1 UNITED REPUBLIC OF TANZANIA ACTION PLAN FOR IMPLEMENTATION OF THE RAMSAR STRATEGIC PLAN (DRAFT) RAMSAR OPERATIONAL Operational Objective 1.1. Describe the extent of wetland resources, especially at global and national (or, where appropriate, provincial) scales, in order to inform and underpin implementation of the Convention and in particular the application of the wise use principle Inventory of six wetlands areas IRA undertaken year (Malagarasi-Muyovozi, Lake Natron, Kilombero, Rufiji-Mafia-Kilwa, Lake Kagera Swamp, Usangu,) National State of Wetlands Report produced in every two years from July 2006 Identify and initiate protective measures in coastal environmental sensitive areas up to 2008 Wildlife Division () NEMC Number of wetlands undertaken inventory % of resource inventory undertaken in each area First report produced in June 2008 Number of areas under protection Completed and tested inventory kits in line with the Ramsar Framework for Wetland Inventory. 2 Operational Objective 1.2. Assess and monitor the condition of wetland resources, especially at global and national (or, where appropriate, provincial) scales, in order to inform and underpin implementation of the Convention and in particular the application of the wise use principle Continuous monitoring of water quality, MoW quantity and use in the Ruaha River, Mpanga-Kipengele, Ruaha Catchments area and the Usangu flats carried out up to 2008 Annual water quality and quantity reports Number of water rights issued Level or amount of water used per HH or farm against water right issued Developed monitoring protocols Adhered water use protocols Carry out assessment and monitoring of effluents created by urban water use, which pollute wetlands and groundwater resources in Morogoro Municipality (Rivers Morogoro and Kikundi) and Dar Es Salaam City (along Msimbazi Creek) up to MoW Number of sites assessed and water quality data generated at regular intervals. 5 Operational Objective 3.2. Ensure the conservation and wise use of peat-lands as a demonstration of the ecosystem-based approach under the Convention. 7 Operational Objective 6.1. 8 Operational Objective 8.1. Promote incentive measures that encourage the application of the wise use principle, and the removal of perverse incentives. Operational Objective 9.1. Support, and assist in implementing at all levels, the Conventions Outreach Programme [and its update by COP8] for promoting the conservation and wise use of wetlands through public participation and communication, education, and public awareness (CEPA).
