5 I. PROPOSED PROJECT The proposed project is an integrated textile park proposed by M/s. Pallavada Technical Textiles Park Pvt. Ltd. The project houses 8 industrial plots for the purpose of Garment manufacturing and weaving, common facilities like workers hostel, admin and buyer lounge, testing and training centre, multipurpose hall, crèche, shopping centre, health care centre, Parents dorm, Central Kitchen, Laundry etc. and common infrastructure. The project has been constituted under the Scheme for Integrated Textiles Park (SITP) of Ministry of Textiles, Government of India. The land use of the Project site and the Built-up area split up are presented in Tables - 2 and Table - 3 respectively. About the Project Proponent As mandated by the guidelines of SITP, M/s. Pallavada Technical Textiles Park Private Limited is a Special Purpose Vehicle (SPV), formed and incorporated as a Private Limited Company under the Companies Act, 1956 with its registered office located at Kolappalur (PO), Gobichettipalayam Taluk, Erode District. The Board of Directors comprise of representatives of the 10 member units, which have planned to set up textile units in the park. MEMBER UNIT DETAILS Upon completion, the proposed project will house member units, who are already well established in carrying out spinning, knitting, weaving, garmenting and other textile related activities. 7 III. WATER REQUIREMENT & WASTEWATER MANAGEMENT Construction phase Water required during construction activities of quantity 10 KLD will be met from private suppliers. Operation phase The total water requirement for the entire project during the operation period for one time is 923 KLD with a daily fresh water requirement of 616 KLD, which will be sourced from New Tiruppur Area Development Corporation Limited (NTADCL). Total sewage generated is about KLD which will be treated in the proposed Sewage Treatment Plant (STP) with a capacity of 800 KLD. The treated water (723.0 KLD) will be utilized for flushing requirement (307 KLD) and greenbelt maintenance (416 KLD). The laundry wastewater of quantity 95 KLD will be treated in the ETP and the treated water will be used for greenbelt development. 9 IV. SOLID WASTE MANAGEMENT The solid waste generated during the operation phase of the proposed project will consist of municipal solid waste, cloth waste from the member units and sludge from Sewage Treatment Plant and Effluent Treatment Plant. The total waste generated from the entire project amounts to 6.24 TPD. Biodegradable municipal solid waste of quantity 2.1 TPD will be reduced in size in a Pulverizer and the liquefied waste will be mixed with the wastewater treated in the STP, where it will be broken down for biogas production in the Hybrid UASB reactor. The generated biogas will be utilized in the Central Kitchen. The non- biodegradable municipal solid waste of quantity 1.37 TPD will be disposed to authorized recyclers. Cloth wastes generated at the rate of 2.45 TPD will be reused by the member units. The STP sludge of quantity 0.22 TPD will be dried, pelletized and used as manure for gardening and green belt development. The ETP sludge of quantity 0.10 TPD will be stabilized, dried and disposed to TSDF, Gummidipoondi. The details of solid waste generated and the mode of disposal are given in Table-5 and Table-6. RAINWATER HARVESTING AND RECHARGE Basic Assumptions Intensity of Rainfall considered = 100 mm/hr = 0.1 m/hr The quantity of run-off is presented in Table-7. Road/ Paved area Total The total calculated peak run-off from the project site is m 3 /hr. considering the constant co-efficient factor of 0.80 (for all situations) for evaporation, spillage and first flush wastage (Source: CPWD) Harvestable water = 0.8 x = m 3 /hr This run-off is proposed to be channelized through storm water drains to the rainwater harvesting section of area 7840 sq.m. The storm water will be fed to the underground aquifer through bore holes of diameter 0.2 m and depth 1.5 m each. A total of 764 Nos. of bore holes will be constructed for recharge of ground water. VI. PARKING DETAILS Parking requirement for the proposed project is calculated based on the DTCP norms. A total parking area of 2812 sq.m is provided for 159 car spaces and 22 lorry spaces. 12 VII. TRAFFIC MANAGEMENT PLAN The following traffic management measures are adopted to ease the traffic flow to and from the project site. Merging of vehicles will be performed only with the left traffic from the exit gates, to ensure safety. To establish smooth entry & exit of vehicles, bell mouth shape geometry will be provided at the gates for the smooth transition of vehicles. Both entry and exit are manned with trained and efficient security personnel. Adequate provision for parking of vehicles will be ensured. Yellow paint junction boxes will be provided to act as psychological barriers for drivers to control the speed. Adequate Sign and guide posts as per IRC guidelines, Road marking, STOP lines, parking lanes, etc. will be clearly marked to guide the vehicles. VIII. GREENBELT PLAN A greenbelt of area 2.52 ha (6.22 acres) is planned to be established in the proposed Textile Park. It covers 7.84% of the total project area. The greenbelt area split-up is presented in Table-8. FIRE SAFETY MEASURES Fire safety system is designed based on the recommendations of National Building Code, 2005 and involves the following measures: Adequate number of Portable Fire Extinguishers will be installed as per the NBC norms. 13 An electrical driven pump and one diesel pump shall be provided. An underground sump of capacity 750 cu.m will be established. Manual Operating Fire Alarm System will be provided in the project premises. Auto Sprinkler System with a separate sprinkler pump and wet riser system will be established. A yard hydrant system all along the project periphery will be established. Hose reel system will be established for the usage of both the member units and also in the hostel blocks. X. CONCLUSION The establishment of the proposed project by M/s. Pallavada Technical Textiles Park Private Limited at Kolappalur Village, Gobichettipalayam Taluk, Erode district, Tamil Nadu is one among the 10 Textile Parks that was approved under the SITP scheme by the Ministry of Textiles, Government of India. The project, upon completion, will help bridge the gap between demand and supply of garments in the regional, national and international markets. Groundwater Perspective The project consumes 0.92 MLD of water for one time requirement and 0.62 MLD of water as daily fresh water requirement. The wastewater generated from the Textile Park will be properly treated and reused for flushing and landscaping purposes. Further, the rainwater harvesting system will help in increasing the groundwater levels in the region. Thus, there will not be any major depletion of groundwater resources. Soil quality Perspective From the results of the soil analysis, the site consists of a uniform top soil deposit of sandy gravel followed by soft disintegrated rock. There will not be any chances of soil contamination or discharge of wastewater from the member unit activities. Air quality Perspective DG sets will be the source of air emissions from the project site during operation phase. Stacks with adequate height will be provided for the proper dispersion of emissions. Also, the low sulphur diesel used in the DG sets will result in very low emissions. Noise quality Perspective The only noise generating source from the proposed project will be the DG sets which come with acoustic enclosures for the minimization of noise during operation. Thus, there will not be a major impact on the ambient noise levels. Floral and Faunal diversity There will not be any major impact on the flora and fauna during the construction and operation phase of the project. The greenbelt and avenue plantation developed in an area of 2.52 ha, will only add to the local biodiversity. M/s. Pallavada Technical Textiles Park Pvt. Ltd., Erode, Tamil Nadu 13

14 Hazardous waste Perspective The proposed project will not generate any hazardous waste except the ETP sludge and spent oil from the DG sets. The ETP sludge will be properly collected and disposed to TSDF Gummidipoondi. The Spent oil from DG sets will be properly collected and disposed to authorized recyclers. Thus, there will not be any impact due to the hazardous waste generation. Conclusion The proposed project will help satisfy the demand of textile goods and will also help in the improvement of the social-economy and lifestyle of the people in and around the project site. Also, the project would have very little impact on the environment with respect to air, water, soil and noise.
