Kildare. 13 February 2017 To the Mayor and each Member of the Naas Municipal District Dear Mayor and Members, The next meeting of the Naas Municipal District will be held at 2:00 p.m. on Tuesday, 21 February, in the council chamber, Áras Chill Dara, Naas, Co. To approve minutes of the monthly meeting held on 17 January 2017 and to note the progress report. 2. To receive an update on the schedule of municipal district works. 3. The Chair of the Transportation, Safety and Emergency Services Strategic Policy Committee (SPC) is seeking a nomination of one member from each Municipal District to the Kildare Cycling Forum. 2 Roads, Transportation and Public Safety (2:15 pm) 4. To consider Section 38 Road Traffic Act Proposed parking restriction at the entrance and exit to Killashee Multi-Denominational National School, Kilcullen Road (R448), Naas, Co. Kildare. (Report attached) 5. Proposed Extinguishment of Public Right-of-Way-Walkway at Monread/Sallins Roundabout Naas. (Report attached) Adjourned Motions 6. Councillor Moore That the Director of Services for Roads, Transportation and Public Safety attend the meeting and explain why the finance for consultant traffic and road surveys can be found for Kilcock, Newbridge, Kildare, Maynooth and Athy, but are denied or cannot be sourced for a similar survey in the capital town of Naas despite the high priority by the council and Dublin Transport Authority (DTA) to implementing what they consider are traffic management and roads improvements in the town and are piece-mealing ahead with the council office judgements, without the benefit of a professionally prepared overall survey for the needs of the town over the next 30 years. 7. Councillor Moore That the Director of Services for Roads, Transportation and Public Safety attend and give an explanation as to why the council have reneged on the Local Authority commitment in 2014 to construct an extension car park facility at Naas Sports Centre from the time of the construction of the Skateboard Park Facility. Motions 8. Councillor O'Neill That this council writes to public representatives in both Asbourne and Kells, Co. Meath inviting Councillors to a questions and answers session on their experience of one town accepting new cycle lanes, footpaths and loss of car parking and the other town rejecting the funding. The purpose of this is to see comparative size commuter towns to Naas and how they have been affected (good or bad) by the disruptions, trade and general health of the towns. Page 2 of 5

3 9. Concillor Hillis That this council would repair the road beside " The Brown Bear ", in Two Mile House as it is in a bad condition. 10. Councillor Scully Due to the announcement by the Government that work on the M7 upgrade will commence this year, that the council will postpone the proposed Dublin Road cycle lane and Poplar Square works until the motorway widening scheme is completed. 11. Councillor Scully That the council install a pedestrian crossing at Naas General Hospital. 12. Councillor Brett That the Naas Municipal District affirms its decision to pedestrianize Poplar Square and provide cycle lanes on the Dublin Road corridor. 13. Councillor Kelly That this municipal district set as its highest priority the retention of all the parking spaces at the Kilcullen Road end of Naas. Adjourned 14. Councillor Moore What is the county at large allocation and the Naas Municipal District allocation, including members discretionary funds, for public lighting in 2017 and what were the allocations for 2016, where was it spent in Naas and was all of the allocation spent? 15. Councillor Brett Can the council provide a box junction adjacent to the Punchestown junction in Johnstown village to alleviate congestion? 16. Councillor O'Neill Can we have an update on the cycle lane from Craddockstown school please? Page 3 of 5

Councillor Moore Can the members and executive recognise the unbelievable accomplishment of Naas GAA Club in winning 16 major championships, leagues and special regional competitions in 2016 in hurling and football at u/14, u/15, u/16 u/18 and u/21 with a special awards evening in Naas Town Hall? Planning and Strategic Development (3.05 pm) 18. Councillor Breen Can the council update and clarify what is happening with regard to the transfer of that portion of De Burghs land which is to be transferred to the council for use by the people of Naas? Water Services and Environment (3.10 pm) 19. To consider receipt of a presentation on the operations of the Local Authorities Waters and Communities Office (LAWCO) and an update on the preparation of the 2nd Cycle Draft River Basin Management Plan. Motion 20. Councillor Breen That the council review the practice of allowing people to drop their disused Christmas trees in open unsecured areas, (Monread Park ), which is attracting anti-social behaviour and causing the unnecessary use of the local fire brigade and Garda. 21. Councillor Kelly How does Naas Municipal District deal with the removal of dog fouling from our streets and how often is it done? Page 4 of 5

5 Economic, Community and Cultural Development (3.15 p.m.) Motion 22. Councillor O'Neill That this municipal district writes to the both the Dublin Local Enterprise Office (LEO) and the Dublin Chamber of Commerce and asks if they have any initiatives or any evidence that such initiatives have assisted businesses during times of disruptions during Luas works. 23. Councillor Brett That the Naas Municipal District supports the formation of a marketing group to include the Local Enterprise Office (LEO) and the URBACT group to promote Naas Town as a place to shop and to counteract the loss of footfall due to the transfer of businesses to the Monread road. 24. Councillor O'Neill Is the council aware or can find out if Naas Municipal District area is to receive one of the new signs promoting local points of interest and encouraging further exploration in the area?
