Bloem Water Bulk Services Focus on projects implemented on behalf of DWAF and relevant Local Municipalities in : Ukhahlamba District Municipal Area Mangaung Local Municipal Area As Implementing Agent responsible for : Preparation of business plans to secure funding and sponsorship Procurement of service providers Ensure implementation i.t.o DWAF guidelines Design and quality standards Community participation Financial control

Service Delivery Herschel Rural Water Supply to Highlands, Eastern & Palmietfontein in Villages (HEP) Phase 1, 2 & 3 Scope : RDP Water supply to 29 villages in the Highlands Eastern and Palmietfontein zones in the Herschel District. Groundwater source development (drilling and testing of boreholes) Borehole equipping Bulk supply and storage Internal reticulation Cost recovery

8 Access to Services Phase 1 (16 HEP villages) (R28 mil) Serving people completed in Aug 2002 Phase 2 (5 HEP villages) (R15 mil) Serving people completed in Nov 2004 Phase 3 (8 Pelandaba villages) (R24.7 mil) Serving people to be completed by end October 2006 Providing Free Basic Water to all consumers through pre-paid paid management system. Tokens credited with 6kl s water free of charge/month

9 Service Delivery (cont ) HEP Phase 4 (Sterkspruit Bulk Water Supply) Sub-phase 1 (Bulk Refurbishment) (R12,5 mil) Refurbishment of existing pump stations Bulk water supply pipelines Installation of bulk meters to monitor and control water consumption Disconnect unauthorized connections Sub Phase 2 (Network refurbishment and Extensions) (R3,1 mil) All above work completed in Sept 2005 Bulk meter installations to be completed in Nov 2006

10 Service Delivery (cont ) HEP Phase 4 (Sterkspruit Bulk Water Supply) Applications Submitted for 2007/08 financial year: MIG funding application for R 42,3 mil to upgrade bulk supply infrastructure to Sterkspruit A further R 17 mil application for network extensions to unserved Rural areas under Drought Relief Programme Currently assisting DWAF in accepting operation, maintenance and management responsibility on raw water infrastructure from Jozana s Hoek dam to Sterkspruit.

11 Service Delivery (cont ) HEP Phase 4 (Sterkspruit Bulk Water Supply) Continue Serving 38 villages households (Total population of individuals) Objective is to assist WSA to provide access to basic services Reinstating water to areas without water for up to 7 years Enabling & promoting equal water distribution to all Refurbishing and extending existing networks to comply to basic level of supply

Herschel Area Summary 1.HERSCHEL RURAL WATER SUPPLY PHASES 1 TO 4 Commenced in 1998 Serving 67 villages (approximately people) R 70.8 million (allocated to date) Extended with: R 10.5 million under Free Basic Water Programme R 16 million under 2004/05 Drought Relief Programme

Elundini Area Completed 2003/04 Drought Relief Programme (R3 mil) Source development ( people ) Rudimentary infrastructure serving 3 villages Final Inspections completed 2004/05 Drought Relief Programme (R20.5 mil) Serving 10 villages ( people) Application submitted for 2006/07 financial year: Further R37 million to serve remaining unserved villages under the Drought Relief Programme

14 Service Delivery (cont ) 2. Elundini Area Summary 2004/05 Drought Relief Programme Commenced Jan-05 Serving 10 villages, 5 each in wards 14 & 15 (approximately people) R 20.5 million Application submitted for another R 37 million

Botshabelo, Thaba Nchu & Mangaung R86,2 mil total project value, utilizing further R 9,5 mil Grant Materials (from People s Republic of China) Improving access to water services to stands Eradicating buckets to 830 stands Total population of individuals Serving highest priority areas as identified by Mangaung LM In addition to funding from : DWAF & DPLG and Mangaung Local Municipality (MLM) Bloem Water contributed R12 million capital funds towards these services

Community Participation Herschel Rural Water Supply Project Steering Committees established for all phases represented ed by each of the receiving communities or Wards Local Labour Desk Officer trained and employed for duration of projectsp Labour intensive construction Total labour days on all phases Total salary payments made towards local labour R11.5 mil On average employing 132 individuals/month

17 Community Participation (cont ) Botshabelo, Thaba Nchu & Mangaung Local PSC s established in the line with Local Municipality requirements 31 Community Liaison Officers from local villages employed to date R40.7 mil on Local Emerging Contractors Labour Intensive Construction labour days recorded by local labour R7.3 mil paid towards local labour salaries Effectively on average providing temporary jobs to 226 individuals/month

18 4. Training & Empowerment Herschel Rural Water Supply Awareness Campaigns held in all villages/wards 57 Community members trained in social surveys Selected community members trained on pump station Operation and Maintenance (23 operators)

Other Support Project Consolidate Kopanong Local Municipality Engineer seconded by Bloem Water Assisted with formulating debt recovery and re-payment plan to BW School Sanitation on behalf of IEC and Dept of Education Emergency Toilet facilities to schools in Mangaung and Maluti-a- Phofung prior to election 308 units of which 193 were VIP s and 115 waterborne units were completed by a BEE contractor by the given deadline Bid Invitations Submitted bid on Vaal Gamagara Water Supply Submission of Bid to Sandvet-WUA - as a possible joint project in future with Sedibeng Water
