AUTHORIZATION Primary Author Commissioner/Dept. Head City Manager Dean Price Brent McGovern Jeff Trail RECOMMENDATION It is recommended that this report be received for information and filed. EXECUTIVE SUMMARY The project team requests 15 minutes to present the attached presentation in open session of Common Council. The purpose of this presentation is to provide Council with a current project performance update on the Safe, Clean Drinking Water Project. PREVIOUS RESOLUTION At its meeting of January 23, 2017 M&C Report No titled Project Performance Update Safe, Clean Drinking Water Project recommended and Council RESOLVED that: The report be received for information and filed. STRATEGIC ALIGNMENT The Safe Clean Drinking Water Project remains a high priority and focus as it will bring safe, clean drinking water to the citizens of Saint John and reduce the occurrence of boil water orders and service interruptions through the construction of sustainable infrastructure. 163

5 Executive Summary Results this Period (January to March 2017) PCWP s substantial completion date is on track as planned (November 30 th, 2018) PCWP s West works are currently scheduled for commissioning in Summer of 2017 City Project team is auditing the designs, quality management and the construction Concrete foundations and first floor process for the WTP have advanced significantly 167 3

7 Executive Summary What s Working PCWP have made significant progress in the last few months on the WTP and the other components Winter construction methods have allowed continued progress Notices regarding construction have been delivered to all the homes and facilities in the work zone PCWP have had face to face discussions with the business owners and facility managers in the area. PCWP have met with Saint John Transit PCWP have met with the Loch Lomond Villa PCWP have met with Woodlawn School PCWP have met with the business owners on Loch Lomond Road between Bon Accord and Hickey on April 7 th to discuss traffic flow during the work Reminder - Two live webcams on 169WTP site for the public 5

8 Executive Summary Next Steps (work between now & early summer ) Complete the manufacture of the precast insulated concrete wall panels here in Saint John for the WTP Complete the pipework on the WTP site Seek Council permission for temporary McLean Street barricade removal and hold open house for residents in the area Continue to pour concrete at the WTP site Adjusting plans to assist local businesses Erect precast walls at the WTP in June Mechanical / Electrical at the new Wellfield Building Work to modify the Spruce Lake Pump house 170 6

9 Executive Summary Next Steps (work between now & early summer ) Remind residents that all businesses will be open and accessible during construction work Communicate construction impacts to residents (ongoing) Notices delivered to homes Discussion with each business in the impacted zones Meeting with some Loch Lomond Road Businesses on April 7 th Other face to face meetings with schools and facilities Orange signs giving advanced warning have been put up along impacted corridors Encourage residents to sign up for notices Radio notifications to advise motorist Open House held on March 30th (Well attended) City-wide Traffic Advisories at Access will be maintained for emergency vehicles such as fire Residents can call the City s Customer Service Line for questions or concerns 171 7
