3 Expression of Interest (EOI) 1 Introduction and Project Overview 1.1 Ministry of Railways (Railway Board) have tasked RITES Ltd (a public sector undertaking under Ministry of Railways of the Government of India, also referred as RITES ) for setting up of 2 Pilot Plants for disposal of Municipal Solid Waste in an environment friendly manner. This EOI is issued to collect information from interested vendors for setting up pilot plants on Build operate & maintain basis, for a period of at least 10 years, after which IR may decide to extend it further on mutually agreed terms. 1.2 On Indian Railways, substantial amount of municipal solid waste (MSW) is being generated by passengers, visitors, vendors and staff. The solid waste consists of biodegradable as well as non-degradable materials. 1.3 At present the solid waste thus generated is transferred to nearest designated location of Municipality. In this transfer process considerable efforts & physical transportation are required. However, the delay in transfer also causes early degradation leading to unhygienic circumstances within the railway premises. 1.4 In order to deal with such types of situations the solid waste can be disposed at source location in an environment friendly manner. One such solution is conversion of solid waste into useful byproducts like electricity, gas etc., helping in disposal of waste in environmental friendly manner. 1.5 Accordingly, Indian Railways have decided to set up pilot plants for disposal of municipal solid waste (MSW) in an environment friendly manner. It is proposed to set up pilot plants for handling waste generated at two locations viz New Delhi station area/nr, and Jaipur station area/nwr by 31 st March 2016 on top priority. Proposed capacity for handling waste is 20t per day at New Delhi station area and 5 t per day at Jaipur station area. These are estimated figures and subject to further verification. RITES/IR will provide all the support required by them in any such effort. 1.6 The proposed plants will take care of all types of solid waste generated at railway station area. IR shall provide land on O&M Rights/license fee basis, upto around 1000 metre square, in the vicinity for setting up the waste handling plant. Proposals with less land requirement will be preferred. 1.7 The information so obtained will be for use of RITES and IR in context of the Project. 2 Objective of the EOI 2.1 RITES under the guidance of office of Member Mechanical intend making the Technical specification and tender documents in cooperation with companies/firms which are operating in this field. 2.2 The purpose of this EOI is to serve as the first step in that process as it solicits information on waste to energy (WTE) conversion technology. At the same time this EOI provides the opportunity for companies/firms to assist RITES and IR in gathering technical information pertaining to setting up of Pilot Plants for disposal of MSW in Page 3 of 11

4 environmental friendly manner. 2.3 Information submitted will be reviewed for inherent and relative effectiveness as it relates to RITES/IR objectives of setting up of Pilot Plants for disposal of MSW in environmental friendly manner. 2.4 It is clarified that one of the main objectives of IR is to set up these plants in a phased manner for its entire MSW disposal. 2.5 Not responding to this EOI does not preclude participation in any future solicitation. 3 The Request for Information and Potential Respondents 3.1 RITES/IR seek technical, financial and any other general information with regard to setting up of Pilot Plants for disposal of MSW in environmental friendly manner. 3.2 This will also cover adaptation requirements in order to enable existing design solutions fit the IR conditions. 3.3 Accordingly, RITES/IR hereby requests information from potential companies/entity operating in solid waste management sector Respondent General Information. - Annexure Experience in setting up and operating projects in solid waste management sector with capacity preferably in the range of more than 3 Tonnes per day along with write-up on technology. - Annexure Financial credentials of the company/entity for the last three financial years ending 31 st March Annexure Project proposal with technical and financial details. - Annexure RITES intent is to use input gathered during the EOI process to prepare Tender Documents for Setting up of Pilot Plants for disposal of MSW in environmental friendly manner and benefit from industry input. RITES do not intend to publish the results of this EOI in detailed form but it will make recommendations to the IR that may impact Tender Documents as an outcome of the EOI process. 3.5 Potential respondents (hereinafter "Respondents") of this RFI may include companies with know-how of WTE technology and operating in this area. 3.6 Respondents are also requested to provide available information with regard to cost estimation and commissioning time estimation for Pilot Plants. 3.7 Respondents to this EOI are requested to address the issues outlined in this document and any additional issue which they may deem as relevant in a written response. 3.8 Responses to this EOI will not be used to qualify proposers in the eventual Procurement tenders. 4 Form of Response The Respondent shall fill in and submit Annexure-1, Annexure 2, Annexure 3 and Annexure 4. The contents of the Annexure are indicative and the Respondents would Page 4 of 11

5 be free to furnish any additional information / supporting documents that they consider relevant to their EOI. 5 Language of Response Responses shall be in English. 6 General Information for Respondents 6.1 This EOI process is undertaken by RITES/IR for the purpose of receiving data and information for planning purposes, and is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by RITES/IR to form a binding contract. 6.2 This EOI does not constitute a solicitation or a promise of a solicitation in the future and shall not be construed under any circumstances as a pre-requisite or prequalification procedure. As such, this EOI is not to be considered as a request for proposals or as a tender or any Procurement Action. This EOI shall not, under any circumstances, constitute any commitment on RITES or IR part to negotiate with any or all interested parties, nor to enter into any agreement for provision of services. 6.3 Moreover, to preclude any doubt, it is emphasized that RITES/IR shall have the right to reject, in whole or in part, any opinion, conclusion or information delivered to it through this EOI. RITES/IR shall also have the right to use the information presented and/or submitted to it for the purpose of planning and preparing a tender or any other procedure, should RITES/IR decide to implement one. 6.4 RITES/IR shall not be bound to accept and/or consider any Response and it does not undertake herein any commitment whatsoever towards any of the interested parties. RITES/IR may ignore any Response which lacks information or has unclear details. 6.5 It does not create any obligation on RITES or IR s part to commence, continue or complete any purchase procedure and/or to act in any other method of acquisition, and RITES/IR shall act at its sole and absolute discretion in this respect. This EOI does not commit RITES/IR to contract for any supply or service or to publish any tenders or any other further procedure. RITES/IR will not be obligated to pursue any particular acquisition alternative as a result of this EOI. 6.6 RITES/IR shall not be charged in any manner for the submission of information in accordance with this procedure. Respondents are advised that RITES/IR will not pay for any information or administrative costs incurred in response to this EOI. All costs associated with responding to this EOI are solely at the responding parties' expense. Every Respondent shall bear its own costs with respect to this EOI and any information presented and/or submitted to RITES/IR through this EOI is provided voluntarily. 6.7 Depending upon the submissions received, RITES/IR may, as a result of this EOI, approach, at its sole discretion, one or more of the Respondents and/or any other party, in order to obtain additional information. RITES/IR may also decide to set aside a period of time to meet with particularly some submitters to gain such further information and visit their facilities. If this is so required, RITES/IR will initiate contact within three months of submission. This meeting would take place in India or abroad Page 5 of 11

6 and be entirely optional at the submitter's discretion and expense. If submitters are not contacted within three months, they can assume that RITES/IR has been provided with sufficient information to understand the submission. 6.8 RITES/IR may wish to share submitted information with outside technical experts for evaluation assistance. However, if a submitter wishes their information to be made available only to RITES and IR, a prominent label/watermark stating "for RITES and Indian Railways ONLY" must be placed on each such page. 6.9 Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. RITES/IR will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this EOI will be safeguarded and handled in accordance with applicable regulations RITES/IR reserves the right to accept as it shall deem fit in future stages information and/or any commercial proposals from entities which did not participate in this EOI process RITES/IR reserves the right, as a result of this EOI, at its sole consideration to conduct an additional procedure, including, inter alia, tender procedure, and may use, at its sole consideration, any of the information provided in this EOI RITES/IR reserve the right, at any time and at its sole discretion, to amend this EOI or any aspect thereof, as well as to extend the date for submittal of the Responses. Equipment manufacturing/sourcing. d. Cost estimate. e. Waste segregation method. f. Proposal of suitable business model. (IR will supply un-segregated MSW to the vendor. The plant has to be operated and maintained by vendor). IR is also exploring possibility of obtaining CSR funds for the capital cost of two pilot projects. In that case, business model should show how the operation and maintenance can be made on self sustaining basis. g. Land, power and water requirements. h. Layout. i. Safety compliance. j. Additional equipment required & their full details (functional & site requirements) 2. O&M Plan for the project a.
