2 French Creek Council of Governments Meeting of JULY 20 th, 2017 MINUTES Present: Sean Donahue, City of Meadville Jill Dunlap, West Mead Township Lyle Hoovler, Sadsbury Township Dick Deiss, East Mead Township Lori Swavey, Vernon Township Dave Stone, Vernon Township Fritz Snyder, Vernon Township Renee Hayes, Woodcock Township Christopher Soff, Crawford County Commissioner Jay Verno, Meadville Area Recreation Authority Tom Cholak, Meadville Redevelopment Authority Zach Norwood, Crawford County Planning Joe Galbo, Crawford County Assessment Public Comment: None Administrative Matters: Member introductions were made and the Pledge of Allegiance was said. A. Approval of Minutes: Lori Swavey made a motion to accept the April 20 th, 2017 minutes as presented. Christopher Soff seconded the motion and the motion was unanimously approved. B. Treasurer s Report: Lori Swavey presented the Treasurer s Report. Fritz Snyder made a motion to accept the Treasurer s Report as presented and authorized closing the Certificate of Deposit so funds could be put in the checking account for use toward the tire event. Dick Deiss seconded the motion and the motion was unanimously approved. C. Approval of Payment for Website: Tom Cholak made a motion to ratify payment of $ to Jill Dunlap for website hosting by ProudCity. Christopher Soff seconded the motion and the motion was unanimously approved. Figuring Tax Assessments in Crawford County and UPI Information: Joe Galbo of the Crawford County Assessment Office presented information on how property tax assessments are figured and the new UPI system. He discussed the three ways to determine the value of properties including market value, income approach and cost approach (this is closest to what they use). He noted the latest reassessment was completed in 1971 and a revaluation occurred in The multiplier is 2.7 % as determined in 1985 and properties are assessed at 75% of the 1985 value. They then multiply the assessed value by the millage rate to determine the taxes due on a parcel for the municipal, county and school taxes each year. Our values have been somewhat stable as compared to other areas of the country over the years. He discussed submittal of building permits, use of GIS mapping, coefficient of dispersion

3 terminology, September 1 st deadline for appeals and the possibility of a county wide reassessment. Crawford County has the second oldest assessment in PA. Christopher Soff noted the Commissioners are looking into all aspects of reassessment including the costs involved and if it would be in the best interest and future benefit for the county. He noted prior cost estimates are $ a parcel and there are 60,000 total parcels in Crawford County, so it would be a costly endeavor. The UPI system stands for Uniform Parcel Identifier and is a single central number used to identify everything dealing with a particular property located anywhere in the county. The main change to using this system is that now every subdivision requires a survey be completed. Update on COG Tire Event and MARC Electronic Event: The COG Tire Event will be held on Saturday, September 16 th, 2017 beginning at 8:00 a.m. The MARC Electronic Event will be held on Saturday, October 7 th, 2017 beginning at 8:00 a.m. Flyers and information for both events are available on the COG website. Other Business: Jay Verno indicated the MARC is now forming classes for anyone interested in learning or participating in Curling. Contact for additional information. He noted the MARC Concert this summer raised over $20, for the Capital Improvement Fund. The next meeting will be held on Thursday, October 19 th, 2017, at 11:30 a.m. at the Chamber Office on Diamond Park.
