1 INVITATION TO BID November 17, 2006 The City of Hays, Kansas, is inviting sealed bids for the purchase and delivery of the following chemicals for the 2007 calendar year. Soda Ash Lime Carbon Dioxide Chlorine: o 1 ton cylinders o 150 lb. cylinders Ferric Sulfate Ammonium Sulfate Sodium Silicofluoride Sodium Hypochlorite 9.2% 54 Gal. drum Hydrochloric Acid 31% with Inhibitor 500 lb. drum AC-3 Acid, No-Ox or the equivalent of in 55 gallon drums Sealed bids must be sent in an envelope using the enclosed mailing label and received at the City Clerk's office, City Hall, 1507 Main Street, Hays, Kansas, 67601, by 3:00 p.m., December 13, Bids received later than the specified hour and date or without label shall be returned unopened. Bids will be opened at 3:00 p.m. December 13, 2006, in the City Commission Room. Bids will be reviewed and a recommendation made to the City Manager. The City of Hays reserves the right to reject any or all bids with or without cause and to waive any irregularities. The City of Hays requires the bidder to include in their bid submittal, the MSD sheets of the products being bid along with the signed Bid Proposal sheet. Failure to complete and return a signed Bid Proposal sheet and submit MSD sheets will cause the bid to be rejected. The City of Hays Utilities Division is sales tax exempt. Upon delivery, the chemicals and containers will be inspected and if chemicals or containers fail to meet specifications or safety regulations, they shall not be accepted and shall become the vendor's responsibility. 2 SPECIFICATIONS ON CHEMICALS ARE AS FOLLOWS: 1. The Hays will purchase approximately bulk 680 tons of Soda Ash. 2. The Hays will purchase approximately bulk 680 tons of Lime. 3. The Hays will purchase approximately bulk 100 tons of Carbon Dioxide. 4. The Hays will purchase approximately 12 1-ton chlorine cylinders. 5. The Hays will purchase approximately lb. chlorine cylinders. 6. The Hays will purchase approximately 52 tons of Ferric Sulfate. 7. The Hays Water Division will purchase approximately 10 tons of Ammonium Sulfate. 8. The Hays will purchase approximately 3 tons of Sodium Silicofluoride. 9. The Hays will purchase approximately 30 drums of Hydrochloric Acid 31% with Inhibitor 500 lb. drum. 10. The Hays will purchase approximately 40 drums of Sodium Hypochlorite 9.2% 54- gallon drum. 11. The Hays will purchase approximately 8 drums of AC-3 Acid or No-Ox or the equivalent of. This product is used for filter media cleaning and general cleaning. The product must not give off corrosive or harmful vapors. 12. If chemical is not available from vendor, vendor will write in Not Applicable on the bid sheet. 13. Chemical orders may vary from month to month. 14. The Hays may purchase more or less chemical than described in this bid, but the bidded price will remain the same. 15. All chemicals and containers will conform to all safety regulations. 16. The Hays requests deliveries twice a month on chemicals with the exception of lime and soda ash which the will receive product after 1 week of vendor receiving purchase order. Deliveries are to be made between 8:00 am to 3:00 pm, Monday through Friday unless the City s needs designate otherwise. The vendor will be charged $20.00 per hour per employee required to stay to unload the truck. 17. If freight prices are not set for the year, vendor must state so in the comment section.
