1 SIX MONTHLY REPORT OF EMP CLEARANCE [J-11015/227/2007-IA.II(M)] for the period October 14 March 15 (1 st June 2015) ROHINI OPENCAST EXPANSION PROJECT N K AREA CENTRAL COALFIELDS LIMITED (A Miniratna Company)

2 Status of compliance of the terms and conditions given in the Environmental clearance letter No.J-11015/227/2007- IA. II(M) dt issued by MOEF, Govt. of India New Delhi for Rohini Opencast Expansion Coal Mine Project (expansion from 0.8 MTPA to 2 MTPA nominal capacity with a peak production of 2.30 MTPA for the period from October - 14 to March-15 A. SPECIFIC CONDITOINS S.No. Condition Status (i) (ii) (iii) (iv) (v) No mining operations shall be undertaken in the 2.28 ha of forest land until prior forestry clearance has been obtained under the provision of FC Act, Mining shall be carried out as per statute from the streams/nallahs flowing within the lease and along the diverted nallah along the lease boundary. A minimum distance of 100m between River Damodar from the edge of the quarry shall be maintained. The embankment constructed and to be extended further along the quarry along the quarry shall be at least 5m higher than the HFL of river Damodar and at least 15M from the bank of river Damodar and ML boundary shall be maintained. The slope of the embankment shall at least 2:1 towards the ML and enforced with stone pitching and grouting any weak portion of the embankment; and shall be stabilized with plantation. OB shall not be used for the construction of embankment. Top soil shall be stacked properly with proper slope at earmarked site(s) and shall not be kept active and shall be used for reclamation and development of green belt. No external OB dump shall be created for the expansion project. Monitoring and management of reclaimed existing dump site shall continue until the vegetation becomes self -sustaining. Compliance status shall be submitted to the Ministry of Environment & Forest and its Regional Office located at Bhubaneshwar on yearly basis. No mining is being done under Forest land for which forestry clearance has not been obtained. Mining is being done as per statute & project report. Kendua nallah is about 300m from mine. Stipulated distance is being maintained and will be maintained in future. Embankment constructed. Stone pitching upto HFL and grassing upto top of dump is proposed. Top soil is being used for reclamation and development of green belt. No external OB dump will be created for the expansion project. Planting of trees is done through State forest department. Monitoring and management is done for 3 years by state forest department and there after it is taken care by CCL.

3 (vi) (vii) (viii) (ix) (x) (xi) (xii) Catch drains and siltation ponds of appropriate size shall be constructed to arrest silt and sediment flows from soil, OB and mineral dumps. The water so collected shall be utilized for watering the mine area, roads, green belt development etc. The drain shall be regularly desilted and maintained properly. Garland drains (size, gradient and length) and sump capacity shall be designed keeping 50% safety margin over and above the peak sudden rain fall and maximum discharge in the area adjoining the mine site. Sump capacity shall also provide adequate retention period to allow proper settling of silt material. Dimension of the retaining wall at the toe of the dumps and OB benches within the mine to check run-off and siltation shall be based on the rainfall data. All internal roads shall be metal topped. A 3-tier green belt shall be developed on both sides of the roads. Green belt (3-tier) shall also be developed at the Railway siding. High efficiency water sprinkling system provided to check fugitive emissions at the transfer points, haulage roads etc. shall be provided for crushing/ loading operations for dust control at the CHP. Drill shall be wet operated only. Controlled blasting shall be practiced with use of delay detonators. The mitigative measures for control of ground vibrations and to arrest the fly rocks and boulders shall be implemented. All mine water is collected to the mine sum acting as siltation pond. The water from there is used for sprinkling on roads, mining areas and other purposes. Garland drains and sump capacity has been designed taking due care of sudden rainfall and water make of the nearby area. One new Sedimentation pond has been proposed. Rainfall will be taken into consideration for construction of retaining wall as and where necessary. Mineral transportation from mine to washery shall be by rail. All internal roads shall be metal topped. Green belt shall be developed on both sides of the roads. Green belt shall be developed at the Railway siding. This is strictly followed. All drills are equipped with Wet drilling arrangements. Nonels of different sizes and CED are used for controlled blasting. All steps suggested in EMP for mitigative measures

4 (xiii) (xiv) (xv) The total area that shall be brought out under afforestation at the time of mining closure shall not be less than ha which includes reclaimed external OB dump, back filled area (190 ha) along ML boundary, embankment(20.77 ha), safety zone(8.41 ha) and undisturbed area (30 ha), along roads and infrastructure, green belt and in township outside the lease by planting native species in consultation with the DFO/Agriculture Department. The density of the trees shall be around 2500 plants per ha. A progressive mine Closure Plan shall be implemented by reclamation of quarry area of 190 ha. which shall be backfield and afforested by planting native plant species in consultation with the local DFO/Agriculture Department. The density of the trees shall be around 2500 plants per ha. The balance 7.55 ha. of de-coaled area/void being converted in to a water reservoir shall be gently sloped and the upper benches of the reservoir shall be terraced and stabilized with plantation. No groundwater (bore well) shall be used for mining operations. Rain water harvesting structure and water recharge structures which include two weirs of 50m and 30m length in Kendua nala and two recharge pits shall be shall be erected and for additional use, if any, during mining operations along with mine sump water. for control of ground vibrations and to arrest the fly rocks and boulders is being implemented This will be done after mining is over. Afforestation will be done as per mine closure plan and planting of native species in consultation with the DFO/Agriculture Department will be done. The density of the trees shall be around 2500 plants per ha will be ensured. Progressive mine closure plan will be implemented. Backfilled area is being planted and will continue plantation of native plant species in consultation with the local DFO/Agriculture Department. The density of the trees shall be around 2500 plants per ha. The balance 7.55 ha. of de-coaled area/void being converted in to a water reservoir sloped as per condition and the upper benches of the reservoir shall be terraced and stabilized with plantation after mining. is completed. No groundwater (bore well) shall be used for mining operations. This will be ensured. Rain water harvesting scheme is prepared and implemented.

5 (xvi) (xvii) (xviii) (xx) (xxi) (xxii) Regular monitoring of ground water level and quality shall be carried out by establishing a network of existing wells and construction of new peizometers. The monitoring for quality shall be done four times in a year in pre-monsoon (May), monsoon (August), postmonsoon (November) and winter (January) seasons and for quality in May. Data thus collected shall be submitted to the Ministry of Environment & Forest and to the Central Pollution Control Board quarterly within one month of monitoring. The Project authorities shall meet water requirement of nearby village(s) in case in the village wells go dry due to dewatering mine. Besides carrying out regular practice health check of their workers, 10% of the workers identified from workforce engaged in active mining operations shall be subjected to health check-up for occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmadabad within a period of one year and the result reported to this Ministry and to DGMS. A detailed CSR plan involving an annual expenditure of Rs. 1 crore shall also be prepared for and in consultation with the local communities to be implemented over the balance life of the project. The details of CSR shall be posted on the company s website and updated every 6 months. For monitoring land use pattern and for post mining land use, a time series of land use maps based on satellite imagery (on a scale of 1:5000) of the core zone and buffer zone from the start of the project until end of mine life shall be prepared once in 3 years (for any one particular season which is consistent on the time series) and the report submitted to MOEF and its Regional office at Bhubaneshwar. A final mine closure plan along with details of Corpus Fund shall be submitted to the Ministry of Environment & Forests 5 years in advance of final mine closure for approval. Regular monitoring of ground water level and quality is being done and new peizometers will be constructed for this purpose. The project authorities are providing all other facilities under CSR scheme of the company. Agreed CSR scheme has been implemented. The expenditure done in the year is Rs.2,05,95000/ in N.K.Area as a whole. This will be made. A final mine closure plan is under preparation and will be submitted shortly.

No change in the calendar plan including quantum of mineral coal and waste being produced shall be made. Four ambient air quality monitoring station shall be established in the core zone as well as in the buffer zone for monitoring SPM, RPM, SO2, NOx and heavy metals such as Hg, Pb, Cr, As, etc. Location of the stations shall be decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets in consultation with the State Pollution Control Board. Monitoring of heavy metal such as Hg, As, Ni, Cd, Cr, in SPM and RSPM etc shall be carried out at-least once in six months. Data on ambient air quality (SPM, RSPM SO2 and NOx and heavy metal such as Hg, As, Ni, Cr, etc.) and other monitoring data shall be regularly submitted to the Ministry including its Regional office at Bhubaneshwar and to the State Pollution Control Board and the Central Pollution Control Board once in six months. Random verification of samples through analysis from independent laboratories recognized under the EP Rules, 1986 shall be furnished as part of the compliance report. Adequate measure shall be taken for control of noise levels below 85 db(a) in the work environment. Workers engaged in blasting and drilling operation, operation of HEMM etc. shall be provided with the plugs/muffs. Industrial waste water (workshop and wastewater from the mine) shall be properly collected, and treated so as to confirm to the standards including for heavy metals before discharge prescribed under GSR 422(E) dated No change is being done in mining technology and scope of working. No change is being done in the calendar plan including excavation, quantum of mineral coal and waste. Air quality monitoring station has been established at PO office, intake well pump and Ashok Vihar colony for monitoring SPM, RPM, SO2, NOx and heavy metals such as Hg, Pb, Cr, As, etc. Data on ambient air quality and water quality are being submitted regularly. The above monitoring is being done by CMPDI, which is the independent laboratory recognized by EP Rules, The report for the period from Oct. 14- March 15 is being enclosed. Adequate measures are being taken. Noise levels are regularly monitored and kept below 85 db(a) in the work environment. Workers engaged in blasting and drilling operation of HEMM etc are provided with ear plugs/muffs. Oil grease trap is working at this project workshop.

7 (vii) (viii) (ix) (x) (xi) (xii) 19 th May 1993 and 31 st December 1993 or as amended from time to time. Oil and grease trap shall be installed before discharge of workshop effluents. Vehicular emissions shall be kept under control and regularly monitored. Vehicles used for transportation of mineral shall be covered with tarpaulins and optimally loaded. Monitoring of Environmental quality parameters shall be carried out through establishment of adequate number and type of pollution monitoring and analysis equipment in consultation with the State Pollution Control Board and data got analyzed through a laboratory recognized under EP Rules, Personnel working in dusty areas shall wear protective respiratory devices and they shall also be provided with adequate training and information on safety and health aspects. Occupational health surveillance programme of the workers shall be undertaken periodically to observe any contractors due to exposure of dust and to take corrective measures, if needed. A separate environmental management cell with suitable qualified personnel shall be set up under the control of a Senior Executive, who will report directly to the Head of the Company. The funds earmarked for environmental protection measures shall be kept in separate account and shall not be diverted for other purpose. Year-wise expenditure shall be reported to this Ministry and its Regional Office at Bhubaneswar. The Project authority shall advertise at least in two local newspapers widely circulated around the Project, one of which shall be in the vernacular language of the locally concerned within seven days of the clearance letter informing that the Project has been accorded Vehicular emission is kept under control and regularly monitored. Vehicles used for transporting the coal is being covered with tarpaulins and optimally loaded. Monitoring of Environmental quality is done by CMPDI having recognized laboratory. Personnel working in dusty areas have been provided with protective respiratory devices and provided with adequate training and information on safety and health aspects.pme is done regularly. In the year , target was 90 nos. & achievement is 90 nos. A separate environmental cell has been established and put under charge of senior Executive, who is looking after the environmental problems. He is reporting directly to Head of Company. The funds earmarked for environmental protection measures are not being diverted for other purpose. Year wise expenditure will be reported to ministry and its Regional office at Bhubaneshwar. Advertised in following news paper. Xerox copies of which are enclosed.

8 (xiii) environment clearance and a copy of the clearance letter is available with the State Pollution Control Board and may also be seen at the website of the Ministry of Environment & Forests at A copy of the Environmental clearance letter shall be marked to concerned Panchayat/Zila Parishad, Municipal corporation or Urban Local Body and Local NGO, if any, from whom any suggestion / representation has been received while processing the proposal. A copy of the clearance letter shall also be displayed at company s website. 1. The EC letter shall also be displayed at the Regional office, District Industry centre and collector s office/tehsildar s office for 30 days The clearance letter shall be uploaded on the company s website. The compliance status of the stipulated EC conditions shall also be uploaded by the project authorities in their web site and updated at least once every six months so as to bring the same in the Public domain. The monitoring data of environmental quality parameters (air, water, noise and soil) and critical parameters such as SPM, RPM, SO2, NOx (ambient and stack if any) and critical sectoral parameters shall also be displayed at the entrance of the project premises and mine office and in corporate office and on the company s website. The project proponent shall submit six monthly reports on the status of compliance of the stipulated environmental clearance conditions (both in hard copy and in e mail) to the respective Regional office of the MoEF, the respective Zonal offices of CPCB and the SPCB. The Regional office of this Ministry located at Bhubaneswar shall monitor compliance of the stipulated conditions. The project authorities shall extend full cooperation to the respective Regional office by furnishing the requisite data /information /monitoring reports. Copy of clearance letter has been sent to Jharkhand State pollution control Board. Copy of clearance letter will be displayed at company s website shortly. It is being complied regularly. Agreed.

10 Steps taken for improving the environmental quality:. Rohini Opencast Project is a new Coal Project of Central Coalfields Limited. It falls in the South-West part of North Karnapura Coalfields and it is situated in Ranchi District of Jharkhand State. For improving different measures different measures are being taken. The following measures have been taken to control Air pollution: i) Regular sprinkling of water on haul roads and other roads. ii) Wetting of ROM Coal before crushing in CHP/FB. iii) Water sprinkling in coal stock is practiced. iv) Plantation on OB Dumps and in other vacant space. v) Blasting is done during congenial atmosphere. To control water pollution from workshop and mine, the following measures have been taken: i) Central sump on dip side act as settling pond. The clean water from the sump is pumped into the river Damodar. A portion of mine water is utilized for dust suppression on haul and transportation road. ii) iii) iv) One oil & grease tap is installed at workshop to arrest the oil & grease. The catch drain have been constructed around the foot of the OB dumps in order to collect surface run off water from the dumps and convey them to the settling ponds. Each house of the colony has been provided with septic tank with soak pit arrangement. The Project planted about 1,95,000 sapling on external & internal OB Dumps and both sides of roadways to minimize the noise level. In the mine, main sump is acting as a settling tank for settlement of sediments/particles. After settlement, maximum clear water is used for dust suppression by mobile sprinklers and fire fighting in Coal stock. In new workshop, workshop effluent to be passed through Oil & grease trap and clear water is further used for washing of HEMM.
