CONSIDERATION OF ADOPTING A RESOLUTION MAKING CHANGES TO THE TIME PERIOD IN WHICH THE COUNCIL CAN MAKE APPOINTMENTS TO THE CITY S BOARDS AND COMMISSIONS MAYOR ARAPOSTATHIS 7:00 P.M. HEARINGS 11. CONSIDERATION OF THE CONSOLIDATED PLAN FOR COMMUNITY DEVELOPMENT FOR THE PLANNING PERIOD JULY 2015 THROUGH JUNE 2020 AND THE FISCAL YEAR 2015/2016 ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM Staff recommends the Council adopt a resolution adopting the Consolidated Plan for Community Development for the planning period June 2015 through June 2020 and the FY 2015/2016 Annual Action Plan and authorizing submittal to HUD. CONSIDERATION OF ADOPTION OF THE FEE SCHEDULE AND ANNUAL ADJUSTMENT TO THE REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PROGRAM (RTCIP) IMPACT FEE FOR FISCAL YEAR Staff recommends the Council adopt a resolution finding the Fee Schedule for Fiscal Year and the Exceptions to the Cost Recovery Policy consistent with the Cost Recovery Policy; and find the San Diego Association of governments (SANDAG) annual adjustment to the Regional Transportation Congestion Improvement Program (RTCIP) development impact fee consistent with SANDAG Commission Ordinance and adopt the resolution. CONSIDERATION OF RESOLUTIONS TO APPROPRIATE PARK IN-LIEU AND IMPACT PROJECT FEES FOR PARK CAPITAL IMPROVEMENTS AND MAKE THE FINDINGS AS REQUIRED UNDER GOVERNMENT CODE SECTION 66001(A) Staff recommends the Council a) adopt a resolution to appropriate Park In-Lieu and Impact Project Fees for park land purchase and park capital improvements; and b) adopt a resolution justifying the retention of remaining unexpended funds as required and pursuant to Government Code Section 66001(d).
