ADPTIN F AGENDA RESLUTIN #218/07: Hodson & Pierson That the Agenda of the Seventh Session of Council dated August 27,2007 be adopted as amended to delete under Deputations: 7.3 Welch & Company Financial Statements and to add under Correspondence for Action: Letter of Appreciation NTES F ACCMPLISHMENT Letter from Afghanistan - Mayor Schermerhorn read from a letter he received from Warrant fficer G.. White thanking the Town for the show of support to his troops. Hometown Heros - Nominated for community work on landfill Mayor Schermerhorn advised Council that the Town was a finalist for the 2007 Hometown Heroes Award in recognition of the Town's work to stop the Richmond Landfill Expansion. P. J. Marshall Award by AM0 - Arena/HotellCommercial development Mayor Schermerhorn advised Council that the Town had received the P.J. Marchall Award from AM0 for the arenalhotel and commercial development project. DISCLSURE F PECUNIARY INTEREST AND THE GENERAL NATURE THEREF There was no disclosure of pecuniary interest. Special Session of Council - Auqust 2, 2007 RESLUTIN #221/07: Pierson & Cole That the minutes of the Special Session of Council dated August 2, 2007 be adopted as presented. Special Session of Council - Auqust 16, 2007 RESLUTIN #222/07: Grant & Veltheer That the minutes of the Special Session of Council dated August 16, 2007 be adopted as presented. DEPUTATINS Joanne Maltby, Nicholas Kaduk & Pat McGreqor Pathways for Children JoAnne Maltby, Pat McGregor and Nicholas Kaduk presented to Council information regarding children's mental health and the services provided by Pathways within the community. They expressed their wish for Council to support them in appealing to the Provincial Government for funding to support the required services. RESLUTIN #223/07: Veltheer & Hodson WHEREAS: ne in five children and youth in ntario struggles with their mental health; and WHEREAS: ensuring the mental health of our children is essential to their growth and development; and WHEREAS: children and adolescents can suffer various mental health problems, including depression, anxiety, eating discorders, conduct disorder, attention deficit hyperactivity disorder, schizophrenia and bi-polar disorder; and WHEREAS: many young people who would benefit from mental health services are not receiving the help they need; and WHEREAS: early intervention and treatment make the difference in children's mental health; and WHEREAS: any reform efforts will fail unless there is a concrete action plan and multi-year funding that realizes the vision espoused in "A Shared Responsibility"; NW THEREFRE BE IT RESLVED THAT the Council of the Town of Greater Page 2 of 6

3 Napanee requests the Province of ntario to take appropriate action to ensure all children regardless of age, diagnosis or severity of condition have access to responsive and quality children's mental health services. Edgar Tumak & Mike Taculad Deseronto Transit Councillor Edgar Tumak from the Town of Deseronto and Project Coordinator Mike Taculad from Deseronto Transit were in attendance to outline the services offered by Deseronto Transit Services to the residents of Greater Napanee. RESLUTIN #224/07: Cole & Veltheer That Council supports the efforts of Deseronto Transit to provide quality employment based transit servicing the Town of Greater Napanee. CRRESPNDENCE Correspondence for lnformation RESLUTIN #225/07: Hodson & Grant That the Correspondence for lnformation items dated August 27, 2007 be received. Correspondence for Action United Counties of Stormont, Dundas & Glengarry RESLUTIN #226107: Cole & Pierson That Council support the request of the United Counties of Stormont, Dundas & Glengarry to request the Provincial Government to separate the Farmland and Managed Forest component from the MPF and establish a separate and distinct provincial funding program on farmland and managed forest properties Jason Fern RESLUTIN #227/07: Hodson & Grant That Council offer their congratulations to the Fire Services Department for the outstanding services provided to Mr. Fern Ministry of Transportation RESLUTIN #228107: Grant & Pierson That the encouragement of MT to perform annual inspections of steel deck truss bridges be referred to the 2008 budget deliberations Association of Municipalities of ntario RESLUTIN #229107: Cole & Pierson That a letter be sent thanking Minister Cansfield for making changes to Regulation "Hours of Service" since our presentation to her at RMA Napanee Business Improvement Area Corporation Page 3 of 6

4 RESLUTIN #230/07: Grant & Hodson That Council authorize the temporary closure of Market Square on Saturday, September 2gth and ctober 6th for festivities of the Scarecrow Festival Petition Re River Speeds RESLUTIN #231107: Grant & Veltheer That Council authorize staff to make the necessary inquiries in order to post speed limit signs on the Napanee River in accordance with the Canada Shipping Act Letter of Thanks RESLUTIN #232107: Veltheer & Hodson That the Public Works Department be recognized for their efforts in getting the CNR track lights working on Townline Road. Minutes - May 8, June 14, June 26,2007 RESLUTIN #233/07: Hodson & Veltheer That the Minutes of the Napanee Business lmprovement Area Corp. dated May 8, June 14 and June 26,2007 be received. Solid Waste Management Advisory Committee Minutes - July 11 & August 7, 2007 RESLUTIN #234/07: Grant & Veltheer That the minutes of the Solid Waste Management Advisory Committee dated July 11 & August 7,2007 be received. Police Services Board Minutes - August 16, 2007 RESLUTIN #235/07: Pierson & Veltheer That the minutes of the Police Services Board dated August 16, 2007 be received. STAFF REPRTS Clerk's Department Approval of new Taxicab wner's License RESLUTIN #236/07: Cole & Veltheer That Council authorize the issuance of a Taxicab wner's License to Walter Hartwig upon the applicant satisfying all conditions under the Taxicab By-law No By-law Change Summary The Mayor requested a special meeting to discuss the proposed by-laws in detail. Recreation Department Markeing Ad Proposal MyFM RESLUTIN #238/07: Veltheer & Cole That the Town of Greater Napanee commit to a trial period for a daily 60-second advertisement with myfm radio station, to commence immediately and run until December 31,2007. NEW BUSINESS Mayor Schermerhorn asked the Recreation Department to investigate signage at the arena indicating that it was a Rec Centre. BY-LAWS A By-law to Provide for the Temporary Road Closinq of Market Square on September 29,2007 and ctober 6,2007 RESLUTIN #239/07: Hodson & Grant That A By-law to Provide for the Temporary Road Closing of Market Square on September 29,2007 and ctober 6,2007 be numbered 07-29, read a first time and brought to the floor for discussion. RESLUTIN #240/07: Hodson & Grant That By-law No be read a second time and finally passed and that the Mayor and the Clerk sign the same and affix thereto the seal of the Corporation. RESLUTIN #241/07: Grant & Pierson That the remaining by-laws be tabled for discussion at a later meeting. CLSED SESSIN RESLUTIN #242/07: Grant & Pierson That Council resolve itself into closed session in order to discuss legal matters. RESLUTIN #243/07: Pierson & Grant That Council rise and report from closed session; and further that all recommendations made within closed session be hereby adopted.
