Boosting Circular Economy through innovation and cross sectoral collaboration Lorenzo Chacón Ladrón de Guevara General Secretariat PLANETA Platform IAT- Instituto Andaluz de Tecnología Burgos, 25-26th June 2015

The Spanish Technology Platform for Environmental Technologies (PLANETA), born in 2008, consists of a group of organisations focused on the Environmental Technologies sector. Its main goal is to promote the Environmental Technologies, aligning Spanish and European RDI priorities and actions. Objectives Support the definition of R&D and innovation priorities, strategies and programmes related with environmental technologies. Promote the collaboration to set up R&D and innovation projects in strategic areas.

Boosting Circular Economy Circular Economy? The term circular economy foresees a production and consumption system that generates as little loss as possible. In an ideal world, almost everything would get re-used, recycled or recovered to produce other outputs. Redesigning products and production processes could help minimise wastage and turn the unused portion into a resource. European Environment Agency, Minerals and metals - Water - Air - Land and soils - Energy Roadmap to a Resource Efficient Europe

How boost Circular Economy? Considering entire systems, not sectors We also need to consider entire systems, rather than sectors. A system comprises all the processes and infrastructures that exist in connection with a resource or an activity. SIGNALS 2014 European Environment Agency Systemic change A Circular Economy that implies a fully systemic change, and innovation not only in technologies, but also in organisation, society, finance and policies. Roadmap to a Resource Efficient Europe (EC, 2011) Exchanging information Exchanging information on routes to resource efficiency between partners in value chains and across sectors, including SMEs, can prevent waste, boost innovation and create new markets. Roadmap to a Resource Efficient Europe (EC, 2011) Raw Material Working Group Circular Economy Working Group Public Procurement of Innovation for resource efficiency

How boost Circular Economy? PLANETA SUSCHEM Raw Materials Working Group Objective Promote collaboration between partners of the value chain in order to set up RDI projects and innovation actions in line with priorities of the EIP on Raw Materials. - Survey about priorities of EIP Raw Materials. - Networking for Call for Commitments. - Networking for national and European calls.

I. Technology Pillar Raw Materials research and Innovation Coordination Improving R&D &I coordination in the EU 7 Innovative Extraction of Raw Materials 5 Technologies for primary and secondary raw materials production Processing and Refining of Raw Materials Recycling of raw materials from products, buildings and Infrastructures Substitution of Raw Materials Green Energy technologies 6 Materials for Electronic Devices 5 Materials under extreme conditions 2 Applications using materials in large quantities 1

II. Non-Technology Pillar Improving Europe s raw materials framework conditions Minerals policy framework Acces to mineral potential in EU Public Awareness, Acceptance and Trust Improving Europe s waste management framework conditions and excellence Knowledge, Skills and raw material flows Product Design for optimised use of (critical) raw materials and increased quality of recycling 6 Optimised waste flows for increased recycling Prevention of illegal shipments of waste Optimised material recovery Raw Materials Knowledge Base 5 Possible EIT Knowledge and Innovation 3 Community Optimised Raw Materials flows along value chain

III. International Cooperation Pillar Technology Health, Safety and Environment Skills, Education and Knowledge Investment Activities 2

How boost Circular Economy? Public Procurement of Innovation for resource efficiency Public procurement of innovative solutions' means procurement where contracting authorities act as a launch customer for innovative goods or services which are not yet available on a large-scale commercial basis, and may include conformance testing High potential for: Water management Waste management Air quality and climate change

How boost Circular Economy? Promotion of Public Procurement of Innovation for Resource Efficiency and Waste Treatment - PPI4Wastes Objective The overall objective of the project is to boost resource efficiency throughout Europe by increasing the use of Public Procurement of Innovation in the field of urban waste. PPI4Waste is based on an integrated approach which will permit to define needs, targets, improvement of functional performances, and develop the whole cycle of preparation activities for PPI process in the field of urban wastes.

How boost Circular Economy? Promotion of Public Procurement of Innovation for Resource Efficiency and Waste Treatment - PPI4Wastes Horizon 2020 Call: H2020-WASTE-2014-one-stage Topic: WASTE Type of action: CSA Public buyers Research centres Leader Netwoks/ Associations Spain, Holland, Sweden, Croatia, Germany, Belgium

How boost Circular Economy? Promotion of Public Procurement of Innovation for Resource Efficiency and Waste Treatment - PPI4Wastes Main actions - Identify needs of public bodies in the field of urban waste management. Current and future European targets on waste (biowaste, metals, plastic, etc) - State of the art of innovative solutions according to the needs identified and in line with European trends (EIP Raw Materials, PPP Biobased Industries, etc.) - Creation of group of buyers. - Market consultation. - Models of contracts.

How boost Circular Economy? Circular Economy Working Group The Circular Economy Working Group aims to promote the collaboration between strategic industrial sectors in Spain in order to boost circular economy and efficient use of resource in industry. The working group is made up of 6 Spanish Technology Platforms: The main objectives are: - Identify opportunities and barriers for the implementation of circular economy models in industrial sectors in Spain. - Promote research and innovations projects to develop technologies, processes and tools for the implementation of circular economy models in industry.
