1 TOWN OF WHITCHURCH - STOUFFVILLE COUNCIL PUBLIC MEETING MINUTES June 16, :00 PM Chair: Mayor Altmann The Council Public Meeting was held at the municipal offices, on the above date and time. All members of Council were present, with the exception of Councillor Hargrave and Councillor Smith. Staff Present: Marc Pourvahidi, Michele Kennedy, Isabel Leung, Alan Drozd and Kathryn Jones. CONFIRMATION OF AGENDA MOVED by Councillor Kroon SECONDED by Councillor Ferdinands THAT the agenda be confirmed as circulated. DECLARATIONS None ADOPTION OF MINUTES MOVED by Councillor Upton SECONDED by Councillor Ferdinands THAT the Public Hearing Minutes of February 17, 2015 be adopted as circulated.

PROPOSED ZONING BY-LAW AMENDMENT, LOT 19, PLAN 182 AND LOT 18, PLAN 209, 27 WINDSOR DRIVE, MUSSELMAN S LAKE, FILE NUMBER ZBA (D14) NOTICE GIVEN: The Clerk advised the procedure by which notice was given, and confirmation as to the dates that the notices were given. The Chair advised that any persons wishing to speak to any of the items on the agenda were to complete a Public Delegation Form, clearly noting name, address and telephone number and submit to the Clerk prior to addressing Council. The Chair advised that in order to be entitled to appeal or be added as a party to an appeal to the Ontario Municipal Board regarding this matter, the person must make oral submissions at this public meeting, or provide written submissions to the Town before Council makes a decision on the application. PURPOSE: The Manager of Planning advised that the purpose of this meeting was to fulfill the Statutory Public Meeting obligations under the authority of the Planning Act to introduce the proposed Zoning By-law Amendment. The objective of the Public Meeting was to solicit comments from interested members of the community and public agencies. The presentation was given by the Manager of Planning and provided an overview of the proposed Zoning By-law Amendment, identified present policies of various development control documents relevant to the subject lands; identified key issues associated with the development of the property which has to be addressed by the Agent and Owner; and identified any comments received from members of the public and/or public agencies as of the date of filing this report for inclusion in the June 16, 2015 Planning Meeting agenda.

3 The Applicant proposed to redevelop the subject property through a consent process to create one new residential building lot while maintaining the existing detached dwelling on the north half of the property. The proposed residential lots would have a minimum lot area of hectares (0.11 acres), and frontages of 15.2 metres (50 ft.) on Windsor Drive and Valley Road respectively. Partial servicing was proposed by way of municipal water through the Ballantrae-Musselman Lake Water Supply System and private individual septic sanitary systems. An application for consent to sever the property had not been submitted at this time. The Manager of Planning indicated that comments received from the public and government agencies would be considered in future for review. A further report assessing the merits of the planning application would be presented to Council at a later date following the receipt and evaluation of Agency and Public comments obtained through the Public Meeting process. REPRESENTATION FROM THE PROPONENT: James Spratley, the Agent for the applicants, advised of the following: The community of Mussleman s Lake is in the process of being revitalized. The agent would like to continue to upgrade the community within the current restrains of land availability. Through research at the provincial and regional level, he found that there may be grounds for altering the current zoning By-law if the proposal generates benefits to the community, such as water quality improvement and provision of affordable housing. The agent stressed the importance of replacing aging and failing septic systems in the Mussleman s Lake community. He has enacted a self-imposed development fee of $ per lot in contribution to a community account. This account had been set up to help other residents of the lake upgrade their septic systems. The development aimed to replace the existing septic tanks with a tertiary treatment system, which would significantly reduce the level of waste discharge. Under the new model of septic system, there would be an annual maintenance check and the bio filter would be replaced every five years.

CITIZENS IN OPPOSITION: Mr & Mrs. Zikovtz dated June 16, 2015 in opposition of lot separation. MOVED by Councillor Kroon SECONDED by Councillor Upton 1) THAT all public and agency comments be referred to Staff for inclusion in a future report regarding the disposition of this matter. CONFIRMATORY BY-LAW MOVED by Councillor Ferdinands SECONDED by Councillor Lovatt MOTION TO ADJOURN THAT the Confirmatory By-law MS be given first, second and third reading and passed. MOVED by Councillor Upton SECONDED by Councillor Kroon THAT there being no further business the Public Hearing meeting be adjourned at 7:51 p.m.
