COMMITTEE SECTION (H.A) 11.1 Main functions of the Section: The primary function of this Section is to provide secretarial assistance to one of the eight Department-related Parliamentary Standing Committees (DRSCs) serviced by the Rajya Sabha Secretariat i.e. Committee on Home Affairs. Like the other seven DRSCs serviced by the Rajya Sabha Secretariat, the Committee on Home Affairs is governed by Rules 268 to 277 of the Rules of Procedure and Conduct of Business in the Council of States. In other respects, the rules applicable to the Select Committee on Bills in the Council also apply mutatis mutandis to the Committee. As per the Rule 270 of the Rules of Procedures and Conduct of Business in the council of States, (Rajya Sabha), the functions assigned to the Committee, are as under:- (a) to consider the Demands-for-Grants of related Ministries/Departments and report thereon. The report shall not suggest anything of the nature of cut motions; (b) to examine Bills, pertaining to related Ministries/Departments, referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon; (c) to consider the annual reports of the Ministries/Departments and report thereon; and (d) to consider national basic long term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon. Provided that the Committee shall not consider matter of day-to-day administration of the related Ministries/Department Jurisdiction of the Committee: Two Ministries namely, the Ministry of Home Affairs; and the Ministry of Development of North Eastern Region (DONER), as listed in the Third Schedule to the Rules of Procedure and Conduct of Business in the Council of States, are under the jurisdiction of the Committee on Home Affairs Tenure of Committee: The Committee re-constituted, under the Chairmanship of Shri M. Venkaiah Naidu, for a term of one year w.e.f. 31 August , with 10 Members from Rajya Sabha and 21 from Lok Sabha, continued to function till its re-constitution again w.e.f. 31 August Consideration of Demands for Grants ( ): Two Reports (161 st and 162 nd ) on the Demands for Grants of the Ministry of Home Affairs and the Ministry of Development of North- Eastern Region, for the year , were presented to Parliament, on 30 th April 2012 and 7 th May 2012, respectively, after their scrutiny by the Committee Consideration of Bills: During the period under review, the following six Bills were referred to the Committee for examination and report thereon: S. 2 5. 28 December 2012 The Governors (Emoluments, Allowances and Privileges) Amendment Bill, December 2012 The Criminal Law (Amendment) Bill, The Reports on the Arms (Amendment) Bill, 2011, the North-Eastern Areas (Reorganisation) Amendment Bill, 2011 and The Unlawful Activities (Prevention) Amendment Bill, 2011 were presented/laid to/in the Rajya Sabha/Lok Sabha on 28 March The Report on the Constitution (One Hundred Eighteenth Amendment) Bill, 2012 was presented to/laid in the Rajya Sabha/Lok Sabha on 23 and 22 November 2012, respectively. The Report on the Working of Sardar Vallabhbhai Patel National Police Academy, Hyderabad was presented to/laid in the Rajya Sabha/Lok Sabha on 30 August Sub-Committees: The Chairman, Department-related Parliamentary Standing Committee on Home Affairs constituted two sub-committees to study in details the subjects relating to North Eastern Region and Administration of Union Territories on 18 May 2012 consisting of 8 Members each. The Committee also visited Andhra Pradesh from 6 th to 10 th November 2012 to assess the Coastal Security and Disaster Management set up there. The sub-committee on Administration of Union Territories visited Union Territory of Chandigarh as part of the study of Administration of UTs Meetings & Reports: The Committee held 26 meetings in all devoting 27 hours and 35 Minutes. The Committee on Home Affairs had the following specific goals to be achieved: (i) (ii) (iii) (iv) Consideration of Demands for Grants ( ) of related Ministries and report thereon; Consideration of ATRs received from the related Ministries on the respective Reports pertaining to Demands for Grants ( ) and report thereon; Examination of Bills and report thereon; and Detailed examination of the subjects and report thereon The succeeding paragraphs contain the analysis of the extent to which each of the above mentioned goals were achieved during the tenure of the Committee With regard to the goal mentioned at Sl.No.(i), the Committee considered the Demands for Grants ( ) of the Ministry of Home Affairs and the Ministry of DoNER and 161 st and 162 nd reports, respectively, were presented on the Demands for Grants during the period under review Regarding Sl. No. (ii), ATNs of the concerned Ministries on the observations/recommendations of the Committee as contained in its Reports on Demands for Grants ( ) have been prepared and are to be considered by the Committee, and two reports thereon would be presented to the both the Houses of Parliament in ensuing Budget Session As regards the examination of Bills, the Committee presented five Reports on the Arms (Amendment) Bill, 2011; North-Eastern Areas (Reorganisation) Amendment Bill, 2011; The Citizenship (Amendment) Bill, 2011; The Unlawful Activities (Prevention) Amendment Bill, 2011 and Constitution (One Hundred Eighteenth Amendment) Bill, 2012 during the year In respect of Sr. No. (iv), the status of the subjects undertaken by the Committee for detailed study are given below:- S. The Sub-Committee also visited Chandigarh from 26 th to 28 th July 2012 to study various aspects of Administration of UT of Chandigarh. 7. Infrastructure Projects and The erstwhile Committee heard Secretary, DoNER Economic Development in NE on 19 th July, However, the presentation Region remained inconclusive. The sub-committee on NER was constituted, which held five meetings on 21 May, 7 June, 29 June, 9 July and 26 July 2012 and covered Road projects, Rail Projects and air connectivity in NER. 8. Problems faced by the Home Guards and their Working Conditions; and 11. Law and order situation in Delhi (renamed as Functioning of Delhi Police) The sub-committee on NER in its sitting held on 7 th June, 2012 heard the Home Secretary on the subject. The proposed sub-committee may continue to study the subject. Subject yet to be taken up. The previous Committee in its sitting held on 18 th July 2012 heard presentation of the Home Secretary on the subject. 9 11.13 Status of Computerisation: Five Computers have been installed in the Section and all typing work is done on them. Information material for research and reference purposes is also searched on the internet. All computers are connected with LAN Inspection of the Section: The Annual Inspection of the Section for the year 2011 was held on 17 May Training: No Staff members of this Section took training during Budget: The details of allocation of Budget & Expenditure is as under: i) Budgetary Allocation: Rs.1,50,000/- Lunch/Dinner/Refreshment etc. Rs. 10,000/- for Administrative Expenses ii) Expenditure: a) Anticipated Expenditure upto 31 December 2012 is to the tune of Rs. 1,04,503/- on Lunch/Dinner/Refreshment etc.; b) Anticipated Expenditure on binding of Reports and verbatim proceedings of the Committee upto 31 December 2012 is to the tune of Rs. 570/-. 104
