2 PUBLIC SCOPING MEETING -- // MR. MARCELLA: Okay, we're going to get started. I'm Chris Marcella, Director of Design of the Construction Fund and this meeting is for the environmental facility assessment for the UB School of Medicine And biological Sciences. A couple of things in case you don't know, the Construction Fund is the lead agency throughout the SEQR project. Notices went out to interested and involved parties. The way this evening is going to occur is the fact that we'll have Chris McGrath, he's the project manager of the Construction Fund give a brief overview of the project and that will just take a few minutes and then what we'll hear from the consultant. EDR is our consultant and is an engineering firm located in Rochester, New York. We'll go through the process of SEQR and how the State's procedural requirements will unfold. Before we get started and I would like to introduce Chris McGrath, I just want to go on record that I'd like to thank 0 Franklin Street, Suite 0, Buffalo, New York..

3 PUBLIC SCOPING MEETING -- // St. John Baptist Church for facilitating this meeting tonight. So, with that, Chris McGrath, the project manager. MR. MCGRATH: Thanks, Chris. So, the following slide that we have up here to show you is our site, proposed -acre site at the southeast corner of Main and High Street. It's located within the Buffalo Niagara Medical Campus. We're currently in the early stages of our design process for a proposed,000 square foot building. This building will include the NFTA station metro rail as part of this project as well as the access and pedestrian access of Allen Street Extension. This project will house medical laboratory research and medical educational facilities for the University at Buffalo. The project may include some commercial retail or other services at the ground level including pedestrian access from NFTA station through the building concourse level to reach other buildings within the Buffalo Niagara Campus. 0 Franklin Street, Suite 0, Buffalo, New York..

4 PUBLIC SCOPING MEETING -- // The projected budget for the project is approximately $0 million in construction. With that, I'd like to hand it over to Pat Heaton to give us more information on the process for SEQR. MR. HEATON: My name is Pat Heaton, H-E-A-T-O-N. I'm here with Ben Brazell from EDR Companies working with the Construction Fund helping them with the SEQR, the State Environmental Quality Review act for this project. We wanted to just start tonight by pointing out what the SEQR process has included so far, which has been the State University Construction Fund circulating a notice that they wanted to serve as the lead agency for the review of the project. We did not receive any opposition to that desire on the part of the Construction Fund and so, beginning of October, Construction Fund issued a positive declaration indicating that this project could have a significant environmental impact and that those impacts 0 Franklin Street, Suite 0, Buffalo, New York..

5 PUBLIC SCOPING MEETING -- // needed to be studied. So, a couple weeks ago, or also in the beginning of October, we circulated a draft public scoping document which identified what topics would be evaluated in an environmental impact statement and tonight, we're holding a public scoping meeting to receive any comments people might have on what that environmental impact statement should include. Following tonight, our future steps in the SEQR process includes finalizing the scoping process some time in early November. We'll then be preparing the draft environmental impact statement for the project which will review the existing conditions at the project site, talk about what impacts the project could have on them and then talk about what measures have been undertaken to avoid, minimize or mitigate those impacts. And we're anticipating that in January following the receipt of the preliminary design for the project, we'll be issuing a draft environment impact statement. 6 PUBLIC SCOPING MEETING -- // that document is released, we'll have a public comment period, we're anticipating in the month of February, where interested and involved agencies and the public can make comments on the draft environmental impact statement that will include a public hearing some time as stated during the month of February, which we will notice with legal ads and other appropriate attempts to publicize that. We will likely attempt to hold that meeting here or in another accessible public location near the project site and after we receive those comments, we plan to issue a final environmental impact statement towards the end of March that will include responses to all the comments that we received on the draft environmental impact statement and if that timeline stays together, then we would be concluding the SEQR process some time in April with the Construction Fund issuing a finding statement. 7 PUBLIC SCOPING MEETING -- // The purpose of scoping in SEQR is to identify the topics that will be addressed in an environmental impact statement. The idea is to narrow the range of issues so that we're not spending our time studying essentially frivolous topics that can't possibly be affected by this project. So, our goal here tonight was to get comments to help us define the relevant significant substantive issues that are of concern to the community and interested and involved agencies. Our draft public scoping document is available for review at the Construction Fund's website at the address noted there (indicating). In addition to any oral comments we might receive tonight, the public and interested agencies and involved agencies are invited to send written comments either by mail or to the Construction Fund and we have addresses at the front of the room where you can do that. We'll be receiving comments on the draft 0 Franklin Street, Suite 0, Buffalo, New York..

8 PUBLIC SCOPING MEETING -- // scoping document until October 0th, after which time, we'll take those comments into account and issue a final scoping document that will lay out the contents of the environmental impact statement. So, we had intended to ask anyone with comments tonight to sign up to speak, ask that they request and respect a time limit, depending on the number of people we had turning out. We have a relatively low turnout this evening. So, with that, I would like to open up the public scoping meeting if anyone has comments on what they think should be included in the environmental impact statement. I'd ask you to just identify yourself, spell your last name for the record. We'd be happy to hear your comments. We'll make note of them.
