Victoria Avenue Ventura, CA Re: Fox Canyon Groundwater Management Agency Water Well Permit Application Dear Mr. Pratt: The City of Oxnard (City) submits this request to the Fox Canyon Groundwater Management Agency (GMA) to approve an exception under Emergency Ordinance E for the construction and testing of a new injection/extraction well facility associated with the Groundwater Recovery Enhancement and Treatment (GREAT) program. The well will be constructed as part of the Aquifer Storage and Recovery Project (ASR Project) at the Campus Park well site. As designed, the well would be constructed in aquifer zones within the Hueneme Aquifer in the lower aquifer system. The proposed well facility and ASR Project will ultimately be used for recycled water replenishment and reuse that will recharge the basin using a new source of highly purified recycled water produced, for subsequent reuse by the City. The proposed well and ASR Project will inject and store recycled water within the basin under GMA and California Regional Water Quality Control Board (RWQCB) approved conditions. The well would not support the initiation of any new or increased use of groundwater within the territory of the GMA that did not exist or occur before the effective date of Emergency Ordinance E. During construction, development and testing activities, produced combined groundwater and recycled will be metered and included with the City's semiannual reporting of groundwater production from all its well facilities and will be within the established Temporary Extraction Allocation. Once the preliminary testing results are obtained and the final ASR Project is approved, recovery of the stored, highly purified recycled water will be subject to the overall GMA and R WQCB approved conditions. 2 While this application was prepared in compliance with the requirements of Section of the GMA Ordinance Code, the proposed well facility will not be operated in accordance with the uses of water resources identified in Sections l or These ordinance sections cover production of existing water sources for uses outside the GMA in a manner that may adversely affect the groundwater supply in the GMA. Rather, the proposed well and ASR Project will; a) provide additional recharge of recycled water into aquifer zones within the GMA, b) elevate water levels within an overdrafted area in the GMA during the storage period, c) only produce the amount of new water recharged and stored through the ASR Project, and d) will be funded by the City and operated by City staff and provide benefit within the GMA. Please note that the City continues to have permitting authority for wells to be constructed within City limits. A City well construction permit will be obtained for the proposed well, rather than a permit through the County of Ventura, Watershed Protection District.
