Development Permit No. 380 will replace the previously amended Development Permit No. 320 that expired in March of THAT Council approve Development Permit No. 380 for the development of a residential project consisting of four (4) townhouse units. Clerk s Note: The subject permit was considered by the Land Use and Planning Committee at their July 13, 2015 and the corporate report presented at the meeting is attached for reference purposes. 8.
