11 eecutive ummary Eecutive Summary In 2007, water and watewater agencie in Southern Nevada came together to etablih the La Vega Valley Waterhed Adviory Committee (LVVWAC). The committee wa formed to enhance overall waterhed management effort and to develop a regional water quality plan for the La Vega Valley waterhed. Upon it formation, the LVVWAC adopted a miion to: Protect, preerve and enhance the quality and quantity of water reource in the La Vega Valley Waterhed and to utain economic well-being and protect the environment for preent and future generation. In January 2009, the committee adopted the Regional Water Quality Plan 1, which erve a a roadmap to coordinate water and watewater management effort in Southern Nevada among the LVVWAC agencie. The plan detail the implementation effort required by LVVWAC agencie to achieve it even regional waterhed goal, which include: 1. Protect Lake Mead a a ource of water for Southern Nevada and downtream uer. 2. Meet or urpa federal, tate and local tandard and regulation. 3. Preerve and enhance the natural, cultural, hitoric and recreational value of the waterhed and Lake Mead. 4. Coordinate water reource management. 5. Manage flood rik. 6. Sutain water and energy reource for future generation. 7. Build community awarene and upport for regional waterhed management. The fical year 2011 Annual Operating Plan build upon the Regional Water Quality Plan by providing pecific activitie and action currently underway or projected by LVVWAC agencie. Becaue water and watewater activitie are inetricably linked, oftentime more than one agency i deignated a a lead. To thi end, LVVWAC will be ued a a forum to coordinate thee effort, increae efficiencie and avoid duplication. The plan will be updated each year a plan change and project are completed. On December 15, 2009, the Clean Water Coalition Board of Director voted to upend the Sytem Conveyance and Operation Program (SCOP). A a reult, related LVVWAC activitie are noted a upended throughout thi plan. By working together, the LVVWAC will utilize the fical year 2011 Annual Operating Plan to addre waterhed management effort in a more coordinated manner.
