7 Council Minutes Tuesday, July 03, 2018, THAT the following items from the proceedings of the Committee of Council meeting held on July 3, 2018, be received: ADMIN 19-18, Chip Truck and Temporary Bylaw Exemption OPER 11-18, Cramahe Town Hall Roof Replacement PLAN 25-18, D10-BIL-06-18, Consent Application PLAN 26-18, D10-STO Consent (Severance) Application OUTSIDE RESOLUTIONS - REQUEST FOR ENDORSEMENT Township of Georgian Bay, requesting support for Bill 16, Municipal Authority over Landfilling Sites Acts Resolution # Moved by Councillor Gilligan Seconded by Councillor Van Egmond WHEREAS municipal governments in Ontario do not have the right to approve landfill projects in their communities, but have authority for making decisions on all other types of development; AND WHEREAS this outdated policy allows private landfill operators to consult with local residents and municipal Councils, but essentially ignore them; AND WHEREAS municipalities already have exclusive rights for approving casinos and nuclear waste facilities within their communities; AND FURTHER THAT the province has recognized the value of municipal approval for the siting of power generation facilities; AND WHEREAS the recent report from Ontario's Environmental Commissioner has found that Ontario has a garbage problem, particularly from Industrial, Commercial and Institutional (ICI) waste generated within the City of Toronto, where diversion rates are as low as 15%; AND WHEREAS municipalities across Ontario are quietly being identified and targeted as potential landfill sites; AND WHEREAS municipalities should be considered experts in waste management, as they are responsible for this within their own communities, and often have decades' worth of in-house expertise in managing waste, recycling, and diversion programs; AND WHEREAS municipalities should have the right to approve or reject these projects, and assess whether the potential economic benefits are of sufficient value to offset any negative impacts and environmental concerns; NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Cramahe supports Bill 16, Respecting Municipal Authority Over Landfilling Sites Act introduced by MPP Ernie Hardeman and calls upon the Government of Ontario, and all political parties, to formally grant municipalities the authority to approve landfill projects in or adjacent to their communities; Approval of the regular Council Meeting Minutes of June 19, July 3, 2018 Page 7 of 21

Resolution No Provincial Agricultural Systems Mapping Councillor Donna Ballantyne Councillor Gerry Herron Whereas the Provincial Liberals seem to have made rash, broad stroke decisions by implementing Agricultural Systems mapping changes with little notice and no transition period; Be it resolved that the Provincial Conservatives review the rationale and research that drove the decision to implement the new Agricultural Systems mapping that expanded prime agricultural land designations; and that the new government be urged to review and modify the severe restrictions resulting from the agricultural systems mapping; and that this Resolution be circulated to M.P.P. Dave Smith, the Association of Municipalities of Ontario (AMO) and all AMO municipalities requesting their support. Carried. 18 August 28, 2018 Julie Oram Township Clerk Township of Cramahe 1 Toronto Road Colborne, ON, KOK1SO T: (905)-355-Z821 Re: Request for Permission to Access Property from Township Road Attention Township Council: Our family owns property on Herley Road and it is our intention to build there in the not to distant future. We have the appropriate amount of frontage on Herley Rd to obtain a building permit, however Herley Road is not the most logical location to place a driveway entrance to access our proposed building site. Please accept this letter as my request to appear before council to request permission to have an entrance off of the Township s laneway to the Water tank, as shown on the attached layout. I am aware that others have been granted deeded right of ways and such to access infrastructure in the area, and I would like to request similar permission for access to my property. As you ll see, if we were to put a driveway in from Herley Rd, we would disrupt a field that could continue to be farmed moving forward and the length of driveway required to access where the home will be built would be over 300m likely. I m requesting renumeration in the amount of $ ($4350 in Consent Application Fees & $259 Township Peer Review Fee) that has currently been paid, as well as relief from any outstanding legal costs (if any) incurred by the township to date, as it is understood by all that withdrawing from the LPAT at this time is the more cost effective option for both taxpayers, township and myself. 21 THE CORPORATION OFTHE TOWNSHIP OF CRAMAHE BY-LAW Being a By-law to Confirm the proceedings of the Corporation of the Township of Cramahe Council at its Regular Meeting held Tuesday, September 4, The Council of the Corporation of the Township of Cramahe hereby ENACTS as follows: 1) That the actions of the Council of the Corporation of the Township of Cramahe in respect of: a) each report, motion, resolution or other action passed, taken or adopted by Council at this meeting, is hereby adopted, ratified and confirmed as if each resolution or other action was adopted, ratified and confirmed by its separate by-law. 2) That the Mayor and the proper officers of the Corporation of the Township of Cramahe are hereby authorized and directed to do all things necessary to give effect to the said action of the Council referred to in Section 1. 3) The Mayor, or in the absence of the Mayor, the Deputy-Mayor and the Clerk, or in the absence of the Clerk, the Deputy- Clerk. a) are authorized and directed to execute all documents necessary to the action taken by Council as described in Section 1; and b) are authorized and directed to affix the seal of the Corporation of the Township of Cramahe to all such documents referred to in Section 1. 4) This By-Law comes into force on the day upon which it is enacted.
