2 Third Party Advertiser Information (E1851) This information is for potential third party advertisers for the 2018 Municipal Election. Information updates are available on the City of Brampton s Election website at What is Third Party Advertising? A third party advertisement is an advertisement in any broadcast, print, electronic or other medium that has the purpose of promoting, supporting or opposing: A candidate, or A yes or no answer to a question on the ballot In order to advertise during the 2018 Municipal Election, you must register with the City Clerk s Office. You must register with each municipality you wish to conduct advertising in. Who Can be a Registered Third Party Advertiser? Only the following persons and entities are eligible to file a notice of registration to be a third party advertiser: An individual who is normally resident in Ontario A corporation that carries on business in Ontario A trade union that holds bargaining rights for employees in Ontario Page 1

3 Important Dates Third Party Advertiser Information (E1851) According to the Municipal Elections Act, 1996, as amended, and the City of Brampton Sign By-law, the following important dates are in effect for the 2018 Municipal Election. The Region of Peel is responsible for accepting nominations for the Regional Chair office. Please visit for more information. ** As prescribed by the Provincial Government, the City of Brampton is required to appoint an additional member to Regional Council after each municipal election. 6 Map of Brampton s Wards Third Party Advertiser Information (E1851) Filing your Notice of Registration Registrations in the prescribed form (available from the City Clerk s Office in April 2018) must be filed at the City Clerk s Office, during regular business hours (8:30 am to 4:30 pm), in person by the third party advertiser or the third party advertiser s agent. Third party advertisers are encouraged to file their registration in person. If you are unable to file in person, please contact the City Clerk s Office as there are additional requirements for filing through an agent. The person filing the registration (individual third party advertiser or official representative of a corporation or trade union) will be required to show identification at the time of filing of their Notice of Registration. A representative who wishes to register on behalf of a corporation or trade union third party advertiser must provide a letter of authorization from a designated official of the corporation or trade union. Please bring a piece of ID from the prescribed list of Acceptable Forms of Identification for Proof of Name and Address. Page 5

7 Third Party Advertiser Information (E1851) In addition to the Notice of Registration, a third party advertiser (or official representative of) will be required to complete a Declaration of Qualification. In accordance with the Municipal Elections Act, 1996, documents and materials filed with the City Clerk s Office are public records and, until their destruction, may be inspected by any person at the Clerk s Office. A third party advertiser may neither spend money on, nor receive money for, a campaign before he or she has filed a Notice of Registration. Page 6

8 Third Party Advertiser Information (E1851) Eligibility for Registration Section 88.6 of the Municipal Elections Act, 1996, as amended, states: Eligibility for registration 88.6 (4) Only the following persons and entities are eligible to file a notice of registration: 1. An individual who is normally resident in Ontario 2. A corporation that carries on business in Ontario 3. A trade union that holds bargaining rights for employees in Ontario Restriction (5) The following persons and entities are not eligible to file a notice of registration: 1. A candidate whose nomination has been filed under section A federal political party registered under the Canada Elections Act (Canada) or any federal constituency association or registered candidate at a federal election endorsed by that party 3. A provincial political party, constituency association, registered candidate or leadership contestant registered under the Election Finances Act 4. The Crown in right of Canada or Ontario, a municipality or local board Third party advertisements shall not be under the direction of a candidate whose nomination has been filed. Page 7

Third Party Advertiser Information (E1851) Bring the following to the City Clerk's Office at City Hall during regular business hours: 3 completed forms (included in this package) Notice of Registration Third Party Form 7 Consent by Third Party Advertiser (E1852) Declaration of Qualification (E1853, E1854 or E1855) Identification Letter of authorization from designated official (for corporation or trade union third party advertisers) The City Clerk s Office is open from 8:30 am to 4:30 pm. Ontario motor vehicle permit (vehicle portion) 5. Cancelled personalized cheque 6. Mortgage statement, lease or rental agreement relating to property in Ontario 7. Insurance policy or insurance statement 8. Loan agreement or other financial agreement with a financial institution 9. Document issued or certified by a court in Ontario 10. Any other document from the government of Canada, Ontario or a municipality in Ontario or from an agency or such a government 11. Any document from a Band Council in Ontario established under the Indian Act (Canada) 12. Income tax assessment notice 13. Child tax benefit statement 14. Statement of employment insurance benefits paid T4E 15. Statement of old age security T4A (OAS) 16. Statement of Canada Pension Plan benefits T4A (P) 17. Canada Pension Plan statement of contributions 18. Statement of direct deposit for Ontario Works 19. Statement of direct deposit for Ontario Disability Support Program 20.
