1 COMPREHENSIVE ENVIRONMENTAL IMPACT STUDY & MANAGEMENT PLAN South Albion Bolton Community Plan Employment Needs & North Hill Commercial Lands Study Part A Study Components Background Information Review Surface and Groundwater Investigations Stream Morphology Fisheries and Aquatic Habitat Terrestrial Resources Natural Heritage Preliminary Identification of Issues, Opportunities and Constraints Surface and Groundwater Investigations Surface features drain to the Main and West Humber Rivers Majority of features are intermittent or seasonally flowing streams West Humber Employment Lands o Headwater features intermittent flow o Drainage south to Brampton and Claireville Reservoir o Altered by agricultural drainage practices o Floodplains very broad; need for floodplain mapping near Brampton boundary Main Humber North Hill Commercial and Duffy's Lane (additional study area) o Headwater features intermittent flow o Gully systems intersect with the main Humber Valley o Flood plain mapping not likely required Predominantly low to moderate recharge within the study areas Stream Morphology and Erosion Drainage features are significantly altered by agricultural drainage practices Portions of drainage features characterized by meandering stream patterns Headwater features controlled by vegetation North Hill and Duffy's Lane (additional study area) gully features are highly sensitive to erosion North Hill Commercial Lands west of Highway 50 oversteepened valley walls represent potential limitation on tableland development potential

2 COMPREHENSIVE ENVIRONMENTAL IMPACT STUDY & MANAGEMENT PLAN South Albion Bolton Community Plan Employment Needs & North Hill Commercial Lands Study Fisheries and Aquatic Habitats Features assessed according to TRCA/CVC Headwaters Assessment Protocol Majority of features within study areas are intermittent Most features are classed as indirect fish habitat support downstream fish habitats Some direct fish habitat is present in the Employment lands area seasonal habitat only Downstream fish habitats are typical of tolerant warmwater fish communities employment lands Downstream fish habitats are typical of good quality warmwater fish communities and migratory coldwater fish communities North Hill Commercial and lands Terrestrial Resources and Natural Heritage Terrestrial studies completed included: o Amphibian Surveys Followed standard protocols 2 frog species present Norarespecies o Vegetation Mapping Three season survey ELC mapping Botanical inventories and rare species inventories completed o Breeding Birds Followed standard protocols 69 species recorded No provincially rare species Some area sensitive species Natural communities are sparcely distributed within study areas (agricultural landscape) and limited to: o Stream valleys and riparian areas o Woodlots o Isolated ponds and wetlands Percentage representation by corridors, wetlands and woodlands is very low o Habitat quality generally poor o Highly fragmented and isolated o Small patch sizes Existing features often heavily disturbed and/or early successional Main Humber River, West Humber River are primary Natural Heritage Features

7 COMPREHENSIVE ENVIRONMENTAL IMPACT STUDY & MANAGEMENT PLAN South Albion Bolton Community Plan Employment Needs & North Hill Commercial Lands Study Issues, Opportunities and Constraints Generally moderate to low groundwater recharge potential some challenges for stormwater management Sparcely distributed natural heritage features still need to protect/enhance what's there Floodplains in Employment Lands relatively wide in south Stream erosion is key issue on North Hill and Additional Lands Opportunities to enhance drainage features that support fish habitat Challenge to provide stormwater outlets to headwater features need for innovative stormwater management approach, such as lot level controls, low impact development techniques Steep valley walls on Commercial Lands west of hwy 50 on North Hill limit developable area Next Steps Part 2 Detailed Studies and Impact Assessment Set up models Determine generalized land uses Complete impact assessment & recommend SWM approach Provide technical analysis of Options 1 & 2, North Hill Commercial alternatives Part 3 Implementation Surface Water Management Plan Groundwater Management Plan Natural Heritage Plan Implementation Considerations
