16 Greg Ellis, Attorney at Law With extensive experience in groundwater regulation, Mr. Ellis is an attorney at law specializing in groundwater issues. Mr. served as General Manager of the Edwards Aquifer Authority for 7 years, as the General Counsel for the Harris-Galveston Coastal Subsidence District for 5 years and as the Legislative Liaison for the Texas Water Commission (now the Texas Commission on Environmental Quality). His legislative experience includes one session as General Counsel and Legislative Assistant to Senator Bill Ratliff and two sessions with Representative Terral Smith as legislative aide and committee clerk. Legal experience includes clerkships with Booth and Newsom, P.C. and Lloyd, Gosselink, Ryan and Fowler, P.C.
