7 5 - DUST CONTROL FOR CONSTRUCTION Prohibited the use of potable (drinking) water from fire hydrants for dust control during construction Recommended contractors utilize the City s recycled water available at the Wastewater Quality Control Facility (WQCF) at no cost to the contractor Results: 98 Drivers trained to utilize reclaimed water 2,550,700 Gallons of Reclaimed Water provided to contractors at no cost.

8 6 WASHING MACHINE & TOILET REBATES Increased rebate amounts for the City s existing High-Efficiency Washing Machine and High-Efficiency Dual- Flush Toilets Rebate programs: Washing Machine Rebate: Prior: $50 Adopted/Current : $100 Toilet Rebate: Prior: $25 Adopted $50/Current: $75 Results: 150 High-Efficiency Washing Machine Rebates at $100/Washing Machine $15,000 paid out. 208 Low-Flow Toilet Rebates 26 Rebates at $ Rebates at $75 $14,950 paid out

9 7 - LAWN-TO-GARDEN REBATE Adopted - 5/7/2015: 6-month pilot rebate program for customers who remove their front yard turf and replace it with drought-tolerant plants, artificial turf and/or permeable surfaces $1.00/square foot of front lawn turf removed for both residential and commercial, up to: Residential: $650 Commercial: $5,000 Results: October 20, 2015 Converted to Permanent Program Lawn-to-Garden Applications: 125 Applications Received 90,871 SF applied for replacement 40,590 SF replaced $37,777 approved for payment $27,292 Paid out to date

10 12 - WATER CONSERVATION CITIZENS COMMITTEE Mission: Reviewing the City s current water conservation policies and exploring additional water conservation options of residents, business owners and developers Meetings: Committee met three times between September 2015 and January 2016 to review established water conservation measures that were created in response to the drought situation being experienced Statewide Development: Committee reviewed rebate program, educational materials, discussed Regional Watershed Partnerships, incentives, motioned to continue Lawn -to- Garden Program, received updates on water usage, Notice of Violations and complaints

11 12 - WATER CONSERVATION CITIZENS COMMITTEE - RECOMMENDATIONS Ordinance Amendments Adopt Administrative Enforcement Provisions to the Manteca Municipal Code related to Unlawful Water Use Impose Restrictions The Governor's Emergency Drought Regulations prohibit "The application of potable water to outdoor landscapes during and within 48 hours after measurable rainfall." Reduce irrigation to once per week during local Standard Time Rising Sun Partnership Increase High-Efficiency/Low-Flow Toilet and Clothes Washing Machine rebate funding for FY16/17 to $75,000 each Revisit initial list of conservation ideas, and receive an update on essential duties and plan for future goals from the Water Resources Coordinator

12 WATER RESOURCES COORDINATOR S FUTURE GOALS Conservation education and outreach programs to be offered in languages other than English Spanish, Punjabi, Tagalog and Chinese (possible languages) Conduct voluntary audits of CIL (commercial, industrial, institutional) customers & provide timeline for implementing audit recommendations of water conservation actions Contact TOP 100 Residential Users regarding opportunities to reduce water use Save Water by Fixing Leaks Toilet Tank Leak Tablets 1/31" drip 18,500 ga every 3 mo. 1/16 " trickle 174,000 gal every 3 mo. 1/8" stream 296,000 gal every 3 mo. 1/4" stream 1,181,000 gal every 3 mo. 14 LEGISLATIVE UPDATE January 17, 2014: Governor s Proclamation No Declares State of Emergency, calls on California to reduce water usage by 20%. April 25, 2014: Governor s First Drought Proclamation Suspends CEQA review to allow emergency regulation. April 1, 2015: Governor issues Executive Order (EO) Mandatory 25% Statewide reduction in potable water use Commercial, industrial & institutional users to implement water efficiency measures. Prohibits watering of turf in medians along with other conservation measures May 5, 2015: State Water Board adopts Emergency Regulations ( S W R C B R e s ) to enforce EO. Assigns urban water suppliers a conservation tier between 4-36% Nov. 13, 2015: Governor issues EO B-36-15, extending urban water restrictions to Oct. 31, 2016, should drought conditions persist through Jan December 21, 2015: State Water Board issues Proposed Regulatory Framework for Extended Regulation for Urban Water Conservation. Recommends climate adjustment up to 4% Recommends mechanism to account for water-efficient growth since 2013
