2 Historical Highlight - Centennial Verbal Report: Mayor Clay File: On October 3, 1962, a tropical storm developed 500 miles off Wake Island in the north Pacific Ocean By October 12 with sustained wind speeds of 90 km/h and gusts reaching 145 km/h Port Moody was hit at about 4 pm The noise was frightening In many homes it sounded as if a jet plane was landing in the backyard Strangely, above the roar of the wind, one could hear the distinctly sharp noise of alder trees snapping before falling to the ground It sounded like machine gun fire With a great number of trees falling all over the Lower Mainland, there was an almost instant power failure Most roads in wooded areas were closed People had a difficult time getting home from work and from shopping Power was off for four to five days People had to depend on fireplaces, barbeques or Coleman stoves because the power was off for such a long period of time Luckily, the temperature did not drop too low Neighbours pitched in to help each other, especially those with young children One resident loaned a Coleman lamp to Mr Torvick so that he could keep his small grocery store operating (where the present Saint St Grill is now located) It was the only store that had a supply of candles and they did not last long A great number of householders lost their wood or asphalt shingle roofing Because of the ensuing shortage of shingles, many owners could not get matching colours and there were a lot of multi-coloured roofs for months One unfortunate Port Moody resident who had replaced some shingles he had lost during a wind gust on October 11 lost all of his shingles on the 12th With the extremely high tide and strong winds a number of boats and boat houses on Port Moody's north shore were badly damaged Industries all over the Lower Mainland were put out of action through damage or no power to operate 2 Public Input Wendy Swalwell, President, Moody Centre Community Association spoke to the proposed strata conversion application on tonight s agenda She noted that some members of their association supported this proposal while others expressed the view that this proposal would not reflect the needs of the community She noted that when this was initially approved the representation was given that the owner would live on site Because of that change, she suggested that their Association feels this should go back to public hearing They also had concerns regarding where the two homes are situated She inquired how the stringent heritage guidelines would bind future owners and she requested additional information about what could happen to the houses and the property in future and how the terms of the HRA would be protected

3 Jillian Hull, Port Moody, spoke regarding International Artists Day She noted that Mayor Clay submitted to some fun photographs to honour the day by dressing up as Picasso She mentioned the artists trading card event at the Port Moody Arts Centre and advised of a new Port Moody business called Arts Spot which recently had their opening Ilselore Leis, Burrard Crescent, Harbour Heights, spoke in opposition to the concept of parking metres at Rocky Point Park Port Moody Ecological Society Joint Family Court & Youth Justice Committee 3 General Matters 31 Delegation Application dated March 14, 2012 File Sandra Niven, President, Port Moody Ecological Society made a PowerPoint presentation describing the history and future of the Society She presented Mayor Clay with a plaque commemorating the City s support 32 Delegation Application dated September 28, 2012 File Gurinder Mann representing the Joint Family Court & Youth Justice Committee provided an update of the committee s recent activities and accomplishments over the past number of years He also noted that the committee will be hosting an awareness event on bullying on Wednesday, October 24 th at Terry Fox Theatre He also advised of a forum on the legalization and regulation of marijuana use which will be in February, 2013 He requested Council s continued support for the committee 4 Legislative Matters Minutes 41 File: THAT the minutes of the Regular Meeting of Council held Tuesday, October 9, 2012 be adopted with the correction that the word ready in Item 46 be corrected to read reading Report of Public Hearing 42 File: THAT the Report of the Public Hearing held Tuesday, October 9, 2012 be received

4 Text Amendment to Zoning Bylaw to Clarify and Expand Child Care Use 43 File: / BL2930 "City of Port Moody Zoning Bylaw, 1988, No 1890 Amendment Bylaw 213, 2012 No 2930" a bylaw to amend the definition of Child Care Use and to extend the type of zones to which Child Care will be listed as a Permitted Use THAT Bylaw No 2930 be now read a third time THAT Bylaw No 2930 be now adopted 2013 Permissive Tax Exemption Bylaw 44 File: /BL2942 "City of Port Moody Tax Exemption Bylaw, 2012," No 2942, a bylaw to provide for exemption from taxation for 2013 THAT Bylaw No 2942 be now adopted Amendment to the Street, Traffic and Public Places Bylaw No Report: Development Services, Building, Bylaws and Licencing Division, dated October 16, 2012 File: BL1528 / BL2945 "City of Port Moody Street, Traffic and Public Places Amendment Bylaw, 2012", No 2945 a bylaw to clarify language and definitions, and remove recreational vehicles from S6101 Previous outstanding motion and amending motion: Moved, seconded THAT Bylaw No 2945 be now read a first time Moved, seconded and DEFEATED THAT Bylaw No 2945 be amended at first reading by amending S6101 of the bylaw to change the wording from park a Commercial Vehicle or Oversized Vehicle on a highway or boulevard for a period in excess of forty eight (48) hours to park a Commercial Vehicle or Oversized Vehicle on any highway or boulevard for a period in excess of forty eight (48) hours Voting against: Mayor Clay, Councillors Dilworth, Elliott, Glumac, Nuttall, Royer, Small THAT Bylaw No 2945 be amended at first reading by adding section 218 to read By replacing section 6101 to read park a Commercial Vehicle or Oversized Vehicle on any highway or boulevard within the City for a total period in excess of forty eight (48) hours in any ten (10) consecutive day period

7 Council Verbal Reports 8 Reports from Council 81 Councillor Glumac submitted the following notice of motion: WHEREAS Meningitis has caused the preventable deaths of young people from nearby communities and from around the province increasingly in the past years; AND WHEREAS many other provinces have adopted the MCV4 Meningococcal Conjugate Vaccine to prevent such unnecessary losses; AND WHEREAS the cost of the MCV4 Meningococcal Conjugate Vaccine has decreased while the incidence of disease and death has increased since the province last considered provision of the necessary treatment; NOW THEREFORE BE IT RESOLVED THAT the City of Port Moody request that the British Columbia Provincial Government reconsider the provision of the necessary MCV4 Meningococcal Conjugate Vaccine promptly and provide details of that reconsideration and its results to the public and to this Council; AND FURTHER BE IT RESOLVED THAT this resolution be forwarded to municipalities within the Fraser Health Authority service area Staff Verbal Reports 82 Resolution and Response Letters of Council Committees, Commissions and Boards - Minutes 9 Information Items 91 Letter: Ministry of Environment - BC Recycling Regulation (Packaging and Printed Paper) - July 24, 2012 Regular Council meeting 92 Minutes - Community Care Committee Minutes - Economic Development Committee Minutes - Environmental Protection Committee Minutes - Finance Committee Minutes - Finance Committee Minutes - Parks and Recreation Commission Minutes - Transportation Committee Minutes - Transportation Committee Minutes - Youth Focus Committee

8 Release of In- Camera Decisions 93 The following resolutions were released from the October 9, 2012 In-Camera Council meeting: Encroachment Agreement Renewal 698 Ioco Road THAT the Mayor and Clerk be authorized to execute a ten (10) year encroachment agreement with the owners of 698 Ioco Road for a period of ten (10) years, from October 1, 2012 to September 30, 2022, for the encroachment of a driveway, a fence and a small permanent structure that encroach onto the Government Street road allowance for an annual fee of $18960 plus the $28000 renewal fee and applicable taxes; AND THAT the fee be updated every two years based on current average assessed values Encroachment Agreement Renewal 2350 Hope Street THAT the Mayor and Clerk be authorized to execute an encroachment agreement with the owner of 2350 Hope Street for a ten (10) year term from September 1, 2012 to August 31, 2022 for the encroachment of a fence, wooden shed and children s play set into the road allowance to the east of 2350 Hope Street, for an annual fee of $16462 plus the $28000 renewal fee and applicable taxes; AND THAT the fee be updated every two years based on current average assessed values 10 Public Input Fred Soofi, Anmore resident and Port Moody property owner, spoke to clarify his application for strata conversion subdivision at 228 St George Street advising that the application was made as the current situation is not financially viable 11 Adjournment The Mayor declared the meeting adjourned at 8:36 pm Certified correct in accordance with Section 148(a) of the Community Charter City Clerk Confirmed on the Day of, 2012 Mayor
