1 Azerbaijan Agency responsible for e-government development Ministry of Communications and Information Technologies 33 Zarifa Aliyeva St AZ 1000 Azerbaijan Website: Telephone: / Fax: Functions The Ministry conducts the following functions in accordance with the duties set forth by this Regulation: drafts development conceptions of communications and information technologies on the basis of development forecasts of communication means and services, information technologies and ensures their implementation; drafts state programs in the field of communications and information technologies and takes respective measures for their implementation within its scope; participates in development of the drafts of legal normative acts in the field of communications and information technologies; prepares and approves legal normative acts and field standards regarding the issues under the scope of the Ministry; takes measures within its authority for rendering qualitative and reliable communication services in the territory of the Republic of Azerbaijan though the agencies under its subordination; interacts in formulation tariff policy related to the scope of issues of the Ministry in accordance to the legislation, prepares proposals on the tariffs regulated by state in this field and conducts necessary measures within its scope; conducts state supervision within its scope in accordance with the legislation in the field of communications and information technologies; develops and conducts scientific-technical policy by considering advanced international experience with the aim to develop communications and information technologies in the Republic of Azerbaijan; organizes and coordinates the works for rendering new kinds of services in the field of communications and information technologies, creation of different assigned systems for rendering communications and information technologies services, application of new technologies; makes proposals on accession of the Republic of Azerbaijan to international conventions and agreements

2 related with the field of communications and information technologies, as provided by the legislation; takes necessary measures for fulfillment of the obligations taken from the international conventions and agreements those joined by the Republic of Azerbaijan in the field of communications and information technologies within its scope; fulfills representation and cooperation with international organizations in the field of communications and information technologies in a manner and cases considered by the law; takes measures for considering the recommendations of the International Telecommunication Union in respective activity field in a defined manner; develops proposals related with mutual accounting principles and utilization of base highway and local connection network by other operators in the field of communication; constructs mutual relations with customers performing in the field of communication and information technologies in a manner defined by legislation; develops and provides execution of social-economic development forecasts for the Ministry and the agencies Strategic priorities The main duties of the Ministry are as follows: to formulate and implement unified state policy in the field of communication and information technologies; to conduct state regulation in the field of communications and information technologies; to take measures for creating new forms of social and economic activity through massive utilization of information technologies, to convert information into commodity, to form an information market; to provide state control over the activities conducted in the field of communications and information technologies, including utilization of the radiofrequency spectrum, as well as utilization and maintenance of aboveground satellite communication facilities; to be involved in developing and implementing necessary measures for meeting the demands of state bodies, municipalities, physical and juridical entities for the communication and information technologies services; to fulfill other duties entrusted to the Ministry by the legislation of the Republic of Azerbaijan. Inter-agency coordination The Minister is appointed and dismissed by the President of the Republic of Azerbaijan and manages the activity of the Ministry. The Minister of communication and information technologies bears personal responsibility for fulfillment the duties and implementation the functions entrusted to the Ministry.

3 The Minister of communication and information technologies has two deputies appointed and dismissed by the President of the Republic of Azerbaijan. The Deputy Ministers act in accordance with the allocation of the functions made by the Minister and bear personal responsibilities for fulfillment of the functions entrusted them. The Minister of communication and information technologies: organizes and manages the activity of the Ministry; submits the drafts of legislative acts prepared over the issues under the authorities of the Ministry to the Cabinet of Ministers of the Republic of Azerbaijan for consideration; holds negotiations with state bodies and legal entities of foreign countries, signs international agreements (contracts) in the field of communications and information technologies in a manner defined by legislation within the scope over the issues under the range of activities of the Ministry; conducts allocation of functions between deputy ministers; approves the structure and personnel of the body as well as subordinated bodies financed from the budget within the defined labor provision fund and number limit of employees; approves the regulations of the administration and structural branches of the ministry, as well as regulations and charters of subordinated bodies; appoints and dismisses the employees of central administration of the Ministry, heads of subordinated bodies, takes encouragement and disciplinary punishment measures for them in a manner defined by legislation, awards distinguished workers in the field of communication and information technologies with the honors founded by the Ministry; gives orders, bylaws, recommendations for compulsory execution in the activity of the central apparatus of the Ministry and its subordinated bodies within the scope, approves (signs) juridical acts, organizes its execution and conducts supervision. Intergovernmental cooperation Collegium (Supreme Board) is established comprising Minister (Chairman of the collegium), Deputy Ministers, Minister of Communication and Information Technologies of Nakhchivan Autonomous Republic, principal employees of the central apparatus and subordinated bodies of the Ministry. Experts and scientists might also be included in the composition of the Supreme Board of the Ministry. Number and personal composition of the Supreme Board of the Ministry are approved by the Cabinet of Ministers of the Republic of Azerbaijan. In its meetings, the Supreme Board of the Ministry discusses issues related to the activity of the Ministry and approves necessary decisions about them. The Meetings of the Supreme Board of the Ministry are considered as plenipotentiary by attendance of the majority members.

4 Research note (prepared by research assistant) The Ministry of Communications and Information Technologies of the Republic of Azerbaijan (hereinafter referred to as "the Ministry") was established by the Decree 94 of the President of the Republic of Azerbaijan dated February 20, The Ministry is the central executive body which formulates and implements state policy, secures the legal normative regulation and development of communications and information technologies, coordinates the activities of other government agencies in the areas of communications (telecommunication, post) and information technologies in the Republic of Azerbaijan. The main duties of the Ministry are as follows: 1. to formulate and implement unified state policy in the field of communication and information technologies; 2. to conduct state regulation in the field of communications and information technologies; 3. to take measures for creating new forms of social and economic activity through massive utilization of information technologies, to convert information into commodity, to form an information market; 4. to provide state control over the activities conducted in the field of communications and information technologies, including utilization of the radiofrequency spectrum, as well as utilization and maintenance of aboveground satellite communication facilities; 5. to be involved in developing and implementing necessary measures for meeting the demands of state bodies, municipalities, physical and juridical entities for the communication and information technologies services; 6. to fulfill other duties entrusted to the Ministry by the legislation of the Republic of Azerbaijan. Head of Coordination Council, Deputy Minister Mr. Iltimas Mammadov Biographical note Mr. Iltimas Mammadov was born on February 10, He served in the army in In 1984, he entered electrotechnical faculty of Azerbaijan Polytechnic Institute named after Ch.Ildirim and graduated in 1989 as a specialist of multichannel electrical telecommunications engineer. After graduating the institute he was sent to work at the BTCPA (Baku Telephone Communications Production Association). There he began to work as an engineer, line service chief, chief engineer of Baku Cable Center, in 1997 he was appointed chief specialist of BTCPA. In 2000, he was appointed deputy chief of Telecom Department of Communications Ministry, in 2001 advisor to the communications minister on technical affairs. In 2004, he was appointed chief of Regulating Department

5 of the Ministry of Communications. In 2005, he was appointed deputy minister of communications and information technologies. These years he did a lot in application of digital transmission system in the network and advanced more than 100 proposals in this sphere. He gave lectures on application and exploitation of new technologies in several foreign countries, attended seminars and conferences. He advanced important proposals on unification of the republican numbering system to international numbering system and led its application in the network. He participated in some projects of TACIS program as expert and advisor. He attended 2-month advanced training course in Bail Brook College in England due to support of this Program. In addition to that, he attended seminars and conferences and meetings of intergovernmental commissions on economic cooperation in the UK, France, Turkey, Iran, Bulgaria, Israel, Slovakia, Germany, China, Italy, Norway, USA, Japan, South Korea, Canada, Switzerland and Sweden. He was involved in the development of National Strategy on ICT for development of Azerbaijan Republic ( ) as coordinator by the Ministry of Communications and Information Technologies (MCIT). At the same time, he headed working groups on State Program for development of ICT in Azerbaijan Republic according to modern requirements, Law on telecom and rules for application of that law, other normative and legal documents. On was admitted candidate for a degree to the department Information Networks and Systems of Azerbaijan Technical University, in 2008 at the Dissertation Board of the same university defended a thesis in telecommunication systems, networks and equipment, and received his Ph.D. degree in technical sciences. He is the author of more than 10 research papers. He was awarded Master of Communication honorary title two times first in 1994 and second in In 2009, by the Presidential Order he was awarded the honorary title of Distinguished Engineer.
