9 Government s Position in CCS? Mr. Xie Zhenhua s Speech in July 2011 CCS Workshop (Vice Minister of NDRC) 1. The developed countries should establish the relevant policies to support the R&D of CCS, and speed up the CCS development process; 2. The international society needs to enhance the information communication and share experience regarding the CCS development. The developed countries need to support the capacity building for developing countries, especially for the human resources. 3. China would support the international cooperation and promote the joint studies on key technologies, and the associated IPR will be shared. 4. It is suggested to establish a global CCS development fund, to provide funds and technology transfer for the developing countries. 9
