CDAEXP The following ADDENDUM 2 shall be made part of the Notice Inviting Bids with revisions as described below: 1. Revision to the Bid Submission Deadline advertised in the Notice Inviting Bids: On behalf of the Chino Basin Desalter Authority ( Authority ), the Western Municipal Water District ( District ) will receive in a sealed envelope plainly marked on the outside SEALED BID FOR CONSTRUCTION OF CHINO CREEK WELLFIELD, WELLS I-19, I-20 AND I-21 CONSTRUCTION, SPEC NO. CDAEXP DO NOT OPEN WITH REGULAR MAIL for the CHINO CREEK WELLFIELD, WELLS I-19, I-20 AND I-21 CONSTRUCTION, SPEC NO. CDAEXP project ( Project ) from qualified Bidders at the office of the front reception at Meridian Parkway, Riverside, CA no later than Thursday, September 1, 2011 at 2:00 PM, at which time or thereafter said Bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for ninety-five (95) calendar days after the Bid opening date. 2. Revision to Appendix C: Project Schedule Replace Appendix C with the revised Project Schedule in Attachment A of this Addendum. Note that bids based on an alternative schedule will be accepted. 3. Revision to Appendix E: Title 22 Parameters Replace Appendix E with Parameters for Water Quality Analyses in Attachment B of this Addendum. 4. Technical Specifications Section 1.08 B: Work Hours, Page G-6 should be changed to read as follows: Work operations will be continuous (seven days per week, 24-hours per day) at each well site from the start of the pilot hole drilling through the well construction and initial development by airlifting and swabbing other than the down time mandated by waiting for Title 22 laboratory results following zone testing. To minimize this down time while maximizing work continuity, drilling operations will proceed in succession at each site as described in Section 1.25 Order of Operations. 9. Technical Specifications Section 1.20: Requirements Prior to Mobilization paragraph 2 (Page G-13) should be changed to read as follows: For site I-19, Drilling Contractor will be responsible for modifying the existing chain link fence. The western fence shall be extended northward to intercept the well site property boundary. The existing northern fence shall be removed and replaced. 3 boundary. Fence modifications shall be in accordance with airport requirements to maintain a secure perimeter around the airport property. These modifications shall be included as a line item in the Bid Schedule I. For site I-19 and I-20, Drilling Contractor will be responsible for installing a locking gate in the existing fence. The cost for these two gates this gate should be included as part of the bid price for mobilization. 10. Technical Specifications Section 1.25: Order of Operations, Page G-16 should be changed to read as follows: The purpose of this section is to describe the drilling program as illustrated in the attached schedule (Appendix C). Work shall proceed in a continuous back-to-back fashion, beginning at Well I-20 through well completion, then continuing at Well I-21, followed by Well I-19. Alternative Schedules resulting in increased efficiency, reduction in noise/light disturbance, etc. will be accepted for review. General procedures for the pilot hole drilling and completion of each well are outlined as follows. Detailed procedures for pilot hole drilling and completion of each well are included in Section 2.0 Technical Provisions. Each well shall be constructed in accordance with the American Water Works Association Standards for Water Wells (AWWA A100-06, latest version) except as modified herein to fit the needs of the expected conditions. Strike Subsections A through GG from this Section. 11. Revision to Section 2.03 B: Installation of Conductor Casing and Cement Seal The sanitary seal shall be installed by pressure grouting tremie pipe (Appendix A, Figure 9) in the annular space between the borehole and the conductor casing. 12. Revision to the Technical Specifications Section 2.07: Aquifer Zone Testing, Page G-24 Any reference to Title 22 in this Section shall instead refer to Appendix E: Parameters for Water Quality Analyses. 4 The cost of all water quality analyses associated with the zone testing shall include a 72- hr rush. These costs shall be borne by the Contractor and shall be included in the bid price. 14. Revision to the Technical Specifications Section 2.07 N: Aquifer Zone Testing, Page G-26 At the end of aquifer zone testing, the pilot hole shall be back-filled with pea gravel to 50 feet below ground surface. 15. Technical Specifications Section 2.08, Sealing Pilot Borehole, Page G-26 should be changed to read as follows: After the completion of aquifer zone testing, the pilot bore shall be back-filled with pea gravel to 50 feet below ground surface. A 10-ft bentonite cap shall be placed on top of the pea gravel to form a temporary seal to protect the borehole while pilot hole drilling takes place at the other well sites and while waiting for results from Title 22 water quality analyses from zone testing. A steel cover shall be welded to the conductor casing to protect from any fluids or foreign objects entering the borehole while waiting for final approved well design.
