Any Bachelor Degree with professional experience in Public Administration, who the institution considers can successfully integrate into the program. ACADEMIC BACKGROUND FOR ADMISSION GENERAL OBJECTIVES OF THE CURRICULAR PLAN General Objectives 1. Exercise leadership of positive action in the various interdisciplinary areas involving public service. 2. Derive, from a critical analysis, the design of public policies, contributing to the progress of Mexico. 3. Select the appropriate instruments for senior management, in the practice of public and private management; defending and integrating the values of trust, integrity and responsibility in their professional career. 4. Propose the improvement of public administration systems and their actors, as a result of the analysis of their complexity, relationships and responsibilities. GRADUATE PROFILE As a result of their studies at the University, in the following academic areas, graduates are expected to: Academic Area. Administration 1. Establish analogies between the most representative management trends and schools, based on the historical development of science of administration from its origins to the present day. 2. Assess the current system of parastatal companies proposing amendments to improve their functioning and modernize their structure. 3. Define the powers of each Government level through the structural analysis of the federal, 1

2 State and municipal public administration. 4. Differentiate the private or commercial management from public management through their corresponding control elements. 5. Direct the relations which make up the public administration environment to modernize the country administratively. Academic Area. Economy 1. Analyze the fluctuations and the main indicators of the macro-economy in terms of their impact on public administration. 2. Promote the development of the dignity of the human person, applying ethical principles and social responsibility to the analysis and planning of economic indicators. 3. Predict the scenarios in the short and medium term on public finance, through techniques and instruments, pointing out the consequences for the society as a whole. 4. Design comprehensive administration of public expenditure, integrating the planning, programming and budgeting processes. 5. Reconcile the processes of planning, programming and budgeting with the allocation of budget, consistent with the National Development Plan and the social needs. 6. Assess the economic models used by Governments in order to direct the economic dynamics towards the search for the benefits of society. 7. Design economic proposals to improve the performance of the public administration and achieve the common good. Academic Area. Law 1. Assess the ethical and justice implications of the acts done by public administration under the administrative law framework. 2. Judge control mechanisms and administrative sanctions regarding the responsibility of public servants from the socio-legal role for the common good. 3. Propose changes to labor policies which have an impact on the development of the functions of the public servant. 4. Analyze the impact of the international economic liberalization in the field of government procurement in order to assess the international obligations assumed by Mexico in the sector of the administrative contracting, and its influence on the national regulatory framework. 5. Design proposals for the solution and regulatory improvement of administrative contracting, through the analysis of case studies. 6. Make ethical use of the mechanisms provided by law, for the protection of individuals against acts of public administration. Academic Area. Methodologies and Leadership 1. Design a research project in accordance with the requirements of scientific techniques and methods. 2. Establish hypotheses about the different theories of legal argumentation. 3. Justify the relationship between the legal arguments and the implicit moral foundations in the light of the principles of the dignity of the human person in Christian humanism. 4. Critically analyze the rules governing the ethical conduct of public servants in Mexico to participate in the design of projects to improve them and make them more efficient. 5. Properly outline the ethical conduct that must be observed by public servants as part of their social responsibility, based on the ethical values of Christian humanism. 2

3 Academic Area. Politics and Government 1. Judge the dynamics of the political power phenomena and their influence on society. 2. Analyze the relationship between the State and civil society, from the principles that structure the organization and functioning of the public authorities at the three government levels. 3. Analyze the parameters within which the State and its public entities operate, as a characteristic of the Rule of Law. 4. Assess different theoretical currents of political theory in the light of universal moral principles, justice and Christian humanism. 5. Build appropriate methodologies for the assessment of government policies, especially in relation to the parameters of social development. 3

The subjects in this curriculum can be susceptible for accreditation without any equivalency, as long as they have been passed by the student and are common to other curriculums of the National Education System in terms of the Agreement 286, guideline no

5 PROPOSAL FOR ASSESSMENT AND PERIODICAL UPDATE OF THE CURRICULAR PLAN The curricular plan will be annually assessed and updated every four to six years. This will involve the gradual assessment of the Master s curricular plan, in order to have sufficient and timely information to ensure its constant improvement. Assess the curricular plan as the product of a design or planning phase by the academic personnel of the School or Faculty and institutionally by the Academic Vice-Rectory. Assess the curriculum systematically in order to obtain objective information to identify its efficiency, relevance and effectiveness levels, which are essential for feedback purposes and modification of the educational process. Identify precisely and objectively any changes in the students knowledge, skills, abilities and attitudes, from admission to graduation to be able to assess the level of compliance with the learning outcomes in the curriculum and the corresponding competencies in accordance with the curricular plan. This is the assessment of student learning. Identify the effectiveness of the teaching methodologies, according to the achievement of the learning outcomes, and if weaknesses are identified, the assessment will guide the modifications to be made to this methodology, in order to improve it. This is the assessment of faculty activity and administration regarding the teaching activity. For the internal evaluation of the curricular plan, the technique used is on the basis of judgment by institutional experts and the Consultative Council whom assess the congruency of the plan s elements, validity, sequence and content structure. To measure the achievement of students competencies, all kinds of instruments will be used (tests, checklists, measurement scales, etc.), provided that they accurately assess the learning acquisition in terms of content and content usage. The assessment of student learning during the courses is the professors responsibility. To measure the efficiency of teaching, the integrated system for professor evaluation, which has been established by the University, will be used. To measure the efficiency of the teacher support services and the educational administration, the institution will design instruments to measure precisely the different ways in which the University supports and encourages university teaching. At the end of every academic term and at graduation of every student generation, the institution will apply instruments to obtain information about the professional profile achieved; instruments such as examinations of general knowledge, questionnaires for graduate follow-up and opinion surveys regarding organizations that graduates join for work. The information derived from this assessment process will be used as feedback and as a framework for the modification or renewal of the curricular plan.
