SANTA SUSANA FIELD LABORATORY RCRA FACILITY INVESTIGATION REPORT GROUP 1A Paul Carpenter, PG, CHG California Environmental Protection Agency Department of Toxic Substances Control 1
TODAY S S DISCUSSION Review Group 1A site conditions and history Define RFI Report objectives and scope Describe Report contents, organization, review strategies Present Report findings and DTSC preliminary conclusions 2
IMPORTANT ISSUES STILL IN DEVELOPMENT SB990-compliant risk assessments, with Agricultural Residential Risk-Based Screening Levels (RBSLs( RBSLs) Updated comprehensive background data set for select chemicals Refined laboratory detection and reporting limits for chemical contaminants 3
DTSC IS PROCEEDING WITH REVIEWS Review of characterization results will support timely project completion (2017 target date) Many Group 1A sites (55) recommended for more investigation based on pre-sb990 criteria review allows verification Additional sample needs identified from current report can be completed to more stringent standards DTSC reviewers need to develop familiarity with sites and reports, maintain current momentum 4

GROUP 1A RFI REPORT OVERVIEW 14
GROUP 1A RFI REPORT Issued March 2009 Prepared for the Boeing Corporation by Montgomery Watson Inc. (MWH) Available on DTSC-SSFL SSFL web site for public review: ssfl.com/ Public comment until August 30 DTSC estimates review complete Fall
GROUP 1A RFI REPORT Focuses on Surficial Media (soil, soil vapor, shallow groundwater) Based on review of extensive historical records (documents, drawings, records, photographs, interviews) Summarizes numerous investigations over 15+ years at Group 1A sites Report = 14 major sections in 21 binders 16
REPORT LAYOUT VOLUME 1 APPENDIX A - I APPENDIX J APPENDIX K APPENDIX L APPENDIX M Integrated Summary Report Detailed stand-alone reports for each of the nine sites Chemicals In Groundwater Human and Ecological Risk Assessments Debris Survey Report (2008) Sewer Line Survey Report ADDENDUM Building Documentation Logs 17
RFI OBJECTIVES Present chemical characterization results and identify the nature and extent of chemical contamination Perform human health and ecological risk assessments for chemicals Recommend site actions: No Further Action (NFA) Further evaluation in Corrective Measures Study (CMS) Interim removal or stabilization measures 18
RFI STRATEGY Identify Chemical Use Areas at locations of known or suspected chemical releases Use soil, soil vapor, and water sample results to delineate sources and extent of chemical releases Perform Human and Ecological Risk Assessments Recommend next steps for remedy 19

REPORT RECOMMENDATIONS AND DTSC PRELIMINARY COMMENTS 30
GROUP 1A REPORT RECOMMENDATIONS The Group 1A RFI Report recommends: 55 sites across Group 1A be carried into next phase of Corrective Measures Study (CMS) evaluation 18 sites be granted No Further Action (NFA) status 3 sites have source stabilization (runoff barriers) maintained 31
VOLUME 1 FIG. ES-1 AREAS RECOMMENDED FOR CORRECTIVE MEASURES STUDIES (CMS) 32
PRELIMINARY DTSC REVIEW FINDINGS (1) DTSC's review of the report and historical information is ongoing, and comments are being generated. Due to the outstanding issues, DTSC can not concur with RBSL-based NFA recommendations for any sites at this time. DTSC concurs with the 55 sites recommended for CMS evaluation, provided all chemicals at sites are adequately characterized. 33
PRELIMINARY DTSC REVIEW FINDINGS (2) All RFI sites must ultimately be addressed using SB990-compliant criteria and updated background data, which may expand the number of RFI sites for the CMS evaluation Report revisions must ultimately address all specific DTSC technical comments 34
