1 ADMINISTRATION & FINANCE COMMITTEE MINUTES-DECEMBER 17, 1992 MEETING George Brodie (absent) Heather Coupland Jim Boyes-Chairman Dan Brooks Dave Hetherington Staff members present at the meeting were K.C. veitch and Jan Howden. The meeting convened at 3:30 p.m. and adjourned at 5:00 p.m. CORRESPONDENCE The District Municipality of Muskoka, requesting Council to consider the possibility of moving civic Holiday from August to another time of year to assist in stimulating our tourism based economy. Two suggestions were the weekend of the Bala Cranberry Festival or a weekend in February. staff was requested to circulate this letter to all of Council with a memo requesting their written comments, if any, before the next Administration & Finance Committee meeting to be held on January 14, Bracebridge Culture and Recreation, informing Council of the Georgian Bay Area Forestry Challenge to be held in Kerr Park on September 25, 1993 and asking for direction with respect to using a public address system during the hours of 9:00 am.m to 5:00 p.m. on that day. The Administration & Finance Committee felt that this event would be classified as a public event in the bylaw and as such does not require an exemption. The Town of Newmarket, requesting support of their resolution in opposition to the Province implementing any initiatives impacting upon matters of local municipal concern in that they interfere inappropriately on the mandate and areas of responsibility of local government. A brief precis of this resolution will be forwarded directly to Council at their next regular meeting for discussion. ADMINISTRATION & FINANCE DECEMBER 17,1992 PAGE 1

2 The Bracebridge Ratepayers Association showing appreciation to the Town's efforts in holding the 1992 tax increase to zero and requesting the same be done in Also the Association asks that they be kept informed during the budgetary process. This letter is to be distributed to all members of Council for their information. Debbie McLaren, Business Improvement Area, requesting that purchases on behalf of the Town be made within Muskoka, wherever possible. staff was asked to respond to this letter explaining the policy currently in place and the research on this matter which indicates that most municipalities do not have such policies. D. McLaren, Bracebridge Business Improvement Area, requesting that a new lighting plan within the B.I.A. be considered in budgetary discussions and that additional signage for Downtown Bracebridge be included. This issue will be forwarded to the appropriate Committees for their action. Debbie McLaren, Bracebridge Business Improvement Area, expressing gratitude for the decorated Christmas trees throughout the B.I.A. and complimenting Council on the refurbished tower. None required. Town of Kirkland Lake requesting support of their resolution to petition the National Transportation Agency of Canada not to allow the Canadian National Railway to discontinue passenger train service between North Bay and Toronto. A NOTICE OF MOTION in support of this resolution will be presented to Council for discussion. See New Item #924 ontario Council for International Cooperation, a coalition committed to achieving global development in a peaceful and healthy environment, with social justice, human dignity and participation for all, requesting council to proclaim the week of February 1 to February 7, 1993 as "International Development Week. A NOTICE OF MOTION will be presented to Council at their next regular meeting to consider declaring the week of February 1-February 7, 1993 as International Development Week. 3 CORRESPONDENCE FOR CIRCULATION The following correspondence was tabled for review: 1993 Debenture Payments Schedule, Steering Group on prosperity publication entitled "Inventing Our Future", Industry, Science and Technology Canada announcing the Canada Awards for Business Excellence. The Administration & Finance Committee requested that the debenture payment schedule be circulated to all members of Council. No action required on the other tabled correspondence. OLD BUSINESS Item #575-Road Closings Allan Parker application-margaret Street Road Closing This road closing was considered at a recent Public Works Committee and it was the recommendation of that Committee that this road closing not proceed due to the potential to establish recreation trails on this road allowance. Laura Armstrong-Shore Road closing; Browning Island This application was considered along with the plan submitted as prepared by Basil Coote and the favourable comments from the Ministry of Natural Resources. Provided Mr. John Hiley, Coote, Jackson, Hiley, reviews this plan and is of the opinion that no obstacles exist the Administration & Finance Committee recommends that a NOTICE OF MOTION be forwarded to Council. See Item #575. Item #888-Parking Meters A letter was received from Debbie McLaren, Bracebridge B.I.A. Board of Management, mentioning the two "free parking" test periods and surveys for Downtown Bracebridge and surrounding streets and again requesting the removal of parking meters along their streets. Further to this, the B. I.A. Board asks for authorization to publicize a free parking promotion for the remaining Christmas season. The By-law Enforcement staff have already been instructed to not enforce parking meter violations for the remainder of December as has been the practice for many years. Due to the changes in the B.I.A. Board of Management personnel, this letter will be discussed in the new year after the new people have taken office. ADMINISTRATION & FINANCE DECEMBER 17,1992 PAGE 3

4 Item #841-Bracebridge Chamber of Commerce Councillor Dan Brooks advised the Committee with respect to the progress being made towards a seven-day-a-week Information Centre. Mr. Brooks stated that in view of the proposed changes currently underway concerning the functions of organizations like the Chamber, Industrial commission etc. this matter should be deferred for future discussion once these groups have agreed on their restructuring. Mr. Brooks also conveyed to the Administration & Finance Committee the feeling of the Chamber members that the Bird's Mill Warehouse property should proceed in the near future and their wish to offer their support. NEW BUSINESS There was no new business brought forward at this time. INFORMATION ITEMS K.C. Veitch, Clerk-Administrator, read a letter received from the Minister of state Transport, Shirley Martin, in response to Mayor Lang's letter regarding Transport Canada's plans for the future of the Muskoka Airport. This letter states that no decisions are imminent on the implementation of Transport Canada's Air Navigation System Modernization Plan but that this proposal is being considered. The Minister further ensures that Transport Canada has no plans to phase out Muskoka Airport but will provide the level of service appropriate to meet the demands of the aviation community. A copy of a letter concerning this issue to Roland Filzmaier from Transport Canada was also enclosed. The letter stated that further information from Mr. Filzmaier is required prior to consideration of his proposal for the subdivision. Mr. veitch also informed the Committee of the request from the Rotary Club of Bracebridge for Municipal approval for their annual "Super Grand Lottery. The Committee agreed to provide the necessary letter in support of this worthy fundraising event.
