1 To Whom It May Concern: Advanced Soil Technology We would like to take this opportunity to introduce ourselves and give a brief description of our products and services. Herein you will find information on how Advanced Soil Technology can assist you with soil/roadway stabilization, stockpile capping, reservoir/spill containment sealant, moisture retention, as well dust and erosion control. We offer products that are 100% environmentally safe and completely biodegradable. The top performing soil-binders we offer are an Acrylic Copolymer emulsion. The soilbinder, when applied to the surface or mixed in with any soil, will penetrate and extend down into the soil to create a tough layer of protection. Upon drying, the emulsion binds the soil s particles together by forming a clear plastic and resin bond effectively protecting by stabilizing and/or sealing the surface area. We are now serving the Louisiana and the Gulf States Area, and specialize in soil stabilization for roadways and/or job site locations, dust abatement and erosion control solutions, as well as surfacing sealant applications. Advanced Soil Technology recognizes the current needs for products controlling stabilization in flood prone areas, dust and erosion due to the enacted regulations through regional Environmental Agencies as well as Air and Water Districts. Advanced Soil Technology currently provides products within the oil/gas industry, the power/utilities industry, the agriculture industry, the California Department of Forestry/Cal Fire/US Forest Service as well as Local Agencies and Municipalities. We have successfully completed projects in environmentally sensitive areas. These projects consisted of applying soil-binder to several miles of unpaved roadway, as well as stabilizing and striping dirt parking areas where previous practices allowed only the use of water for dust control. Upon review the area biologists determined that Advanced Soil Technology s products offered a safe, more effective, long-term solution that exceeded their needs. Additionally, our products have been in use in for mining operations where the binders are used to cap mine tailings in order to keep chemicals like Arsenic from becoming airborne with transient activity. Benefits of Acrylic Soil-binders Applied by Advanced Soil Technology: The product we use will not leach into the soil once cured. Product remains resistant to water once cured. Product helps eliminate silt from contaminating water. Product will allow water to sheet off of treated areas, avoiding possible muddy situations. Product is capable of creating impermeable barrier s as sump or pond linings, with higher application rates. (This helps prevent and/or eliminate leaching of contaminates). Product may be used for moisture retention with a topical application. Product can be used for preventative erosion control for cuts, fills and berms.

2 Product allows for lower water consumption due to product life after a single application. Product helps to control track-out and will not adhere to tires. Product conforms to PM 10 and PM 2.5 regulations. Product eliminates need for daily watering operations. Product reduces wear on equipment eliminating silt erosion to moving parts, potholes and wash-boarding on unpaved roads, and saves money on maintenance, labor and repair costs. Product also reduces incidence of illness that can be contracted from toxins or spores in dust created from disturbed soils. (i.e. Valley Fever incidence reduction) The soil-binders we utilize are cost-effective and innovative products that are specifically engineered for today's challenging soil stabilization and dust control needs. Moreover, these products are designed to be extremely durable and resistant to water, sun, alkaline and daily use. Our consultation and quality control measures aid in training for various types of application techniques utilizing soil-binding products for many different needs. We have built and maintained equipment specifically for these types of applications. From remote military runways built from sand to simple backyard trails, soil binders are actively solving challenges throughout the world's industrial, military, commercial and residential markets. Applying soil-binders can help reduce operation costs and aid in keeping worksites clean. The points listed above are just some of the benefits that may be realized from the products we use. These products are very versatile may be applied to a multitude of different situations in the field. The use and application rates are dependent upon the need and desired outcome for each situation. Roadway Stabilization Applications Roadway stabilization can be applied to strengthen roadways with various structural section needs. Our polymers can provide a hydrophobic surface to roadways with adequate structural stability, eliminating infiltration of moisture that leads to subsurface pumping failures. Topical applications can also create dust free travel for roadways where dust can create problems for home and businesses. Polymer stabilization can also be utilized to add strength and durability to a roadway structural section. The added strength can turn an average native soil roadway into a heavy haul road that is durable and hydrophobic. This in turn creates a water resistant subsurface with increased load carrying capabilities, increasing the life span of the roadway and reducing lifecycle maintenance costs. This type of mix in application can be dressed and compacted as a finish surface, or it can be used as a subsurface layer for overlays or bonded wearing course surfacing (Chip Seals).

3 Dust Abatement Applications Advanced Soil Technology Dust Abatement applications for unpaved roads may vary depending on location, average daily trips per roadway, use of roadway and desired performance of product used. Applications can be applied topically for roadways with good stabilization. The roadway can also be scarified and the product mixed in with the roadway material to create a stronger more stable traveled way. Soil-binders have many uses in dust abatement including, but not limited to, aircraft runways, helicopter pads, heavy or light use haul roads, parking lots, walking/running/hiking trails, road shoulders, crust applications for stockpiles, wind protection on finished developments, etc. Other applications include applying the products on unused/limited use land, mitigating fugitive dust issues due to wind. This previous application is particularly useful around electrical substations. As long as the area of application is stabilized, the soil bonded with the products used by Advanced Soil Technology can retain stability indefinitely with periodic maintenance. This assumes that there will be scarification of any kind for roadways, cuts, fills or berms. Undisturbed land, stockpiles, and other crust type applications can remain maintenance free for much longer periods. Upon curing, the soil-binding products bond the soil particles together creating a compound of infinite repeating molecular chains. Should failure occur due to external forces, repairs consist of preparing the failed section only, and then reapplying the product (providing compaction if needed). Upon reapplication, the product will bond to the previous applications. In essence, the application of the soil-binder is cumulative. Preventative Soil Erosion Applications Application of a soil-binder can also be used to prevent soil erosion, helping to keep material from washing away from slopes, drainage swales, pads/foundations, embankment areas, etc. Erosion control applications may also help with reducing/eliminating transfer of material offsite, avoiding possible SWPPP or WPCP violations. Erosion protection application rates are best determined on a case-by-case basis, pertaining to the desired life, purpose and need of the application. Utilization of soil-binder can control the erosion on berms used as a perimeter for spill protection. Another benefit to soil-binder is the protections against melt out, or rather the loss of fines from pads created for construction. Additional erosion control benefits include channel lining and retention basin protection. Upon initial application and upon curing, our acrylic soil-binding products remain resistant to water, UV degradation, wind erosion and hydrological events. Initial applications introduce the products into the desired area creating a base for indefinite protection through maintenance. Maintenance applications of approximately 20-30% of

4 the original application are typical to help keep the protection in place for extended periods of time. Product applications are cumulative. Specific Beneficial Applications for the Oil and Gas Industry Include: Hydrophobic Applications for worksite and drilling locations reducing slip hazards, as well as reducing or eliminating muddy conditions, creating safer and more efficient work zones Stabilizing roadways to and from worksite locations reducing down time due to inaccessible areas and unpassable roads resulting from hydraulic rain events Prevent erosion from work locations constructed on fill/embankment Create impermeable containment areas protecting tanks and storage appurtenances Sealing containment areas can eliminate the need to hog out contaminated soils in the event of a spill, allowing for spillage recovered without breaching the berms and replacing affected soils Reduced track in/out at the ingress and egress points to work areas Advanced Soil Technology welcomes any opportunity to help our customers resolve issues relating to soil-stabilization as well as dust and erosion control, and upon request, we can supply you with current local Geochemical Analysis and Aquatic Bioassay of our products.
