Leahy, City Manager ~. Subject: Development of 2011 City Council Legislative Agenda ISSUE: Shall the City Council develop its 2011 Legislative Agenda? RECOMMENDATION: To discuss this matter and determine a course of action for BACKGROUND/DISCUSSION: Previously, we established an annual Legislative Agenda that primarily focused on Federal and State Legislative issues, many times including issues that pertained to all cities, not just Woodinville. While it is still important that we inform our Federal and State Representatives of issues that affect Woodinville, in 2011 we believe our efforts will be better spent on establishing and implementing Legislative Agendas that focus on regional and local issues. On Tuesday evening, we intend to discuss Attachment 1, which includes a table that summarizes suggested 2011 Legislative Agenda items and implementation actions. ALTERNATIVES: 1. To discuss and amend the Proposed 2011 City of Woodinville Legislative Agenda 2. To schedule this matter for additional discussion at a future time. RECOMMENDED ACTION: TO DISCUSS AND APPROVE THE CITY COUNCIL'S 2011 LEGISLATIVE AGENDA. Attachment 1: Proposed 2011 City of Woodinville Legislative Agenda

No real targeted effort over past few years due to financial issues at State and Federal Levels! Extreme financial issues expected in 2011 at Federal/State (little time or attention for many issues)! Narrow focus for Federal and State Issues, and refocus on Regional and Local Legislative Issues in 2011
